【摘要】：沿岸漁業(yè)是舟山市傳統(tǒng)的基礎(chǔ)產(chǎn)業(yè),但一直以來都沒有受到足夠重視,沿岸漁場漁業(yè)生物資源衰退、海洋環(huán)境污染嚴(yán)重、漁業(yè)生產(chǎn)糾紛加劇,等等,嚴(yán)重制約了舟山市海洋經(jīng)濟(jì)的可持續(xù)發(fā)展。在兩區(qū)建設(shè)的發(fā)展戰(zhàn)略框架下,科學(xué)管理和合理利用沿岸漁場、振興沿岸漁業(yè)具有十分重要意義。本文首先通過對舟山沿岸漁業(yè)實(shí)施全面調(diào)查、典型調(diào)查、召開漁民座談會(huì)、征求漁業(yè)主管部門意見、發(fā)放問卷調(diào)查等調(diào)查分析方法,探討舟山沿岸漁業(yè)的輝煌歷史和嚴(yán)峻現(xiàn)狀及其原因,研究相關(guān)生產(chǎn)資料、經(jīng)濟(jì)運(yùn)行數(shù)據(jù),分析舟山沿岸漁場的捕撈生產(chǎn)情況和捕撈生產(chǎn)主要的特性因子,包括漁船、漁具、勞動(dòng)力和作業(yè)方式、經(jīng)濟(jì)效益等,剖析舟山沿岸漁業(yè)存在的問題。其次結(jié)合沿岸漁場增殖放流工程、人工魚礁建設(shè)、休閑漁業(yè)發(fā)展、設(shè)施養(yǎng)殖業(yè)等建設(shè)發(fā)展情況,以及研究沿岸漁場漁業(yè)管理現(xiàn)狀,分析了振興舟山沿岸漁業(yè)的可行性。第三是結(jié)合日本、韓國漁業(yè)先進(jìn)國家的成功經(jīng)驗(yàn),對舟山沿岸漁場的漁業(yè)管理制度提出改革和創(chuàng)新建議,并提出切實(shí)可行的增殖放流及人工魚礁計(jì)劃;建議實(shí)施綠色漁業(yè)技術(shù),并提出嵊山和中街山建立漁場保護(hù)及資源養(yǎng)護(hù)示范區(qū)的建議;結(jié)合舟山沿岸漁場具體實(shí)際,分析了沿岸漁業(yè)產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀及實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化可行性,為漁業(yè)產(chǎn)業(yè)的調(diào)整和轉(zhuǎn)型升級提出了具體思路;提出優(yōu)化漁區(qū)基礎(chǔ)設(shè)施,提高漁民文化素質(zhì),完善漁民社會(huì)保障體制的建議。最后,通過對舟山沿岸漁場系統(tǒng)的改革創(chuàng)新和建設(shè),期望舟山沿岸漁場成功修復(fù),從而實(shí)現(xiàn)可持續(xù)發(fā)展,再現(xiàn)昔日輝煌。
[Abstract]:Coastal fisheries is the basis of the traditional industry in Zhoushan City, but has not received enough attention, coastal fisheries fishery resources decline, serious pollution of the marine environment, Fishery Dispute intensified, etc., seriously restrict the sustainable development of marine economy in Zhoushan city. In the strategic framework for the development of two district construction, scientific management and reasonable utilization coastal fisheries, has a very important significance for the revitalization of coastal fisheries. Firstly, through comprehensive investigation, the implementation of fishery along the coast of Zhoushan typical investigation, held a forum for fishermen, fishery departments issued opinions, questionnaire survey methods, the brilliant history and the grim situation of Zhoushan coastal fisheries and the reasons of related production data, economic operation data analysis of Zhoushan coastal fisheries fishing and fishing production main characteristic factors, including fishing boats, fishing gear, labor force And the mode of operation, economic benefits, analyzes the existing problems of Zhoushan coastal fisheries. Secondly coastal fisheries enhancement projects, the construction of artificial reefs, the development of leisure fishery development, aquaculture and other facilities construction, and on coastal fishery management situation, analyzes the feasibility of the revitalization of Zhoushan coastal fisheries. The third is a combination of the successful experience of Japan. South Korea fishery advanced countries, puts forward suggestions of reform and innovation system of fishery management in Zhoushan coastal fisheries, and proposes the enhancement and artificial reef plan feasible suggestions; implementation of green fishery technology, and put forward the establishment of zhongjieshan Shengshan and Fisheries Protection and resource conservation demonstration area recommendations combined with Zhoushan actual coastal fisheries; analysis of the status quo, coastal fishery industry structure and realize the feasibility of optimizing the industrial structure, put forward specific ideas for the adjustment of fishery industry transformation and upgrading Road; optimize fishing infrastructure, improve the cultural quality of the fishermen, the fishermen to improve social security system is proposed. Finally, through reform and innovation and the construction of Zhoushan coastal fishery system, expect Zhoushan coastal fisheries successful repair, in order to achieve sustainable development, reproduction of past glory.
