【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展,作為黨的“十七大”就已做出的重大戰(zhàn)略決策之一,不僅是落實科學發(fā)展觀、建設(shè)和諧社會的具體體現(xiàn),也是新時期農(nóng)業(yè)和農(nóng)村經(jīng)濟工作的中心任務,更是促進農(nóng)村經(jīng)濟全面發(fā)展,構(gòu)建城鄉(xiāng)一體化,解決“三農(nóng)問題”的有效途徑。然而目前統(tǒng)籌城鄉(xiāng)發(fā)展考評制度的不健全,對于統(tǒng)籌城鄉(xiāng)考核指標指的研究卻很少,已嚴重影響了統(tǒng)籌城鄉(xiāng)發(fā)展工作的進程。改進和完善統(tǒng)籌城鄉(xiāng)發(fā)展的考評指標體系已經(jīng)迫在眉睫。論文以德陽為出發(fā)點,采用德陽市調(diào)查隊的調(diào)查結(jié)果,收集大量統(tǒng)計數(shù)據(jù),以2009年德陽市統(tǒng)籌城鄉(xiāng)考核指標實施工作為研究案例,本案例通過德陽市十二個重點鄉(xiāng)鎮(zhèn)的比較,運用科學的考核評價指標,來實現(xiàn)對統(tǒng)籌城鄉(xiāng)的量化考核,通過關(guān)鍵性因素分析,來說明統(tǒng)籌城鄉(xiāng)考核指標實施工作在公共管理研究中的科學性和可操作性,并論述了德陽市統(tǒng)籌城鄉(xiāng)考核指標實施中的注意問題、得到的啟示及建議,最后對這項工作進行總結(jié)和展望。論文主要特點:一是注重實踐應用研究。論文結(jié)合德陽市實際情況,以重點鄉(xiāng)鎮(zhèn)為突破口,通過德陽市十二個重點鄉(xiāng)鎮(zhèn)的比較,運用科學的考核評價指標體系,來實現(xiàn)對統(tǒng)籌城鄉(xiāng)的量化考核,形成一套科學的考核評價體系;二是結(jié)合公共管理理論,注重科學性、實用性、可操作性。把研究結(jié)果運用到公共管理實踐中去。通過跟蹤各個鄉(xiāng)鎮(zhèn)在實施考核評價后到2012年的社會經(jīng)濟發(fā)展情況表現(xiàn)來印證考核評價體系的合理性、準確性;通過列舉指標,選取考核指標,減少高深難懂的指標,讓行政管理人員容易操作、方便操作,從而促進考核指標實施工作的順利開展。論文的成果在于通過評價分析考核指標實施工作,結(jié)合黨的提出的“科學發(fā)展觀”理念,對統(tǒng)籌城鄉(xiāng)考核評價體系的操作模式、實際成效和存在問題等方面進行分析與總結(jié),促進中國基層政府關(guān)于統(tǒng)籌城鄉(xiāng)全面、協(xié)調(diào)、可持續(xù)發(fā)展,以期為各級地方政府統(tǒng)籌城鄉(xiāng)考核指標的順利實施提供一個借鑒性的思路。

It also promotes the overall development of rural economy and constructs the integration of urban and rural areas. The effective way to solve the "three rural problems". However, the evaluation system of overall urban and rural development is not perfect at present, but there is little research on the evaluation index of urban and rural areas as a whole. The paper takes Deyang as the starting point, adopts the survey results of Deyang investigation team. Collect a large number of statistical data, in 2009 Deyang City as a whole urban and rural assessment indicators for the implementation of the case study, this case through the Deyang City 12 key towns, the use of scientific assessment indicators. And discussed the Deyang city as a whole urban and rural assessment indicators in the implementation of the attention to the problems, obtained enlightenment and suggestions. Finally, this work is summarized and prospected. The main features of the paper are: first, focus on practical application research.
