【摘要】：精準(zhǔn)扶貧是當(dāng)前中國扶貧開發(fā)戰(zhàn)略的重要舉措。然而,在精準(zhǔn)扶貧實(shí)踐中,常常出現(xiàn)中央的政策表達(dá)與地方政府執(zhí)行相悖的現(xiàn)象,進(jìn)而影響扶貧的實(shí)際成效。這種現(xiàn)象源于中央與地方政府在權(quán)力和信息方面擁有各自的優(yōu)勢,并由此引發(fā)它們圍繞"權(quán)力—信息"優(yōu)勢而進(jìn)行的政策實(shí)施互動所致。中央與地方的互動方式及行為選擇,影響了中央權(quán)力向下滲透的程度,也影響了中央對信息的控制力度和精準(zhǔn)扶貧的政策效果。
[Abstract]:Precision poverty alleviation is an important measure in China's poverty alleviation and development strategy. However, in the practice of precision poverty alleviation, there is often a phenomenon that the policy expression of the central government is contrary to the execution of local governments. This phenomenon stems from the fact that central and local governments have their own advantages in terms of power and information. The interaction between the central government and the local authorities and their behavior choices have influenced the degree of the downward infiltration of the central power, which is caused by their policy implementation interaction around the advantage of "power and information", and the interaction mode and behavior choice between the central and local governments. Also affected the central control of information and precision poverty reduction policy effect.
