【摘要】："糧改飼"政策旨在調(diào)整種植業(yè)結(jié)構(gòu),促進(jìn)畜牧業(yè)轉(zhuǎn)型升級,解決糧食安全、農(nóng)業(yè)污染等問題。本研究介紹了山東省牧草產(chǎn)業(yè)發(fā)展現(xiàn)狀,運(yùn)用SWOT模型分析了山東發(fā)展牧草產(chǎn)業(yè)的優(yōu)勢(strength,S)、劣勢(weaknesses,W)、機(jī)遇(opportunities,O)、威脅(threats,T),并將以4項(xiàng)要素交叉分析得出了SO、WO、ST、WT戰(zhàn)略,分析得出SO戰(zhàn)略是當(dāng)前山東牧草產(chǎn)業(yè)發(fā)展的戰(zhàn)略重點(diǎn),即充分利用政策機(jī)遇發(fā)揮自然條件優(yōu)勢,選擇土質(zhì)資源、畜牧產(chǎn)業(yè)優(yōu)勢突出的地區(qū),例如黃河三角洲地區(qū),建立"糧改飼"試點(diǎn)基地,并針對四項(xiàng)戰(zhàn)略的實(shí)施在試點(diǎn)基地建設(shè)、完善技術(shù)規(guī)程、政策宣傳、產(chǎn)業(yè)融資等方面提出政策建議。
[Abstract]:The policy of "Grain instead of Feed" aims to adjust the structure of planting industry, promote the transformation and upgrading of animal husbandry, solve the problems of food security and agricultural pollution, etc. The present situation of forage industry development in Shandong Province is introduced. SWOT model was used to analyze the advantages and disadvantages of developing forage industry in Shandong Province, such as the advantages and disadvantages of the forage industry, the opportunity to develop herbage industry, the opportunity to develop, and the threat to the growth of herbage industry. Based on the cross-analysis of four elements, the paper concluded that the so strategy was the strategic focus of Shandong forage industry development at present, and the following conclusions were made: (1) the development of Shandong forage industry was the key point of the development of Shandong forage industry, and the so strategy was the key point of the development of Shandong forage industry. That is, to make full use of the policy opportunities to give full play to the advantages of natural conditions, and to select areas with outstanding advantages in soil resources and animal husbandry industries, such as the Yellow River Delta region, to set up a pilot base for "grain reform and feeding", and to build a pilot base for the implementation of the four strategies. Improve technical procedures, policy promotion, industrial financing and other aspects of policy recommendations.
