【摘要】：2016年4月底5月初,哈薩克斯坦因土改問(wèn)題發(fā)生局部騷動(dòng),而土改是因農(nóng)業(yè)發(fā)展長(zhǎng)期滯后所引起的。文本簡(jiǎn)要介紹哈農(nóng)業(yè)基本狀況和長(zhǎng)期落后的原因,并分析哈緣何要進(jìn)行土改。文本指出,哈農(nóng)業(yè)雖然在蘇聯(lián)時(shí)期風(fēng)光一時(shí),但缺乏可持續(xù)性。哈獨(dú)立后,受各種因素影響,農(nóng)業(yè)始終是國(guó)民經(jīng)濟(jì)發(fā)展的短板,需長(zhǎng)期靠國(guó)家補(bǔ)貼。獨(dú)立后哈經(jīng)濟(jì)雖有發(fā)展,但對(duì)農(nóng)業(yè)資助力度有限,特別是近兩年國(guó)家財(cái)政緊張,對(duì)農(nóng)業(yè)的大量補(bǔ)貼政策已經(jīng)難以為繼。當(dāng)局希望通過(guò)改革改變農(nóng)業(yè)落后現(xiàn)狀,而推行土改,實(shí)行土地私有化和擴(kuò)大對(duì)外國(guó)的租賃被認(rèn)為是應(yīng)對(duì)困難的有效途徑。然而,這項(xiàng)政策在哈國(guó)遇到很大阻力,一波三折。不過(guò)由于國(guó)內(nèi)形勢(shì)所迫和總統(tǒng)的決心很大,預(yù)計(jì)土改會(huì)繼續(xù)進(jìn)行下去,將會(huì)取得預(yù)期成果。
[Abstract]:From the end of April 2016 to the beginning of May, there was a local disturbance over the land reform in Kazakhstan, and the land reform was caused by the long lag in the development of agriculture. The text briefly introduces the basic situation of the agriculture in Kazakhstan and the reasons for its long-term backwardness. The text points out that although Kazakh agriculture was popular in the Soviet era, it lacked sustainability. After Kazakhstan became independent, it was affected by various factors, and agriculture was always a short board for the development of the national economy. After independence, although Kazakhstan's economy has developed, but its support for agriculture is limited, especially in the last two years, the state's finances are tight. Massive subsidies to agriculture are no longer sustainable. The authorities hope to change the backward state of agriculture through reform, while land reform, privatization of land and expansion of leases to foreign countries are seen as effective ways to cope with the difficulties. This policy has met with great resistance and setbacks in Kazakhstan. However, because of the domestic situation and the determination of the president, it is expected that the land reform will continue and will achieve the expected results.
