【摘要】：現(xiàn)代農(nóng)業(yè)是新的農(nóng)業(yè)發(fā)展形態(tài),發(fā)展現(xiàn)代農(nóng)業(yè)是提高農(nóng)業(yè)生產(chǎn)效率、促進(jìn)農(nóng)民增收、加快城鄉(xiāng)一體化建設(shè)的必然途徑,也是全面建成小康社會(huì)的必然要求�，F(xiàn)代農(nóng)業(yè)發(fā)展的關(guān)鍵是模式、路徑的選擇,科學(xué)合理的發(fā)展模式能夠推動(dòng)現(xiàn)代農(nóng)業(yè)快速發(fā)展。本文以農(nóng)業(yè)大縣山西祁縣作為研究對(duì)象,在調(diào)查分析祁縣農(nóng)業(yè)發(fā)展現(xiàn)狀的基礎(chǔ)上,借鑒現(xiàn)代農(nóng)業(yè)研究理論和成果,構(gòu)建了現(xiàn)代農(nóng)業(yè)指標(biāo)評(píng)價(jià)體系,運(yùn)用層次分析法測算出各級(jí)指標(biāo)所占的權(quán)重,并以祁縣2010-2012年農(nóng)業(yè)發(fā)展的相關(guān)數(shù)據(jù)為基礎(chǔ)建立評(píng)價(jià)模型,對(duì)該縣現(xiàn)代農(nóng)業(yè)發(fā)展做了定量分析。同時(shí),運(yùn)用SW0T-PEST模型分析法,從政治、經(jīng)濟(jì)、社會(huì)、技術(shù)四方面分析了該縣在發(fā)展現(xiàn)代農(nóng)業(yè)的過程中所具有的優(yōu)勢、劣勢和所面臨的機(jī)遇、風(fēng)險(xiǎn),從整體上對(duì)祁縣現(xiàn)代農(nóng)業(yè)發(fā)展做了定性評(píng)價(jià)。結(jié)果表明,截至2012年該縣的現(xiàn)代農(nóng)業(yè)仍處于發(fā)展的起步階段,現(xiàn)代農(nóng)業(yè)發(fā)展的資源、政策優(yōu)勢明顯,有較大的發(fā)展?jié)摿?制約因素主要包括資金短缺、融資難,產(chǎn)業(yè)化水平不高,農(nóng)民科技文化素質(zhì)較低等。結(jié)合分析結(jié)果提出了該縣現(xiàn)代農(nóng)業(yè)發(fā)展的總體思路,認(rèn)為該縣現(xiàn)代農(nóng)業(yè)發(fā)展的模式應(yīng)以“農(nóng)產(chǎn)品品牌主導(dǎo)型”、“高新技術(shù)引領(lǐng)型”、“龍頭企業(yè)帶動(dòng)型”、“觀光旅游拓展型”、“專業(yè)合作社幫助型”為主,最后提出了加快該縣現(xiàn)代農(nóng)業(yè)發(fā)展的具體對(duì)策。
[Abstract]:Modern agriculture is a new form of agricultural development, and the development of modern agriculture is an inevitable way to improve the efficiency of agricultural production, increase farmers' income and speed up the construction of urban and rural integration. The key to the development of modern agriculture is the mode, the choice of the path, the scientific and reasonable development model can promote the rapid development of modern agriculture. Based on the investigation and analysis of the present situation of agricultural development in Qi County, the evaluation system of modern agricultural indicators is constructed based on the theories and achievements of modern agricultural research, and the weight of indicators at all levels is calculated by using AHP. Based on the relevant data of agricultural development in Qi County from 2010 to 2012, the evaluation model is established, and the quantitative analysis of modern agricultural development in this county is made. At the same time, the SW0T-PEST model is used to analyze the political, economic and social aspects. This paper analyzes the advantages, disadvantages, opportunities and risks faced by the county in the process of developing modern agriculture from four aspects of technology, and makes a qualitative evaluation on the development of modern agriculture in Qi County as a whole. As of 2012, the modern agriculture of the county is still in the initial stage of development. The resources and policy advantages of the development of modern agriculture are obvious and have great potential for development. The restrictive factors mainly include the shortage of funds, the difficulty of financing, and the low level of industrialization. Combining with the analysis results, this paper puts forward the general idea of the development of modern agriculture in this county. It is believed that the mode of modern agricultural development in this county should be "brand leading type of agricultural products", "high and new technology leading type", "leading enterprise", "tourism development type" and "professional cooperative help type". Finally, the paper puts forward the concrete countermeasures to speed up the development of modern agriculture in this county.
