【摘要】：農(nóng)業(yè)是第一產(chǎn)業(yè),其發(fā)展程度關(guān)系著國計(jì)民生,中央一號文件連續(xù)十一年聚焦“三農(nóng)”,可以看出農(nóng)業(yè)在我國的重要性。農(nóng)產(chǎn)品是來源于農(nóng)業(yè)的初級產(chǎn)品,是人們?nèi)粘Ｉ钪械谋匦杵?而生鮮農(nóng)產(chǎn)品與人們的日常生活聯(lián)系最為緊密,保證了人們一日三餐中肉類、蛋類、奶類、蔬菜和水果的補(bǔ)給,在整個(gè)農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)中具有顯著地位。黑龍江省的農(nóng)業(yè)發(fā)展在全國影響力巨大,是重要的生鮮農(nóng)產(chǎn)品生產(chǎn)基地。但是隨著經(jīng)濟(jì)的迅猛發(fā)展和社會的不斷進(jìn)步,生鮮農(nóng)產(chǎn)品的供求出現(xiàn)了結(jié)構(gòu)性失衡,人們對生鮮農(nóng)產(chǎn)品流通提出了更高的要求。黑龍江省現(xiàn)有的生鮮農(nóng)產(chǎn)品流通模式還存在傳統(tǒng)流通模式比重大、農(nóng)戶組織化程度低、農(nóng)產(chǎn)品標(biāo)準(zhǔn)化程度低、物流發(fā)展水平落后、現(xiàn)代交易方式缺乏等諸多問題,這些問題都給黑龍江省農(nóng)業(yè)產(chǎn)業(yè)的發(fā)展帶來了一定的影響。因此,本文針對黑龍江省生鮮農(nóng)產(chǎn)品流通模式進(jìn)行研究,具有重要的現(xiàn)實(shí)意義。首先,在界定生鮮農(nóng)產(chǎn)品和生鮮農(nóng)產(chǎn)品流通模式概念的基礎(chǔ)上,經(jīng)過實(shí)地考察調(diào)研發(fā)現(xiàn)黑龍江省的生鮮農(nóng)產(chǎn)品批發(fā)市場發(fā)展迅速、流通主體多元化發(fā)展、物流基礎(chǔ)設(shè)施不斷完善、得到政府的高度重視;總結(jié)出黑龍江省現(xiàn)階段生鮮農(nóng)產(chǎn)品流通模式包括以批發(fā)市場為核心、以農(nóng)貿(mào)市場為核心、以超市為核心的三種主要流通模式和以農(nóng)民專業(yè)合作社為核心、以龍頭企業(yè)為核心、以物流企業(yè)為核心的三種輔助流通模式。其次,基于層次分析法找出黑龍江生鮮農(nóng)產(chǎn)品流通模式發(fā)展的影響因素,得出農(nóng)業(yè)龍頭企業(yè)數(shù)量是最主要的影響因素、專業(yè)合作社數(shù)量是第二大影響因素、綠色食品認(rèn)證數(shù)量是第三大影響因素;并且運(yùn)用主成分分析法分析黑龍江生鮮農(nóng)產(chǎn)品流通模式發(fā)展的趨勢,會由傳統(tǒng)的“雙段三元式”流通模式向現(xiàn)代“單段二元式”流通模式發(fā)展。最后,根據(jù)黑龍江省的實(shí)際情況,結(jié)合發(fā)達(dá)國家生鮮農(nóng)產(chǎn)品流通模式的經(jīng)驗(yàn)借鑒,提出黑龍江省生鮮農(nóng)產(chǎn)品流通模式發(fā)展的對策,包括大力發(fā)展現(xiàn)代化流通模式、提高農(nóng)民組織化程度、加快生鮮農(nóng)產(chǎn)品的標(biāo)準(zhǔn)化進(jìn)程、加強(qiáng)物流基礎(chǔ)設(shè)施建設(shè)、大力推廣應(yīng)用先進(jìn)的交易方式、充分發(fā)揮政府職能。
[Abstract]:Agriculture is the primary industry, and its development level relates to the national economy and the people's livelihood. The first document of the Central Committee focused on "agriculture, countryside and farmers" for 11 consecutive years. We can see the importance of agriculture in our country. Agricultural products are primary products from agriculture. Fresh produce is most closely related to people's daily life, ensuring the supply of meat, eggs, milk, vegetables and fruits three times a day. The agricultural development of Heilongjiang Province has great influence in the whole country and is an important production base of fresh agricultural products. However, with the rapid development of economy and the continuous progress of society, There is a structural imbalance between supply and demand of fresh agricultural products, and people have put forward higher requirements for the circulation of fresh agricultural products. The existing circulation mode of fresh agricultural products in Heilongjiang Province also has a large proportion of traditional circulation models and a low degree of organization of farmers. Many problems, such as low standardization of agricultural products, backward level of logistics development and lack of modern trading methods, have brought certain influence to the development of agricultural industry in Heilongjiang Province. In this paper, the circulation mode of fresh agricultural products in Heilongjiang Province is studied, which has important practical significance. Firstly, on the basis of defining the concept of circulation mode of fresh agricultural products and fresh agricultural products, Through field investigation and investigation, it is found that the wholesale market of fresh agricultural products in Heilongjiang Province has developed rapidly, the main body of circulation has diversified development, the logistics infrastructure has been continuously improved, and the government attaches great importance to it. It is concluded that the circulation mode of fresh agricultural products in Heilongjiang Province at the present stage includes three main circulation modes: wholesale market as the core, farmers' market as the core, supermarkets as the core, farmers' specialized cooperatives as the core and leading enterprises as the core. Logistics enterprises as the core of the three auxiliary circulation models. Secondly, based on the Analytic hierarchy process to find out the development of Heilongjiang fresh agricultural products circulation model factors, the number of leading agricultural enterprises is the most important factor. The number of specialized cooperatives is the second most influential factor, and the quantity of green food certification is the third, and the trend of circulation mode of fresh agricultural products in Heilongjiang Province is analyzed by principal component analysis. It will develop from the traditional "two-stage ternary" circulation model to the modern "single-stage dualistic" circulation mode. Finally, according to the actual situation in Heilongjiang Province, combined with the experience of the circulation model of fresh agricultural products in developed countries, The paper puts forward the countermeasures for the development of circulation mode of fresh agricultural products in Heilongjiang Province, including vigorously developing the modern circulation mode, improving the organization of farmers, speeding up the process of standardization of fresh agricultural products, and strengthening the construction of logistics infrastructure. Vigorously promote the application of advanced trading methods, give full play to government functions.
