【摘要】：農(nóng)民專業(yè)合作社是在農(nóng)村家庭承包經(jīng)營的基礎(chǔ)上,同類農(nóng)產(chǎn)品的生產(chǎn)經(jīng)營者或者同類農(nóng)業(yè)生產(chǎn)服務(wù)的提供者、利用者,自愿聯(lián)合、民主管理的互助性經(jīng)濟組織。它是新型農(nóng)民專業(yè)合作經(jīng)濟組織的重要組織部分,是繼家庭聯(lián)產(chǎn)承包責(zé)任制后的又一偉大創(chuàng)舉。論文以邳州市農(nóng)民專業(yè)合作社的發(fā)展問題作為研究生對象,分析了邳州市農(nóng)民專業(yè)合作社發(fā)展過程中存在的問題,主要解決問題包括:發(fā)展規(guī)模小,合作社多被村干部和農(nóng)村精英主導(dǎo);組織機構(gòu)不完整,經(jīng)營管理不規(guī)范;合作社成員層次總體偏低,缺乏專門的管理人才;規(guī)章制度不健全,生產(chǎn)運行體系滯后;政府在引導(dǎo)農(nóng)民專業(yè)合作社發(fā)展中的作為不夠等,通過實證調(diào)查分析邳州各鄉(xiāng)鎮(zhèn)農(nóng)民專業(yè)合作社的發(fā)展經(jīng)驗,如宿羊山鎮(zhèn)合作社。在結(jié)合其他鄉(xiāng)鎮(zhèn)農(nóng)民專業(yè)合作社發(fā)展特點的基礎(chǔ)上,總結(jié)邳州市農(nóng)民專業(yè)合作社的發(fā)展問題,提出進一步推進邳州市農(nóng)民專業(yè)合作社發(fā)展的對策建議,包括以專業(yè)農(nóng)民結(jié)成農(nóng)民專業(yè)合作社,打造屬于農(nóng)民專業(yè)合作社未來發(fā)展的專業(yè)戶隊伍;加強農(nóng)民專業(yè)合作社的自身建設(shè),建立較為健全的運行管理組織體系,注重人才的吸引和培養(yǎng)、合作社企業(yè)家的作用;政府加強對農(nóng)民專業(yè)合作社發(fā)展的引導(dǎo)作用、政策支持力度,扶植和培育企業(yè)。邳州農(nóng)民專業(yè)合作社的發(fā)展需要政府引導(dǎo)、企業(yè)參與、專業(yè)農(nóng)民主導(dǎo),凝聚力量、形成合力,合作社必將以更加嶄新和自信的姿態(tài)迎接來自市場經(jīng)濟的挑戰(zhàn)。
[Abstract]:Farmers' specialized cooperatives are producers and operators of similar agricultural products or providers and users of similar agricultural production services on the basis of rural household contracted operations. A democratically managed mutual economic organization. It is an important part of a new type of farmer's professional cooperative economic organization. This paper takes the development of Peasants' Professional Cooperative in Pizhou as a graduate student, and analyzes the problems existing in the development of Peasant's Professional Cooperative in Pizhou. The main solutions include: small scale of development, cooperatives dominated by village cadres and rural elites; incomplete organization and management; low level of cooperative members and lack of specialized management personnel; imperfect rules and regulations; The production and operation system lags behind, the government does not do enough to guide the development of farmers' specialized cooperatives, and through the empirical investigation, it analyzes the development experience of farmers' specialized cooperatives in various villages and towns in Pizhou. Such as Suyangshan Town Cooperatives. On the basis of the characteristics of the development of other township farmers' specialized cooperatives, this paper summarizes the development problems of the Peasants' Professional Cooperatives in Pizhou City, and puts forward some countermeasures and suggestions for further promoting the development of the Peasants' Professional Cooperatives in Pizhou City. They include forming specialized farmers' cooperatives with specialized farmers, building up a contingent of specialized households that belong to the future development of specialized farmers' cooperatives, strengthening the self-construction of farmers' specialized cooperatives, and establishing a relatively sound operational management organization system. Attention should be paid to the attraction and cultivation of talents and the role of cooperative entrepreneurs; the government should strengthen its guiding role in the development of farmers' professional cooperatives, support policy efforts, and foster and cultivate enterprises. The development of specialized cooperatives for farmers in Pizhou requires government guidance. Enterprise participation, professional farmers leading, condensing strength, forming a joint force, cooperatives will be a more new and confident attitude to meet the challenge from the market economy.
