【摘要】：我國(guó)現(xiàn)行空間規(guī)劃體系形成以國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展規(guī)劃、城鄉(xiāng)總體規(guī)劃、土地利用總體規(guī)劃三規(guī)并重,其他規(guī)劃互為補(bǔ)充的格局。規(guī)劃過多造成規(guī)劃之間內(nèi)容交叉重疊,規(guī)劃編制主體多元、自成體系,部門之間缺乏協(xié)調(diào)配合,不能有效起到空間統(tǒng)籌、優(yōu)化開發(fā)和耕地保護(hù)的作用。盡管政府和學(xué)術(shù)界已意識(shí)到這一問題,但是規(guī)劃體系的完善涉及到法律法規(guī)地調(diào)整和體制機(jī)制的改革等,存在困難較多。適時(shí)啟動(dòng)開展多規(guī)融合工作,建立運(yùn)轉(zhuǎn)協(xié)調(diào)、管控高效的空間規(guī)劃體系已迫在眉睫。本文采用文獻(xiàn)分析法、比較分析法和理論與實(shí)踐分析法,旨在通過對(duì)“多規(guī)融合”實(shí)現(xiàn)路徑探析研究,剖析現(xiàn)行多規(guī)劃并存的問題和原因,并選擇城市規(guī)劃和土地利用規(guī)劃作為典型進(jìn)行比較研究,試著提出實(shí)現(xiàn)“多規(guī)融合”的初步實(shí)現(xiàn)路徑和重要環(huán)節(jié),為構(gòu)建合理高效的空間規(guī)劃體系,推動(dòng)規(guī)劃體制改革提供參考借鑒和技術(shù)理論支持。我國(guó)目前正處于工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化“四化”高速發(fā)展階段,資源環(huán)境問題與經(jīng)濟(jì)社會(huì)高速發(fā)展的矛盾日益突出。推進(jìn)國(guó)民經(jīng)濟(jì)與社會(huì)發(fā)展規(guī)劃、主體功能區(qū)規(guī)劃、土地利用總體規(guī)劃、城市總體規(guī)劃、環(huán)境功能區(qū)劃、生態(tài)保護(hù)規(guī)劃等“多規(guī)融合”,打破地域和部門間的分割,對(duì)統(tǒng)籌安排國(guó)土開發(fā)利用活動(dòng),優(yōu)化資源配置,強(qiáng)化規(guī)劃管控引領(lǐng),逐步形成人口、經(jīng)濟(jì)、資源環(huán)境相協(xié)調(diào)的節(jié)約集約型國(guó)土空間開發(fā)格局具有重要的意義。建立相互融合的空間規(guī)劃體系,在規(guī)劃基礎(chǔ)、用地規(guī)模、空間布局、實(shí)施管理等多方面實(shí)現(xiàn)融合,不僅能節(jié)省時(shí)間、成本,提高效率,更能增強(qiáng)規(guī)劃的嚴(yán)肅性、權(quán)威性,促進(jìn)規(guī)劃高效實(shí)施,對(duì)于加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和優(yōu)化空間開發(fā)模式,堅(jiān)定不移實(shí)施主體功能區(qū)制度,促進(jìn)經(jīng)濟(jì)社會(huì)與生態(tài)環(huán)境協(xié)調(diào)發(fā)展都具有重要意義。
[Abstract]:The current spatial planning system of our country is based on the national economic and social development planning, the overall urban and rural planning, and the overall land use planning. Other plans are complementary to each other. Too much planning results in overlapping content between the planning, planning and preparation of multiple, self-system, lack of coordination between departments, can not effectively play a spatial overall planning. Although the government and academia have been aware of this problem, the improvement of the planning system involves the adjustment of laws and regulations and the reform of the system and mechanism. There are many difficulties. It is urgent to start the multi-planning integration work, establish a coordinated operation, control and efficient spatial planning system. This paper uses the method of literature analysis, comparative analysis and theoretical and practical analysis. The purpose of this paper is to analyze the existing problems and reasons of the coexistence of multi-planning through the analysis and study of the realization path of "multi-planning integration", and to choose urban planning and land use planning as the typical comparative study. Try to put forward the realization of "multi-planning integration" of the initial path and important links, in order to build a reasonable and efficient spatial planning system. To promote the reform of the planning system to provide reference and technical theoretical support. At present, China is in the industrialization, information, urbanization, agricultural modernization "four" high-speed development stage. The contradiction between the problem of resources and environment and the rapid development of economy and society is becoming more and more prominent. The plan of national economy and social development, the planning of main function area, the master plan of land use, the overall planning of city and the division of environmental function are promoted. Ecological protection planning and other "multi-planning integration", break the division between regions and departments, the overall arrangement of land development and utilization activities, optimize the allocation of resources, strengthen planning management and control guide, gradually form a population, economy. It is of great significance to coordinate the conservation and intensive land and space development pattern of resources and environment. To establish a mutually integrated spatial planning system, in the planning basis, land use scale, spatial layout. Implementation of management and other aspects of integration can not only save time, cost, improve efficiency, but also enhance the seriousness and authority of planning, and promote the efficient implementation of planning. It is of great significance for speeding up the transformation of the mode of economic development and optimizing the mode of space development, unswervingly implementing the system of main function areas, and promoting the coordinated development of economic, social and ecological environment.
