【摘要】：連片貧困地區(qū)是我國精準扶貧目標實現(xiàn)的核心區(qū)域,產(chǎn)業(yè)扶貧是區(qū)域扶貧的有效路徑。但是,目前產(chǎn)業(yè)扶貧的實施面臨著產(chǎn)業(yè)培育難、貧困農(nóng)戶職業(yè)能力提升難和貧困農(nóng)戶收入增長難的困境。依據(jù)價值鏈理論,連片貧困地區(qū)扶貧產(chǎn)業(yè)的形成,要在瞄準產(chǎn)業(yè)鏈關鍵環(huán)節(jié)打造特色產(chǎn)業(yè)的基礎上,進一步培育優(yōu)勢產(chǎn)業(yè),才能實現(xiàn)貧困區(qū)域持續(xù)脫貧的目標。因此,政府以扶貧為目的的公共品供給要圍繞這一目標來進行。然而,目前政府在貧困區(qū)域以扶貧為目標的公共品供給,沒有與該區(qū)域優(yōu)勢產(chǎn)業(yè)培育與發(fā)展相匹配,嚴重影響了產(chǎn)業(yè)扶貧績效。廣西恭城縣紅巖村的案例表明,在產(chǎn)業(yè)扶貧過程中,政府需要遵循產(chǎn)業(yè)價值鏈演化規(guī)律,通過提供產(chǎn)業(yè)基礎型公共品奠定產(chǎn)業(yè)形成的基礎條件,通過提供產(chǎn)業(yè)專用型公共品打造區(qū)域特色產(chǎn)業(yè),通過提供產(chǎn)業(yè)拓展型公共品培育貧困區(qū)域特色優(yōu)勢產(chǎn)業(yè),才能實現(xiàn)區(qū)域持續(xù)有效脫貧。
[Abstract]:Continuous poverty-stricken areas are the core areas for the realization of the goal of precision poverty alleviation in China, and industrial poverty alleviation is an effective way for regional poverty alleviation. However, at present, the implementation of industrial poverty alleviation is faced with the difficulty of industry cultivation. According to the theory of value chain, the formation of poverty alleviation industry in poverty-stricken areas should be based on aiming at the key links of industry chain to create characteristic industries. Only by further fostering superior industries can we achieve the goal of sustainable poverty alleviation in poverty-stricken areas. Therefore, the government's public goods supply for poverty alleviation purposes should revolve around this goal. However, At present, the government's supply of public goods aimed at helping the poor in poverty-stricken areas has not been matched with the cultivation and development of superior industries in the region, which has seriously affected the performance of industrial poverty alleviation. The case of Hongyan Village in Gongcheng County, Guangxi shows that in the process of industrial poverty alleviation, The government should follow the law of the evolution of industrial value chain, lay the foundation of industrial formation by providing industrial basic public goods, and create regional characteristic industries by providing industry-specific public goods. Regional sustainable and effective poverty alleviation can be realized only by providing industrial expanding public goods to cultivate the characteristic industries of poor regions.
