【摘要】：鼓勵養(yǎng)殖戶及時上報疫情是控制禽流感擴(kuò)散蔓延、維護(hù)社會公眾生命安全的重要舉措。那么,如果要使養(yǎng)殖戶自愿上報疫情,合理的補償標(biāo)準(zhǔn)應(yīng)該是多少?利用寧夏中衛(wèi)沙坡區(qū)實地調(diào)查數(shù)據(jù),采用Heckman兩階段模型分析養(yǎng)殖戶上報疫情意愿及其意愿受償強度的影響因素,進(jìn)而測算養(yǎng)殖戶在愿意上報疫情情景下可接受的補償標(biāo)準(zhǔn)。散養(yǎng)戶和規(guī)模養(yǎng)殖戶可接受的補償標(biāo)準(zhǔn)分別平均為22.41元/只、31.87元/只,對5個月齡蛋雞的意愿受償標(biāo)準(zhǔn)最高,分別達(dá)到35.21元/只、53.55元/只。提出建立疫情損失的聯(lián)動補償機制,提高疫情補償標(biāo)準(zhǔn),對散養(yǎng)戶和規(guī)模養(yǎng)殖戶實行差異化疫情補償政策。
[Abstract]:Encouraging farmers to report the epidemic in a timely manner is an important measure to control the spread of bird flu and safeguard the life and safety of the public. If farmers are to report the epidemic voluntarily, what is the reasonable compensation standard? Based on the field investigation data of Zhongwei Shapo area in Ningxia, Heckman two-stage model was used to analyze the influencing factors of farmers' willingness to report the epidemic situation and their willingness to be compensated. Furthermore, the acceptable compensation standard for breeders under the situation of willing to report the epidemic situation was calculated. The average compensation standard accepted by individual farmers and large-scale farmers was 22.41 yuan / only 31.87 yuan per person, respectively, and the highest compensation standard for five-month-old laying hens was obtained. It is proposed to establish a linkage compensation mechanism for epidemic losses, improve the standard of epidemic situation compensation, and implement the policy of differential epidemic situation compensation for individual farmers and large-scale farmers.
