【摘要】：正10月30日,中共中央辦公廳、國務院辦公廳發(fā)布《關于完善農(nóng)村土地所有權承包權經(jīng)營權分置辦法的意見》(以下簡稱《意見》)�！兑庖姟诽岢�,逐步建立規(guī)范高效的"三權"運行機制,不斷健全歸屬清晰、權能完整、流轉(zhuǎn)順暢、保護嚴格的農(nóng)村土地產(chǎn)權制度,為發(fā)展現(xiàn)代農(nóng)業(yè)、增加農(nóng)民收入、建設社會主義新農(nóng)村提供堅實保障。《意見》要求,完善"三權分置"辦法,要不斷探索農(nóng)村土地集體所有制的有效實現(xiàn)形式,落實集體所有權,穩(wěn)定農(nóng)戶承包權,放活土地經(jīng)營權,充分發(fā)
