【摘要】：農(nóng)業(yè)是國民經(jīng)濟(jì)的基礎(chǔ),而傳統(tǒng)農(nóng)業(yè)的效益越來越低,發(fā)展也已進(jìn)入瓶頸期,農(nóng)業(yè)的發(fā)展面臨窘境,對(duì)農(nóng)業(yè)的改造升級(jí)形勢(shì)迫切。設(shè)施農(nóng)業(yè)是運(yùn)用一定的設(shè)施工程及設(shè)施技術(shù),改善設(shè)施環(huán)境,為動(dòng)植物提供相對(duì)可控的環(huán)境條件,并達(dá)到其生長發(fā)育的最佳狀態(tài),打破自然環(huán)境的束縛,可獲得量大質(zhì)優(yōu)高效的農(nóng)產(chǎn)品,是高投入、高產(chǎn)出、高效益的農(nóng)業(yè)生產(chǎn)方式。懷寧縣作為農(nóng)業(yè)大縣,發(fā)展設(shè)施農(nóng)業(yè)已成為該縣農(nóng)業(yè)健康發(fā)展的重要方向,本文在對(duì)懷寧縣經(jīng)濟(jì)、社會(huì)、環(huán)境、資源等詳細(xì)調(diào)查的基礎(chǔ)上,結(jié)合懷寧縣建設(shè)較好的設(shè)施農(nóng)業(yè)典型,進(jìn)行案例分析,開展SWOT分析,對(duì)懷寧縣設(shè)施農(nóng)業(yè)的發(fā)展提出相應(yīng)的建議。1.調(diào)查結(jié)果表明:懷寧縣農(nóng)村農(nóng)業(yè)發(fā)展面臨勞動(dòng)力外流、土地利用率低、實(shí)際收益低、發(fā)展方式粗放等問題,正轉(zhuǎn)型發(fā)展設(shè)施農(nóng)業(yè),已規(guī)劃并建設(shè)兩大現(xiàn)代農(nóng)業(yè)示范園,經(jīng)濟(jì)帶動(dòng)效益逐步凸顯,發(fā)展模式正逐步成熟,經(jīng)營范圍逐步擴(kuò)大,但也存在著管理不規(guī)范、融資困難、信息不暢、技術(shù)力量較弱等問題。2.針對(duì)懷寧縣設(shè)施農(nóng)業(yè)發(fā)展現(xiàn)狀,通過SWOT分析,并結(jié)合國內(nèi)外經(jīng)驗(yàn),本文提出以下對(duì)策:發(fā)展布局方面:打造產(chǎn)業(yè)群、多種渠道融資、健全農(nóng)業(yè)保險(xiǎn)體系;人才儲(chǔ)備方面:優(yōu)化人才環(huán)境,培養(yǎng)帶頭人、主動(dòng)聯(lián)系高校,爭取智力支持;銷路開拓方面:努力開拓市場(chǎng)、利用石牌老市場(chǎng)、發(fā)展訂單農(nóng)業(yè)等。3.懷寧縣農(nóng)業(yè)資源豐富,發(fā)展?jié)摿薮?借鑒他地成果經(jīng)驗(yàn)的同時(shí),也需根據(jù)實(shí)際情況,因地制宜,循序漸進(jìn),合理發(fā)展。
[Abstract]:Agriculture is the foundation of national economy, but the benefit of traditional agriculture is getting lower and lower, the development of agriculture has already entered the bottleneck period, the development of agriculture is faced with a dilemma, the situation of upgrading agriculture is urgent. Facility agriculture is to use certain facilities engineering and facilities technology. Improving the facility environment, providing relatively controllable environmental conditions for plants and animals, and achieving the best state of growth and development of plants and animals, breaking the shackles of the natural environment, and obtaining high quantity, high quality and high efficiency agricultural products, which are high input and high output. As a big agricultural county, the development of facility agriculture has become an important direction for the healthy development of agriculture in Huining County. Based on the detailed investigation of the economy, society, environment and resources of Huining County, Combined with the better facility agriculture model in Huining County, this paper makes case analysis, carries out SWOT analysis, and puts forward corresponding suggestions for the development of facility agriculture in Huining County. The investigation results show that the rural agriculture development in Huining County is facing the outflow of labor force. The problems of low land use ratio, low actual income and extensive development mode are transforming and developing facility agriculture. Two modern agricultural demonstration parks have been planned and built. The scope of operation has gradually expanded, but there are still some problems such as irregular management, difficult financing, poor information, weak technical force and so on. Aiming at the present situation of facility agriculture development in Huining County, through SWOT analysis and combined with domestic and foreign experience, In this paper, the following countermeasures are put forward: creating industrial cluster, financing through various channels, perfecting agricultural insurance system, optimizing talent environment, cultivating leaders, actively contacting colleges and universities, and striving for intellectual support; Marketing development: strive to open up the market, make use of the old market of stone brand, develop order agriculture and so on .3.While Huining County has abundant agricultural resources and great potential for development, it is necessary to take measures according to the actual situation and local conditions while drawing lessons from the experience of other achievements. Step by step, reasonable development.
