【摘要】：在社會(huì)轉(zhuǎn)型期的時(shí)代背景下,農(nóng)村婦女的社會(huì)角色隨著其獨(dú)立意識(shí)與創(chuàng)業(yè)意識(shí)的不斷提升發(fā)生著很大變化,廣大的農(nóng)村婦女參與經(jīng)濟(jì)活動(dòng)的需求日益強(qiáng)烈,農(nóng)民專業(yè)合作社為農(nóng)村婦女提供了一個(gè)施展才華的舞臺(tái)。本文從朝陽(yáng)市農(nóng)村婦女專業(yè)合作社的實(shí)際情況出發(fā),對(duì)其發(fā)展現(xiàn)狀及前景進(jìn)行了較為深入地描述分析,并針對(duì)既存的重點(diǎn)問(wèn)題設(shè)計(jì)了發(fā)展方案,提出較為合理的對(duì)策措施。首先,本文從對(duì)研究背景及意義角度入手,對(duì)農(nóng)民專業(yè)合作社和農(nóng)村婦女專業(yè)合作社進(jìn)行了概念的界定,并通過(guò)對(duì)研究現(xiàn)狀的分析對(duì)國(guó)內(nèi)外研究成果進(jìn)行了較為全面的概括總結(jié),根據(jù)研究?jī)?nèi)容設(shè)計(jì)了具體的研究技術(shù)路線。其次,本文對(duì)朝陽(yáng)市農(nóng)村婦女專業(yè)合作社的發(fā)展概況及發(fā)展特點(diǎn)進(jìn)行了分類總結(jié),并指出其發(fā)展中存在的諸如發(fā)展水平偏低、管理不規(guī)范、政策實(shí)施不到位等重點(diǎn)問(wèn)題,并對(duì)此進(jìn)行了歸因分析,認(rèn)為具有自然條件及農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)制約了合作社發(fā)展程度及規(guī)模、農(nóng)村婦女專業(yè)合作社主體素質(zhì)偏低制約了其管理水平和各類利好扶持政策未形成合力導(dǎo)致政策實(shí)施難以到位等三方面主要原因。再次,根據(jù)非政府組織理論、社會(huì)性別理論等作為指導(dǎo),通過(guò)對(duì)國(guó)內(nèi)外農(nóng)民專業(yè)合作社的先進(jìn)經(jīng)驗(yàn),特別是同類城市農(nóng)村婦女專業(yè)合作社的發(fā)展經(jīng)驗(yàn)的研究借鑒,針對(duì)朝陽(yáng)市農(nóng)村婦女專業(yè)合作社出現(xiàn)的重點(diǎn)問(wèn)題進(jìn)行了發(fā)展方案設(shè)計(jì),同時(shí)從所需條件、預(yù)期效果和代價(jià)三個(gè)方面對(duì)方案進(jìn)行了可行性分析。最后,提出發(fā)展朝陽(yáng)市農(nóng)村婦女專業(yè)合作社的對(duì)策建議。通過(guò)從農(nóng)村婦女專業(yè)合作社自身、政府職能部門和輿論媒體三個(gè)方面的具體對(duì)策措施,設(shè)計(jì)了由主觀到客觀,由內(nèi)向外拓展的整體解決思路,并形成合作社自我完善、政策資金扶持、輿論引導(dǎo)等立體全方位的發(fā)展之路,為朝陽(yáng)市農(nóng)村婦女專業(yè)合作社下一步的發(fā)展提供了一個(gè)指導(dǎo)性方向。力圖通過(guò)朝陽(yáng)市農(nóng)村婦女專業(yè)合作社的研究對(duì)類似城市農(nóng)民專業(yè)合作社的發(fā)展提供一定的學(xué)術(shù)參考,并為行政管理部門的決策提供基礎(chǔ)性素材佐證與政策方向性指導(dǎo)。
[Abstract]:Under the background of the social transition period, the social role of rural women with their independent awareness and entrepreneurial awareness of the continuous improvement of great changes, the vast number of rural women to participate in economic activities increasingly strong demand. Farmers' professional cooperatives provide a stage for rural women to display their talents. This paper, based on the actual situation of Chaoyang rural women's professional cooperatives, describes the present situation and prospects of their development. And in view of the existing key problems to design a development plan, put forward more reasonable countermeasures. First, this paper from the perspective of the research background and significance. This paper defines the concept of farmers' professional cooperative and rural women's professional cooperative, and summarizes the research results at home and abroad through the analysis of the present research situation. According to the content of the study designed a specific research technical route. Secondly, this paper summarizes the development and characteristics of Chaoyang rural women's professional cooperatives. It also points out the key problems in its development, such as low development level, non-standard management, inadequate implementation of policies and so on, and analyzes the attribution of this problem. The author thinks that the development degree and scale of cooperatives are restricted by natural conditions and agricultural industrial structure. The low quality of the main body of rural women's professional cooperatives restricts its management level and the three main reasons such as the lack of resultant force of all kinds of favorable supporting policies leading to the difficult implementation of the policy. Thirdly, according to the theory of non-governmental organizations. Gender theory as a guide, through the domestic and foreign advanced experience of farmers' professional cooperatives, especially the development of similar urban and rural women's professional cooperatives of the development experience of reference. Aiming at the key problems of Chaoyang Rural Women's Professional Cooperative, this paper designs the development program, and analyzes the feasibility of the project from three aspects: the necessary conditions, the expected effect and the cost.
