【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展,作為黨的“十七大”就已做出的重大戰(zhàn)略決策之一,不僅是落實(shí)科學(xué)發(fā)展觀、建設(shè)和諧社會(huì)的具體體現(xiàn),也是新時(shí)期農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)工作的中心任務(wù),更是促進(jìn)農(nóng)村經(jīng)濟(jì)全面發(fā)展,構(gòu)建城鄉(xiāng)一體化,解決“三農(nóng)問題”的有效途徑。然而目前統(tǒng)籌城鄉(xiāng)發(fā)展考評(píng)制度的不健全,對(duì)于統(tǒng)籌城鄉(xiāng)考核指標(biāo)指的研究卻很少,已嚴(yán)重影響了統(tǒng)籌城鄉(xiāng)發(fā)展工作的進(jìn)程。改進(jìn)和完善統(tǒng)籌城鄉(xiāng)發(fā)展的考評(píng)指標(biāo)體系已經(jīng)迫在眉睫。論文以德陽(yáng)為出發(fā)點(diǎn),采用德陽(yáng)市調(diào)查隊(duì)的調(diào)查結(jié)果,收集大量統(tǒng)計(jì)數(shù)據(jù),以2009年德陽(yáng)市統(tǒng)籌城鄉(xiāng)考核指標(biāo)實(shí)施工作為研究案例,本案例通過德陽(yáng)市十二個(gè)重點(diǎn)鄉(xiāng)鎮(zhèn)的比較,運(yùn)用科學(xué)的考核評(píng)價(jià)指標(biāo),來(lái)實(shí)現(xiàn)對(duì)統(tǒng)籌城鄉(xiāng)的量化考核,通過關(guān)鍵性因素分析,來(lái)說(shuō)明統(tǒng)籌城鄉(xiāng)考核指標(biāo)實(shí)施工作在公共管理研究中的科學(xué)性和可操作性,并論述了德陽(yáng)市統(tǒng)籌城鄉(xiāng)考核指標(biāo)實(shí)施中的注意問題、得到的啟示及建議,最后對(duì)這項(xiàng)工作進(jìn)行總結(jié)和展望。論文主要特點(diǎn):一是注重實(shí)踐應(yīng)用研究。論文結(jié)合德陽(yáng)市實(shí)際情況,以重點(diǎn)鄉(xiāng)鎮(zhèn)為突破口,通過德陽(yáng)市十二個(gè)重點(diǎn)鄉(xiāng)鎮(zhèn)的比較,運(yùn)用科學(xué)的考核評(píng)價(jià)指標(biāo)體系,來(lái)實(shí)現(xiàn)對(duì)統(tǒng)籌城鄉(xiāng)的量化考核,形成一套科學(xué)的考核評(píng)價(jià)體系;二是結(jié)合公共管理理論,注重科學(xué)性、實(shí)用性、可操作性。把研究結(jié)果運(yùn)用到公共管理實(shí)踐中去。通過跟蹤各個(gè)鄉(xiāng)鎮(zhèn)在實(shí)施考核評(píng)價(jià)后到2012年的社會(huì)經(jīng)濟(jì)發(fā)展情況表現(xiàn)來(lái)印證考核評(píng)價(jià)體系的合理性、準(zhǔn)確性;通過列舉指標(biāo),選取考核指標(biāo),減少高深難懂的指標(biāo),讓行政管理人員容易操作、方便操作,從而促進(jìn)考核指標(biāo)實(shí)施工作的順利開展。論文的成果在于通過評(píng)價(jià)分析考核指標(biāo)實(shí)施工作,結(jié)合黨的提出的“科學(xué)發(fā)展觀”理念,對(duì)統(tǒng)籌城鄉(xiāng)考核評(píng)價(jià)體系的操作模式、實(shí)際成效和存在問題等方面進(jìn)行分析與總結(jié),促進(jìn)中國(guó)基層政府關(guān)于統(tǒng)籌城鄉(xiāng)全面、協(xié)調(diào)、可持續(xù)發(fā)展,以期為各級(jí)地方政府統(tǒng)籌城鄉(xiāng)考核指標(biāo)的順利實(shí)施提供一個(gè)借鑒性的思路。

It also promotes the overall development of rural economy and constructs the integration of urban and rural areas. The effective way to solve the "three rural problems". However, the evaluation system of overall urban and rural development is not perfect at present, but there is little research on the evaluation index of urban and rural areas as a whole. Has seriously affected the process of urban and rural development. Improve and improve the urban and rural development of the evaluation index system is imminent. The paper takes Deyang as the starting point, adopts the survey results of Deyang investigation team. Collect a large number of statistical data, in 2009 Deyang City as a whole urban and rural assessment indicators for the implementation of the case study, this case through the Deyang City 12 key towns, the use of scientific assessment indicators. To achieve the quantitative assessment of urban and rural areas, through the analysis of key factors, to illustrate the implementation of urban and rural assessment indicators in the study of public management scientific and operational. And discussed the Deyang city as a whole urban and rural assessment indicators in the implementation of the attention to the problems, obtained enlightenment and suggestions. Finally, this work is summarized and prospected. The main features of the paper are: first, focus on practical application research. Combined with the actual situation of Deyang City, the paper takes the key towns as the breakthrough. Through the comparison of twelve key towns in Deyang City, a scientific evaluation index system is used to realize the quantitative assessment of urban and rural areas and to form a scientific evaluation system.
