“3S”技術(shù)在惠安縣集體土地所有權(quán)確權(quán)中的應(yīng)用研究

【摘要】:地籍測(cè)繪成果已經(jīng)是各級(jí)政府對(duì)土地資源的規(guī)劃、開(kāi)發(fā)、使用、保護(hù)和管理等工作中所必需的基礎(chǔ)資料之一,土地權(quán)屬調(diào)查技術(shù)性要求較高,并應(yīng)用了多個(gè)學(xué)科知識(shí),隨著計(jì)算機(jī)技術(shù)和測(cè)繪技術(shù)的發(fā)展,許多現(xiàn)代技術(shù)成功應(yīng)用于權(quán)屬調(diào)查,其中最為密切的技術(shù)是日益發(fā)展的“3S”技術(shù)。文章以福建省泉州市惠安縣集體所有權(quán)確權(quán)登記發(fā)證項(xiàng)目的工作實(shí)踐,全面闡述了RS、GPS、GIS的技術(shù)原理,研究了利用高分辨率遙感影像(RS),通過(guò)遙感影像預(yù)處理,制作權(quán)屬調(diào)查工作底圖;應(yīng)用解析法或部分解析法實(shí)地進(jìn)行權(quán)屬調(diào)查,對(duì)實(shí)地的宗地界址應(yīng)用GPS-RTK和CORS技術(shù)進(jìn)行測(cè)量;將獲取的空間數(shù)據(jù)和屬性數(shù)據(jù),通過(guò)GIS軟件進(jìn)行集體土地所有權(quán)確權(quán)登記發(fā)證數(shù)據(jù)庫(kù)的建設(shè)過(guò)程等內(nèi)容,采用內(nèi)業(yè)-外業(yè)-內(nèi)業(yè)的循環(huán)過(guò)程作業(yè)方法,重點(diǎn)探討了“3S”技術(shù)在農(nóng)村集體土地所有權(quán)確權(quán)工作中的技術(shù)要點(diǎn)、難點(diǎn)和建設(shè)過(guò)程的質(zhì)量控制。在此基礎(chǔ)上探索項(xiàng)目在實(shí)際推廣中的應(yīng)用,提出了項(xiàng)目建設(shè)過(guò)程中的質(zhì)量控制措施和建議。
[Abstract]:The results of cadastral surveying and mapping have become one of the basic materials necessary for the planning, development, use, protection and management of land resources by governments at all levels. With the development of computer technology and mapping technology, many modern technologies have been successfully applied to tenure investigation. The closest technology is the "3s" technology, which is developing day by day. Based on the practice of the registration and issuance of collective ownership right in Huian County, Quanzhou City, Fujian Province, this paper expounds the technical principle of RSGPSGIS in an all-round way. This paper studies how to use the high-resolution remote sensing image to make the base map of the property right investigation through the remote sensing image preprocessing, to use the analytic method or the partial analytic method to carry on the field investigation of the property right, and to measure the site of the real estate by using GPS-RTK and CORS technology. In this paper, the spatial data and attribute data are obtained, and the construction process of collective land ownership registration and certification database is carried out through GIS software, and the circular process operation method of internal, external and internal industry is adopted. This paper mainly discusses the technical points, difficulties and quality control of the construction process of the "3s" technology in the rural collective land ownership confirmation work. On this basis, the application of the project in practical popularization is explored. The quality control measures and suggestions in the process of project construction are put forward.
