【摘要】：中共十八大明確提出要走新型城鎮(zhèn)化的道路,而新型城鎮(zhèn)化的核心便是“人的城鎮(zhèn)化”。本文以“人的城鎮(zhèn)化”為理論依據(jù),研究城市農(nóng)民工的市民化。農(nóng)民工作為推動城市發(fā)展和城鎮(zhèn)化率升高的主力軍,在城市運行中扮演著不可或缺的角色。而農(nóng)民工的居住問題是直接關(guān)系到他們生存發(fā)展的大問題,住房問題直接決定了農(nóng)民工能否順利融入城市,享受城市保障。蘇州市作為人口輸入大市,在農(nóng)民工住房問題上已關(guān)注許久,并出臺了一系列解決措施,因此研究蘇州市的農(nóng)民工住房問題具有一定的參考意義。本文以新型城鎮(zhèn)化為大背景,在總結(jié)了國內(nèi)外農(nóng)民工住房經(jīng)驗的基礎(chǔ)上,分析蘇州市外來農(nóng)民工居住的基本情況及問題,并提出相應(yīng)的空間及政策的解決措施。首先,本文對新型城鎮(zhèn)化、農(nóng)民工及其住房等相關(guān)概念進行界定;從空間和政策方面梳理了國內(nèi)外在外來人口居住方面的研究�？臻g上著重于對外來農(nóng)民工聚居區(qū)進行研究,包括城中村、城鄉(xiāng)結(jié)合部和集宿區(qū);政策上對國內(nèi)外的住房保障政策進行了解讀。并分析總結(jié)了國內(nèi)外在解決外來人員的成功經(jīng)驗及對本文的啟示。其次,通過對蘇州的調(diào)查研究,總結(jié)其外來農(nóng)民工的居住現(xiàn)狀、特征及問題,發(fā)現(xiàn)外來農(nóng)民工的主要集聚區(qū)為城中村、城鄉(xiāng)結(jié)合部以及集宿區(qū),并對這三點進行詳細介紹。分析解決居住問題的思路和方向,筆者認為要重視外來農(nóng)民工在資金、空間和心理上的訴求及新型城鎮(zhèn)化的總體要求。最后,從空間優(yōu)化和政策改善兩方面進行建議�？臻g上主要針對城中村、城鄉(xiāng)結(jié)合部以及集宿區(qū)的問題提出改善建議,并以蘇州市姜莊村和楓江集宿為案例進行實踐探究;政策上從完善住房保障體系、制定相關(guān)法律法規(guī)以及吸引外來農(nóng)民工返鄉(xiāng)三方面給出建議�？傮w上,本文以蘇州為例,以現(xiàn)狀的問題為切入點,分別給出了微觀空間及宏觀政策上的兩方面建議,全方位、多層次地對外來農(nóng)民工的居住問題進行考量。
[Abstract]:The 18 Communist Party of China explicitly put forward to take the road of new urbanization, and the core of new-type urbanization is "human urbanization". This paper takes "human urbanization" as the theoretical basis. To study the urbanization of urban migrant workers. Migrant workers as the main force to promote urban development and increase the rate of urbanization. In the operation of the city plays an indispensable role, and the living problem of migrant workers is directly related to their survival and development of the big problem, housing problems directly determine whether migrant workers can integrate into the city smoothly. Enjoy urban security. Suzhou, as a large city of population, has been concerned about the housing problem of migrant workers for a long time, and has issued a series of measures to solve the problem. Therefore, the study of housing problems of migrant workers in Suzhou has a certain reference significance. This paper summarizes the housing experience of migrant workers at home and abroad based on the background of new urbanization. This paper analyzes the basic situation and problems of migrant workers living in Suzhou, and puts forward the corresponding space and policy solutions. Firstly, this paper defines the concepts of new urbanization, migrant workers and their housing. From the aspects of space and policy, this paper combs the research on the residence of the foreign population at home and abroad. It focuses on the study of the migrant workers' residential areas, including the villages in the city, the combination of urban and rural areas and the residential areas. On the policy of housing security policy at home and abroad were interpreted. And analyzed and summarized the successful experience of solving the foreign personnel and the inspiration to this article. Secondly, through the investigation and research of Suzhou. Summing up the living status, characteristics and problems of migrant workers, we find that the main gathering areas of migrant workers are villages in the city, the combination of urban and rural areas and the residential areas. And detailed introduction of these three points. Analysis of the thinking and direction of solving the housing problem, the author believes that we should pay attention to the foreign migrant workers in the capital, space and psychological demands and the overall requirements of new urbanization. Finally. From the space optimization and policy improvement two aspects of the recommendations. In space, mainly for the village, urban and rural areas and the problems of improvement suggestions. And taking Jiangzhuang Village and Fengjiang Jishu in Suzhou as the case study; Policy from the improvement of housing security system, the formulation of relevant laws and regulations and attract migrant workers to return to three aspects of the recommendations. Overall, this paper takes Suzhou as an example, with the status quo as the starting point. This paper gives two suggestions on micro space and macro policy, and considers the housing problem of migrant workers in all directions and at different levels.
