【摘要】：推進(jìn)農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展,是拓寬農(nóng)民增收渠道、構(gòu)建現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)體系的重要舉措,是加快轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式、探索中國特色農(nóng)業(yè)現(xiàn)代化道路的必然要求。依靠拼資源消耗、拼農(nóng)資投入、拼生態(tài)環(huán)境的粗放式農(nóng)業(yè)發(fā)展道路難以為繼,通過農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展,可以延伸農(nóng)業(yè)產(chǎn)業(yè)鏈和價(jià)值鏈,建立多形式利益聯(lián)結(jié)機(jī)制,能拓寬農(nóng)民增收渠道,更多分享增值收益。作為兵團(tuán)的一個(gè)下屬團(tuán)場,石河子一四三團(tuán)逐漸發(fā)展成為一個(gè)以農(nóng)業(yè)為主,農(nóng)林牧副漁、工交建商、文教衛(wèi)生全面發(fā)展的國有大型現(xiàn)代化農(nóng)場,但還存在農(nóng)產(chǎn)品加工能力低下,農(nóng)業(yè)產(chǎn)業(yè)化水平不高,農(nóng)業(yè)市場體系建設(shè)不完善等影響農(nóng)業(yè)可持續(xù)發(fā)展能力的問題。大力推進(jìn)一二三產(chǎn)業(yè)融合發(fā)展,加快轉(zhuǎn)變團(tuán)場農(nóng)業(yè)發(fā)展方式,實(shí)現(xiàn)團(tuán)場農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,團(tuán)場經(jīng)濟(jì)發(fā)展,團(tuán)場職工增收。本文運(yùn)用分工理論、交易費(fèi)用理論、系統(tǒng)理論、可持續(xù)發(fā)展理論對(duì)一四三團(tuán)一二三產(chǎn)業(yè)融合發(fā)展問題進(jìn)行研究。首先闡述了一二三產(chǎn)業(yè)融合的機(jī)制�；谵r(nóng)業(yè)與第二產(chǎn)業(yè),農(nóng)業(yè)與第三產(chǎn)業(yè)的供需關(guān)系,從轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式、提升農(nóng)業(yè)可持續(xù)發(fā)展能力,提高農(nóng)民收入方面分析了一二三產(chǎn)業(yè)融合發(fā)展的動(dòng)力以及農(nóng)業(yè)融合的模式。其次,分析了一四三團(tuán)經(jīng)濟(jì)發(fā)展的概況。通過分析一四三團(tuán)經(jīng)濟(jì)社會(huì)概況,產(chǎn)業(yè)發(fā)展概況,剖析經(jīng)濟(jì)發(fā)展存在的問題,為研究打下基礎(chǔ)。再次,一四三團(tuán)產(chǎn)業(yè)融合狀況。在分析農(nóng)業(yè)內(nèi)部種植業(yè)、林果業(yè)、畜牧業(yè)現(xiàn)狀的基礎(chǔ)上,從農(nóng)業(yè)內(nèi)部整合型、農(nóng)業(yè)產(chǎn)業(yè)鏈延伸型、農(nóng)業(yè)多功能拓展型闡述了一四三團(tuán)產(chǎn)業(yè)融合情況,產(chǎn)業(yè)融合存在的問題。以一四三團(tuán)蟠桃產(chǎn)業(yè)為例,對(duì)產(chǎn)業(yè)融合進(jìn)行了深度的分析。最后從團(tuán)場體制改革,多元化產(chǎn)業(yè)融合主體,多類型產(chǎn)業(yè)融合方式,團(tuán)場服務(wù)體系方面提出對(duì)策建議�；谏鲜鲅芯�,本文主要得到以下結(jié)論:第一,一二三產(chǎn)業(yè)融合發(fā)展是轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,提高農(nóng)業(yè)比較利益,增加農(nóng)民收入的重要途徑和必然選擇。第二,一四三團(tuán)在農(nóng)業(yè)內(nèi)部整合型、農(nóng)業(yè)產(chǎn)業(yè)鏈延伸型、多功能拓展型融合模式方面有一定的基礎(chǔ),但產(chǎn)業(yè)融合程度較低,主體利益聯(lián)結(jié)機(jī)制不健全,公共服務(wù)不能提供有力支撐,多功能型開發(fā)程度不夠,財(cái)稅金融支持力度不夠,阻礙了融合的進(jìn)程。第三,作為一四三團(tuán)有特色的蟠桃產(chǎn)業(yè),依托蟠桃果品,努力延長農(nóng)產(chǎn)品加工產(chǎn)業(yè)鏈,開拓農(nóng)產(chǎn)品的多功能型,帶動(dòng)了團(tuán)場的經(jīng)濟(jì)增長。但緊密與龍頭企業(yè)的利益關(guān)聯(lián)機(jī)制,以技術(shù)促融合,還有很大的發(fā)展空間。為促進(jìn)團(tuán)場一二三產(chǎn)業(yè)融合發(fā)展,構(gòu)建農(nóng)業(yè)與二三產(chǎn)業(yè)交叉融合的現(xiàn)代產(chǎn)業(yè)體系,還需要制度的保障和政策的支持。
[Abstract]:To promote the integration of rural 123 industries is an important measure to broaden the channels for farmers to increase their income, to build a modern agricultural industrial system, and to speed up the transformation of the mode of agricultural development. The necessity of exploring the road of agricultural modernization with Chinese characteristics. Depending on the consumption of resources, the investment of agricultural resources and the combination of ecological environment, the extensive agricultural development road is difficult to continue, and through the integration of rural 123 industries development, It can extend the agricultural industry chain and value chain, establish a multi-form interest association mechanism, widen the channels for farmers to increase their income, and share more value-added benefits. Shihezi 143 regiment gradually developed into a large and modern state-owned farm, which is mainly agriculture, agriculture, forestry, animal husbandry, by-fishing, industry, trade, construction, culture, education and