【摘要】：正針對過去脫貧中存在的組織引領(lǐng)能力不強(qiáng)、脫貧攻關(guān)思路不清、結(jié)對幫扶效果不佳、群眾持續(xù)增收困難等問題,四川省開江縣集思廣益,探索出一條精準(zhǔn)扶貧的新路子,那就是讓黨建引領(lǐng)扶貧,通過"聯(lián)合黨建"脫貧致富,讓貧困戶住上好房子、過上好日子。強(qiáng)帶弱、富帶窮是中國特色的扶貧模式,其組織動員形式非常關(guān)鍵。開江縣根據(jù)本地的實(shí)際,組建了聯(lián)合黨委來引領(lǐng)扶貧,探索出企業(yè)幫窮村、強(qiáng)村帶弱村的辦法,走出了一條扶貧新路。其具體做法是:堅(jiān)持"鄉(xiāng)鎮(zhèn)統(tǒng)籌、以強(qiáng)帶弱、以富帶窮、
[Abstract]:In view of such problems as the weak organizational leadership existing in the past in the fight against poverty, the unclear ideas for overcoming poverty, the poor effect of helping the people and the difficulty for the masses to continuously increase their incomes, and so on, Kaijiang County, Sichuan Province, has gathered wisdom and explored a new way to help the poor with precision. That is, let the party building lead the poverty alleviation, get rid of poverty and become rich through the "United party building", let the poor households live in good houses and lead a good life. Strong leadership with the weak, rich with the poor is the mode of poverty alleviation with Chinese characteristics. The form of organization and mobilization is very crucial. According to local realities, Kaijiang County has formed a joint party committee to guide poverty alleviation and explore ways for enterprises to help poor villages and strong villages to lead to weak villages.
