【摘要】：在相關理論分析的基礎上,本文利用1989—2014年糧食主產(chǎn)區(qū)13個省的省際面板數(shù)據(jù),綜合考察了糧食價格波動及農(nóng)業(yè)補貼對糧食主產(chǎn)區(qū)農(nóng)戶福利變化的影響。理論分析結(jié)果顯示,農(nóng)業(yè)補貼可以通過收入效應和替代效應影響主產(chǎn)區(qū)農(nóng)戶福利;糧食零售價格和生產(chǎn)價格是主產(chǎn)區(qū)農(nóng)戶福利變化的重要因素。實證結(jié)果證明,糧食價格波動引致的主產(chǎn)區(qū)農(nóng)戶福利存在明顯的省際差異;農(nóng)業(yè)補貼的收入效應、農(nóng)業(yè)生產(chǎn)比以及糧食生產(chǎn)價格和零售價格共同影響著糧食主產(chǎn)區(qū)農(nóng)戶的福利:收入效應顯著促進了農(nóng)戶福利水平的提高,替代效應沒有引致農(nóng)戶福利的相應變化,農(nóng)業(yè)生產(chǎn)比反方向作用于農(nóng)戶福利,糧食零售價格變化影響著農(nóng)戶消費福利反方向變化,糧食生產(chǎn)價格變化影響著農(nóng)戶生產(chǎn)福利同方向變化并在更大程度上引導了總福利變化趨勢。研究結(jié)論的政策意義:實時動態(tài)調(diào)整糧食生產(chǎn)結(jié)構(gòu)和區(qū)域布局,提升糧食生產(chǎn)的整體收益率;繼續(xù)加大糧食生產(chǎn)收入性補貼的同時,改革和加強糧食生產(chǎn)性補貼;優(yōu)化農(nóng)業(yè)生產(chǎn)經(jīng)營制度環(huán)境,保障糧食主產(chǎn)區(qū)農(nóng)戶生產(chǎn)福利;建立差異化的農(nóng)業(yè)政策,提升政策支持糧食生產(chǎn)的精準度。
[Abstract]:Based on the relevant theoretical analysis, this paper uses the provincial panel data of 13 provinces in the main grain production areas from 1989 to 2014. The effects of grain price fluctuation and agricultural subsidies on the welfare of farmers in the main grain producing areas are comprehensively investigated. The theoretical analysis shows that agricultural subsidies can affect the welfare of farmers in the main producing areas through income effect and substitution effect. Grain retail price and production price are important factors for the change of farmers' welfare in the main producing areas. The empirical results show that there are obvious inter-provincial differences in the welfare of farmers in the main producing areas caused by the fluctuation of grain prices. The income effects of agricultural subsidies, agricultural production ratio, grain production prices and retail prices affect the welfare of farmers in the main grain producing areas. The income effect significantly promotes the improvement of farmers' welfare level. The substitution effect does not lead to the corresponding changes of farmers' welfare. Agricultural production has a reverse effect on farmers' welfare, and the change of grain retail price affects the reverse direction of farmers' consumption welfare. The change of grain production price affects the change of farmers' production welfare in the same direction and leads the change trend of total welfare to a greater extent. The policy significance of the research conclusion is to adjust the structure of grain production and regional layout dynamically in real time. Increasing the overall yield of grain production; We will continue to increase income subsidies for grain production and at the same time reform and strengthen food production subsidies; To optimize the system environment of agricultural production and management to ensure the production welfare of farmers in the main grain producing areas; Establish differentiated agricultural policies and improve the accuracy of policies to support food production.
