【摘要】：河南省作為我國糧食生產(chǎn)的核心產(chǎn)區(qū),對于保障國家糧食安全做出了巨大貢獻(xiàn)。2015年,河南省糧食產(chǎn)量實(shí)現(xiàn)了“十二連增”,2016年河南省糧食產(chǎn)量達(dá)到5946.6萬噸,依舊位居全國前列。但是多年以來,糧食生產(chǎn)過程中對農(nóng)業(yè)生態(tài)環(huán)境的重視程度不夠,粗放型的糧食生產(chǎn)方式導(dǎo)致一系列生態(tài)環(huán)境問題,例如土壤逐漸污染,耕地出現(xiàn)板結(jié)化,農(nóng)業(yè)地表水污染稀缺,地下水減少并導(dǎo)致多地發(fā)生地表層沉降等等。因此,在黨中央提出綠色發(fā)展理念的背景下,深入研究分析河南省農(nóng)業(yè)生態(tài)環(huán)境破壞現(xiàn)狀,對于實(shí)現(xiàn)河南省糧食生產(chǎn)與農(nóng)業(yè)生態(tài)環(huán)境協(xié)調(diào)發(fā)展,率先進(jìn)行糧食生產(chǎn)方式的轉(zhuǎn)型,保障國家糧食安全,有著重要的現(xiàn)實(shí)意義和長遠(yuǎn)意義。本文在研究糧食生產(chǎn)與農(nóng)業(yè)生態(tài)環(huán)境相互影響關(guān)系的理論基礎(chǔ)上,對河南省的糧食生產(chǎn)和農(nóng)業(yè)生態(tài)環(huán)境的基本情況及特點(diǎn)進(jìn)行了分析,利用數(shù)據(jù)分析法對河南省為了提高糧食產(chǎn)量而進(jìn)行的粗放型糧食生產(chǎn)方式,如化肥、農(nóng)藥的大劑量濫用導(dǎo)致的土壤和水體污染、塑料地膜的大規(guī)模使用導(dǎo)致的耕地污染等生態(tài)環(huán)境問題進(jìn)行了分析,得出了目前河南省糧食生產(chǎn)與生態(tài)環(huán)境發(fā)展不協(xié)調(diào)的矛盾。運(yùn)用深入訪談法調(diào)研了近年來河南省為促進(jìn)糧食生產(chǎn)與生態(tài)保護(hù)協(xié)調(diào)發(fā)展所頒布的相關(guān)法規(guī)文件,以及采取的一些行動措施和落實(shí)情況,如實(shí)施“農(nóng)藥、化肥零增長行動”,推進(jìn)測土配方施肥,啟動農(nóng)業(yè)面源防控行動,推進(jìn)農(nóng)業(yè)環(huán)境保護(hù)試點(diǎn)示范工作等等,總結(jié)已經(jīng)取得的階段性成果和存在的一些難題。然后利用理論與實(shí)際相結(jié)合的方法,根據(jù)河南省基本農(nóng)情,分析當(dāng)前河南省糧食生產(chǎn)與生態(tài)保護(hù)發(fā)展不協(xié)調(diào)的基本影響因素,提出加大環(huán)保意識宣傳、改進(jìn)綠色糧食生產(chǎn)科技政策、完善相關(guān)法律法規(guī)、建立完善農(nóng)業(yè)生態(tài)管理機(jī)制等具有實(shí)際操作性的對策建議。最后總結(jié)全文并提出下一步研究方向。
[Abstract]:Henan Province, as the core producing area of grain production in China, has made great contribution to ensuring the national food security. In 2015, the grain output of Henan Province increased by 12 tons, and the grain output of Henan Province reached fifty-nine million four hundred and sixty-six thousand tons in 2016. But for many years, the agricultural ecological environment has not been paid enough attention to in the course of grain production. Extensive grain production methods have led to a series of ecological and environmental problems, such as the gradual pollution of the soil and the formation of ploughed land. Agricultural surface water pollution is scarce, groundwater is reduced and surface subsidence occurs in many places and so on. Therefore, under the background of the Party Central Committee's idea of green development, the present situation of agricultural ecological environment destruction in Henan Province is deeply studied and analyzed. In order to realize the coordinated development of grain production and agricultural ecological environment in Henan Province, to take the lead in the transformation of grain production mode and to ensure national food security, This paper analyzes the basic situation and characteristics of grain production and agricultural ecological environment in Henan Province on the basis of studying the relationship between grain production and agricultural ecological environment. Soil and water pollution caused by large dosage abuse of chemical fertilizer and pesticides in Henan Province were analyzed by data analysis method in order to increase grain yield. Ecological and environmental problems such as cultivated land pollution caused by large-scale use of plastic film were analyzed. The contradiction between food production and ecological environment development in Henan Province is obtained. The relevant laws and regulations issued by Henan Province in recent years to promote the coordinated development of grain production and ecological protection have been investigated by using in-depth interview method. As well as some action measures taken and their implementation, such as the implementation of the "Zero growth Action on pesticides and Fertilizer," the promotion of soil testing and fertilization, the initiation of agricultural non-point source prevention and control actions, and the promotion of pilot demonstration work on agricultural environmental protection, etc. In this paper, we summarize the stage achievements and some difficult problems that have been achieved. Then, by using the method of combining theory with practice and according to the basic agricultural situation of Henan Province, we analyze the basic influence factors of the current uncoordinated development of grain production and ecological protection in Henan Province. The paper puts forward some practical countermeasures and suggestions, such as increasing the awareness of environmental protection, improving the scientific and technological policy of green grain production, perfecting the relevant laws and regulations, and establishing and perfecting the agricultural ecological management mechanism. Finally, the paper summarizes the full text and puts forward the next research direction.
