【摘要】：當(dāng)前精準(zhǔn)扶貧成為我國社會經(jīng)濟(jì)發(fā)展的一項(xiàng)重要工作,精準(zhǔn)扶貧機(jī)制是中國扶貧瞄準(zhǔn)單元從區(qū)域到貧困縣再到貧困戶不斷下沉的結(jié)果。根據(jù)當(dāng)前各地頒布實(shí)施的扶貧政策文件以及實(shí)地調(diào)研經(jīng)驗(yàn),發(fā)現(xiàn)精準(zhǔn)識別是精準(zhǔn)扶貧的第一步,各地為保證識別的精準(zhǔn)性,進(jìn)而落實(shí)精準(zhǔn)幫扶措施,扶助貧困農(nóng)戶脫貧,制定精準(zhǔn)考核標(biāo)準(zhǔn),提出貧困退出機(jī)制等政策創(chuàng)新,取得了一定的成效,但精準(zhǔn)扶貧仍然面臨一些制度和實(shí)踐的挑戰(zhàn)。
[Abstract]:At present, precision poverty alleviation has become an important task in the social and economic development of our country. The precision poverty alleviation mechanism is the result of the continuous sinking of China's poverty alleviation targeting units from regions to poor counties to poor households. According to the current poverty alleviation policy documents promulgated and implemented by various localities and field research experience, it is found that accurate identification is the first step in precision poverty alleviation. In order to ensure the accuracy of the identification, and then implement the measures of precision support, help poor farmers out of poverty, formulate precision assessment standards, put forward poverty withdrawal mechanism and other policy innovations, they have achieved certain results. However, precision poverty alleviation still faces some system and practical challenges.
