【摘要】：農(nóng)業(yè)問(wèn)題是近年來(lái)政府工作關(guān)注的焦點(diǎn)。轉(zhuǎn)變農(nóng)業(yè)的生產(chǎn)方式、管理方式和資源投入方式一直是農(nóng)業(yè)工作的重點(diǎn)內(nèi)容。要推動(dòng)農(nóng)業(yè)生產(chǎn)由數(shù)量增長(zhǎng)轉(zhuǎn)為數(shù)量和質(zhì)量效益并重,由主要依靠農(nóng)藥、化肥要素投入轉(zhuǎn)到有機(jī)、綠色生產(chǎn),由過(guò)度依賴農(nóng)業(yè)生產(chǎn)轉(zhuǎn)為適度開(kāi)發(fā)文化、生態(tài)效用,實(shí)現(xiàn)農(nóng)業(yè)的可持續(xù)性發(fā)展,就要重新審視農(nóng)業(yè)的功能,促使農(nóng)業(yè)多功能發(fā)展。農(nóng)業(yè)的多功能發(fā)展作為一種農(nóng)業(yè)經(jīng)營(yíng)模式和發(fā)展理念,提倡農(nóng)業(yè)除提供各種農(nóng)產(chǎn)品及工業(yè)生產(chǎn)原料和貿(mào)易出口相關(guān)的經(jīng)濟(jì)功能外,還要發(fā)展與農(nóng)村就業(yè)和社會(huì)保障、農(nóng)業(yè)景觀利用、農(nóng)耕文化傳承、生態(tài)環(huán)境保護(hù)、食品安全保障等相關(guān)的社會(huì)、文化及生態(tài)功能。這些功能的綜合發(fā)揮對(duì)于當(dāng)前經(jīng)濟(jì)社會(huì)的發(fā)展、農(nóng)耕文化的傳承和農(nóng)業(yè)的可持續(xù)發(fā)展具有重要的意義。在國(guó)家強(qiáng)調(diào)轉(zhuǎn)變農(nóng)業(yè)生產(chǎn)方式,提倡發(fā)掘農(nóng)業(yè)多功能的背景下,河南作為傳統(tǒng)農(nóng)業(yè)大省,其農(nóng)業(yè)多功能發(fā)展現(xiàn)狀如何,值得研究。本文結(jié)合農(nóng)學(xué)原論、公共產(chǎn)品理論、外部性理論和可持續(xù)發(fā)展理論,采用文獻(xiàn)分析和訪問(wèn)調(diào)查相結(jié)合的方法,分析河南農(nóng)業(yè)發(fā)展現(xiàn)狀。發(fā)現(xiàn)河南農(nóng)業(yè)的糧食保障功能、工業(yè)原材料供給功能和外貿(mào)出口增收功能受到重視,但是農(nóng)產(chǎn)品精深加工不夠。而農(nóng)業(yè)承擔(dān)的就業(yè)和社會(huì)保障任務(wù)依然重要。為改善農(nóng)村經(jīng)濟(jì)結(jié)構(gòu),增加農(nóng)業(yè)就業(yè)收入來(lái)源,農(nóng)業(yè)和二三產(chǎn)業(yè)的聯(lián)系越來(lái)越緊密。依靠悠久的農(nóng)業(yè)文明和豐富的農(nóng)業(yè)自然資源,河南旅游農(nóng)業(yè)、休閑農(nóng)業(yè)以及相關(guān)產(chǎn)品開(kāi)發(fā)成為河南經(jīng)濟(jì)發(fā)展的亮點(diǎn),農(nóng)業(yè)多功能發(fā)展的格局正在形成。但是與此同時(shí),河南農(nóng)業(yè)也存在基礎(chǔ)設(shè)施、法律保障、金融、保險(xiǎn)等方面的不足和人才、科技方面的欠缺。探究問(wèn)題根源,并通過(guò)對(duì)比國(guó)外農(nóng)業(yè)多功能發(fā)展的實(shí)踐經(jīng)驗(yàn),得到提升河南農(nóng)業(yè)多功能發(fā)展水平的對(duì)策建議。
[Abstract]:Agricultural problems are the focus of government work in recent years. The mode of management and resource input has always been the key content of agricultural work. It is necessary to promote agricultural production from quantity growth to both quantity and quality benefit, from mainly relying on pesticides and chemical fertilizer input to organic. Green production, from excessive dependence on agricultural production to moderate development of culture, ecological utility, to achieve sustainable development of agriculture, we must re-examine the functions of agriculture. Agricultural multifunctional development as an agricultural management model and development concept, the promotion of agriculture in addition to providing a variety of agricultural products and industrial production raw materials and trade export related economic functions. Also to develop and rural employment and social security, agricultural landscape use, farming cultural heritage, ecological environment protection, food security and other related societies. Cultural and ecological functions. The comprehensive play of these functions is of great significance for the current economic and social development, the inheritance of agricultural culture and the sustainable development of agriculture. Under the background of advocating to explore the multi-function of agriculture, Henan, as a big province of traditional agriculture, how to develop its agricultural multifunction is worth studying. This paper combines the theory of agriculture with the theory of public goods. Based on the theory of externality and sustainable development, this paper analyzes the present situation of agriculture development in Henan Province by the methods of literature analysis and interview investigation, and finds out the function of food security in Henan agriculture. The supply function of industrial raw materials and the function of increasing the income of foreign trade have been paid attention to, but the deep processing of agricultural products is not enough, and the employment and social security tasks undertaken by agriculture are still important in order to improve the rural economic structure. Increasing the source of agricultural employment income, agriculture and secondary and tertiary industries are more and more closely linked, relying on a long history of agricultural civilization and abundant agricultural natural resources, Henan tourism agriculture. Leisure agriculture and related products development has become the highlight of Henan economic development, the pattern of agricultural multi-function development is forming. But at the same time, Henan agriculture also has infrastructure, legal protection and finance. By comparing the practical experience of foreign agricultural multi-function development, the countermeasures and suggestions for improving the level of agricultural multifunctional development in Henan Province are obtained.
