【摘要】：2001年,國務(wù)院就專門設(shè)立了“農(nóng)業(yè)科技成果轉(zhuǎn)化資金”專項項目,為我國農(nóng)業(yè)科技成果轉(zhuǎn)化提供全方位的支持,在科學技術(shù)方面給我國農(nóng)業(yè)和農(nóng)村經(jīng)濟發(fā)展提供了保障�！笆濉逼陂g,金融服務(wù)是實現(xiàn)“農(nóng)業(yè)科技進步貢獻率超過55%的目標”的一個必要因素。我們要積極推進農(nóng)業(yè)科技成果應(yīng)用和農(nóng)業(yè)技術(shù)與金融創(chuàng)新“兩輪驅(qū)動”,結(jié)合我國特定的金融結(jié)構(gòu)現(xiàn)狀,通過金融制度創(chuàng)新努力為農(nóng)業(yè)技術(shù)創(chuàng)新主體創(chuàng)造完善的融資渠道以進行農(nóng)業(yè)技術(shù)創(chuàng)新及應(yīng)用,同時可以為分散創(chuàng)新風險提供多樣化金融工具和制度安排,全面提高農(nóng)村金融服務(wù)質(zhì)量和水平,從而加強農(nóng)業(yè)科技成果轉(zhuǎn)化與應(yīng)用。但農(nóng)業(yè)資金約束問題嚴重影響農(nóng)業(yè)科技成果的應(yīng)用及科技的普及,使各級政府推廣普及農(nóng)業(yè)科技的政策效率大大降低。每年都有一萬項農(nóng)業(yè)科研成果通過中央和各省級政府部門鑒定,其中可以轉(zhuǎn)化推廣的占30%,但是事實上只有10%-15%轉(zhuǎn)化。以水利科技領(lǐng)域為例,許多農(nóng)業(yè)科技成果沒有得到利用,其成果轉(zhuǎn)化率不到30%。究其原因,制約農(nóng)業(yè)科技成果應(yīng)用的關(guān)鍵原因是金融支持不足。本文立足河北省,以農(nóng)業(yè)科技成果轉(zhuǎn)化的金融服務(wù)為研究對象,運用規(guī)范研究與實證研究相結(jié)合,以實證研究為主的研究方法,在相關(guān)理論進行界定和評價的基礎(chǔ)上,重點對河北省的農(nóng)業(yè)科技成果轉(zhuǎn)化的金融服務(wù)進行現(xiàn)狀問題分析和評價,探究其制約因素,重點從政策性銀行、商業(yè)銀行、社會資本、融資平臺方面提出完善河北省農(nóng)業(yè)科技成果轉(zhuǎn)化金融服務(wù)的對策建議,旨在從各個方面加大對農(nóng)業(yè)科技成果轉(zhuǎn)化的金融支持,提高農(nóng)業(yè)科技成果轉(zhuǎn)化率,促進農(nóng)業(yè)經(jīng)濟發(fā)展。因此,本研究對河北省農(nóng)業(yè)科技成果轉(zhuǎn)化金融服務(wù)具有較強的現(xiàn)實指導(dǎo)意義:有利于促進河北省科技資源與金融資源相結(jié)合,實現(xiàn)資源的優(yōu)化配置;同時又利于拓寬河北省金融服務(wù)渠道,很大程度上解決了成果轉(zhuǎn)化過程中的資金約束問題,有利于提高河北省農(nóng)業(yè)科技成果轉(zhuǎn)化率,進而推進農(nóng)業(yè)技術(shù)創(chuàng)新,增加農(nóng)民收入。
[Abstract]:In 2001, the State Council set up a special project entitled "funds for the Transformation of Agricultural Science and Technology achievements" to provide all-round support for the transformation of agricultural scientific and technological achievements in China. In terms of science and technology, it has provided a guarantee for the development of agriculture and rural economy in China. Financial services are an essential factor in achieving the goal of "the contribution rate of agricultural science and technology progress exceeds 55%." We should actively promote the application of agricultural scientific and technological achievements and the "two-wheel drive" of agricultural technology and financial innovation, and combine with the specific financial structure of our country. Through the innovation of financial system, we can create perfect financing channels for the main body of agricultural technological innovation in order to carry out agricultural technological innovation and its application, at the same time, we can provide diversified financial instruments and institutional arrangements for dispersing the risk of innovation. To improve the quality and level of rural financial services in an all-round way, so as to strengthen the transformation and application of agricultural scientific and technological achievements, but the problem of agricultural financial constraints has seriously affected the application and popularization of agricultural scientific and technological achievements, The policy efficiency of popularizing and popularizing agricultural science and technology by governments at all levels has been greatly reduced. Every year, 10,000 agricultural scientific research achievements are certified by the central and provincial government departments. Of these, 30% can be transformed and popularized, but in fact only 10% to 15%. Take the field of water conservancy science and technology as an example, many agricultural scientific and technological achievements have not been utilized, and the conversion rate of agricultural scientific and technological achievements is less than 30%. The key reason for restricting the application of agricultural scientific and technological achievements is the lack of financial support. Based on Hebei Province, this paper takes the financial services transformed by agricultural scientific and technological achievements as the research object and combines normative research with empirical research. Based on the definition and evaluation of relevant theories, this paper focuses on the analysis and evaluation of the current situation of financial services in Hebei Province, and explores its restrictive factors. From the aspects of policy banks, commercial banks, social capital and financing platforms, this paper puts forward countermeasures and suggestions to improve the transformation of agricultural scientific and technological achievements into financial services in Hebei Province, with a view to increasing financial support for the transformation of agricultural scientific and technological achievements from various aspects. Therefore, this study has a strong practical guiding significance for the transformation of agricultural scientific and technological achievements into financial services in Hebei Province: it is helpful to promote the combination of scientific and technological resources and financial resources in Hebei Province. At the same time, it is beneficial to broaden the channels of financial services in Hebei Province, to a large extent, to solve the problem of financial constraints in the process of transformation of achievements, and to improve the conversion rate of agricultural scientific and technological achievements in Hebei Province. Then promote agricultural technology innovation, increase farmer income.
