【摘要】：在我國(guó)現(xiàn)代化進(jìn)程中,建設(shè)社會(huì)主義新農(nóng)村起到了至關(guān)重要的作用,這也是我黨在十六屆五中全會(huì)上提出的一項(xiàng)具有與時(shí)俱進(jìn)精神的重要決策。建設(shè)社會(huì)主義新農(nóng)村關(guān)系到了億萬(wàn)農(nóng)民的切身利益與中國(guó)社會(huì)的長(zhǎng)治久安,是我們推進(jìn)小康社會(huì)建設(shè)進(jìn)程的必經(jīng)之路。作為農(nóng)業(yè)大省之一,湖南的“三農(nóng)”問(wèn)題顯得格外突出,落實(shí)“三農(nóng)”工作已迫在眉睫。近兩年來(lái),在湖南省委、省政府的帶領(lǐng)和支撐下,岳陽(yáng)市的城鎮(zhèn)化與工業(yè)化進(jìn)程取得了突破性的進(jìn)展,“三農(nóng)”工作穩(wěn)步推進(jìn)。一直以來(lái),岳陽(yáng)市在推進(jìn)社會(huì)主義新農(nóng)村建設(shè)的過(guò)程中始終堅(jiān)持從實(shí)際出發(fā),并取得了理想的成效�！笆濉逼陂g,岳陽(yáng)市在統(tǒng)籌城鄉(xiāng)這一方針的指引下,主動(dòng)加大了以城帶鄉(xiāng)、以工補(bǔ)農(nóng)的力度,使城鎮(zhèn)的生產(chǎn)要素迅速的流向的農(nóng)村,同時(shí)還完善的農(nóng)村基礎(chǔ)設(shè)施建設(shè),切實(shí)改善了當(dāng)?shù)剞r(nóng)民的生活質(zhì)量。如何進(jìn)一步貫徹落實(shí)“十一五”對(duì)新農(nóng)村建設(shè)工作提出的要求,盡快改善地區(qū)農(nóng)民的生活質(zhì)量和水平,是岳陽(yáng)市面臨的嚴(yán)峻挑戰(zhàn)。本文以岳陽(yáng)市為例,采用理論結(jié)合實(shí)際的研究方法,基于國(guó)內(nèi)外新農(nóng)村建設(shè)成功經(jīng)驗(yàn),對(duì)該地區(qū)近年來(lái)新農(nóng)村建設(shè)工作進(jìn)行了探討,文章回顧總結(jié)了該市過(guò)去近年來(lái)新農(nóng)村工作實(shí)施措施、建設(shè)取得的成效和存在問(wèn)題,并最后給出了相應(yīng)的對(duì)策建議。全文共分為五個(gè)部分：第一部分,對(duì)本課題的研究背景、意義、國(guó)內(nèi)外相關(guān)研究綜述進(jìn)行了概述；第二部分；對(duì)新農(nóng)村建設(shè)的概念內(nèi)涵、指導(dǎo)思想、政策原則、推薦思路和相關(guān)理論進(jìn)行闡述,為全文研究打好理論基礎(chǔ)；第三部分,從實(shí)踐回顧、實(shí)行措施、取得成效、存在問(wèn)題及原因等多方面對(duì)岳陽(yáng)市新農(nóng)村建設(shè)進(jìn)行分析總結(jié)；第四部分,對(duì)國(guó)內(nèi)外地區(qū)新農(nóng)村建設(shè)典范進(jìn)行概述,并總結(jié)了成功經(jīng)驗(yàn)；第五部分,在分析岳陽(yáng)市新農(nóng)村建設(shè)過(guò)去、現(xiàn)狀和國(guó)內(nèi)外成功典范經(jīng)驗(yàn)的基礎(chǔ)上,針對(duì)岳陽(yáng)市新農(nóng)村建設(shè)存在的問(wèn)題給出了相對(duì)應(yīng)的對(duì)策建議。
[Abstract]:In the process of modernization in China, the construction of a new socialist countryside has played a vital role. This is also an important decision put forward by our Party at the Fifth Plenary session of the 16 CPC Central Committee. Building a new socialist countryside has a bearing on the vital interests of hundreds of millions of peasants and the long-term stability of Chinese society. As one of the major agricultural provinces, the issue of "agriculture, rural areas and farmers" in Hunan is particularly prominent, and the implementation of the work of "agriculture, rural areas and farmers" has become extremely urgent. In the past two years, the Hunan Provincial Party Committee, Under the leadership and support of the provincial government, the urbanization and industrialization process of Yueyang City has made a breakthrough progress, and the work of "agriculture, rural areas and farmers" has been advancing steadily. In the process of promoting the construction of a new socialist countryside, Yueyang has always been proceeding from reality and has achieved ideal results. During the 12th Five-Year Plan period, under the guidance of the policy of overall planning of urban and rural areas, Yueyang City actively increased its use of cities and townships. The intensity of subsidizing agriculture by industry, so that the factors of production in cities and towns flow rapidly to the countryside, and at the same time, the construction of rural infrastructure is also perfect. It has effectively improved the quality of life of local farmers. How to further implement the requirements of the Eleventh Five-Year Plan for the construction of new rural areas and improve the quality of life and standard of living of local farmers as soon as possible, Yueyang City is facing a severe challenge. This paper takes Yueyang City as an example, adopts the research method of combining theory with practice, and based on the successful experience of new rural construction at home and abroad, discusses the new rural construction work in this area in recent years. This paper reviews and summarizes the implementation measures, construction achievements and existing problems of the new rural work in the past few years, and finally gives the corresponding countermeasures and suggestions. The full text is divided into five parts: the first part, the research background of this subject. Significance, domestic and foreign related research overview is summarized; the second part; the concept of new rural construction connotation, guiding ideology, policy principles, recommended ideas and related theories to lay a good theoretical foundation for the full study; the third part, This paper analyzes and summarizes the construction of new countryside in Yueyang City from the aspects of practice review, measures, achievements, problems and reasons, 4th, summarizes the models of new rural construction at home and abroad, and summarizes the successful experience. In the 5th part, based on the analysis of the past, present situation and successful experience of Yueyang's new rural construction, the corresponding countermeasures and suggestions are given for the problems existing in the construction of Yueyang's new countryside.
