【摘要】："村轉居"是目前我國各地推進城市化的主要方式之一,而"村轉居"的難點之一是"村轉居"社區(qū)集體經濟利益的分配,因為它既關乎"村轉居"能否順利進行,又關乎轉居村民的權益,甚至還會影響"村轉居"社區(qū)的和諧穩(wěn)定。基于調研資料,本文對中國城市化進程中"村轉居"社區(qū)集體經濟利益分配中遇到或存在的問題進行了分析,認為這些問題主要集中在因集體資產類型繁雜導致清產核資和折股量化困難、股權設置不合理和股權確認困難、集體經濟無力承擔社區(qū)建設和管理費用、股權流動性差、缺乏有效的集體資產運營和監(jiān)督機制等方面,并提出了具體的對策建議。
[Abstract]:"Village transfer" is one of the main ways to promote urbanization in various parts of our country at present, and one of the difficulties of "village transition" is the distribution of collective economic benefits of "village transition" community, because it is related to whether the "village transition" can be carried out smoothly. It is also related to the rights and interests of the villagers, and it may even affect the harmony and stability of the "village-to-inhabitant" community. Based on research data, This paper analyzes the problems encountered or existing in the distribution of community collective economic benefits in the process of urbanization in China, and points out that these problems mainly focus on the difficulty of capital clearing and stock capitalization due to the complex types of collective assets. It is unreasonable and difficult to confirm the stock right, the collective economy can not afford the community construction and management expense, the stock right fluidity is poor, lacks the effective collective assets operation and the supervision mechanism and so on, and puts forward the concrete countermeasure suggestion.