hygiene. However, there is still a low processing capacity of agricultural products and a low level of agricultural industrialization. Problems affecting the ability of agricultural sustainable development, such as the imperfect construction of agricultural market system, vigorously promote the integration of 123 industries, accelerate the transformation of the agricultural development mode of Tuanchang, optimize the agricultural industrial structure of the farm, and promote the economic development of the farm. This paper applies the theory of division of labor, the theory of transaction cost, the theory of system, Based on the theory of sustainable development, this paper studies the problem of industrial convergence and development of 143 Group 123. Firstly, it expounds the mechanism of 123 industry convergence. Based on the supply and demand relationship between agriculture and secondary industry, agriculture and tertiary industry, the mode of agricultural development is changed. In the aspect of improving the ability of sustainable development of agriculture and increasing the income of farmers, this paper analyzes the motive force and the mode of agricultural integration of 123 industries. This paper analyzes the general situation of the economic development of the 143 regiment. Through the analysis of the economic and social situation of the 143 regiment, the general situation of the industrial development, and the problems existing in the economic development, it lays a foundation for the research. On the basis of analyzing the present situation of agriculture inner planting industry, forest and fruit industry and animal husbandry, this paper expounds the integration of 143 regiment industry from the view of agricultural integration, extension of agricultural industrial chain and agricultural multifunctional expansion. Taking the flat peach industry of 143 regiment as an example, the paper makes a deep analysis of the industrial convergence. Finally, it analyzes the system reform of the regiment, the main body of diversified industry convergence, and the ways of multi-type industrial convergence. Based on the above research, this paper draws the following conclusions: first, the development of industrial convergence in 123 is to change the mode of agricultural development and improve the comparative interests of agriculture. Second, the 143 regiment has a certain foundation in the integration of agriculture, the extension of agricultural industry chain, the multi-function expansion integration, but the degree of industrial integration is low. The unsound mechanism of the main body's interests, the inability of the public service to provide strong support, the insufficient degree of multi-function development, and the insufficient financial and financial support for finance hinder the process of integration. Thirdly, as a flat peach industry with characteristics of the 143 regiment, Relying on flat peach fruits, efforts were made to extend the agricultural product processing industry chain, to develop the multi-functional type of agricultural products, and to promote economic growth in the regiment. But closely related to the interests of leading enterprises, the integration was promoted by technology. In order to promote the development of 123 industry and construct the modern industrial system of agriculture and secondary and tertiary industry, we still need the guarantee of system and the support of policy.
