【摘要】：近年來,伴隨著我國信息化建設(shè)的不斷深入,信息資源已成為社會經(jīng)濟(jì)發(fā)展的首要資源和第一推動力,其開發(fā)利用水平的高低已成為衡量我國行業(yè)部門與區(qū)域信息化水平的重要標(biāo)志�！叭r(nóng)”問題是當(dāng)前關(guān)系到社會經(jīng)濟(jì)健康、穩(wěn)定、協(xié)調(diào)發(fā)展,保證國民經(jīng)濟(jì)持續(xù)快速演進(jìn)、實(shí)現(xiàn)國家長治久安的重大問題。甘肅作為西北地區(qū)的農(nóng)業(yè)大省,農(nóng)業(yè)發(fā)展存在很多問題,尤其是信息資源的配置問題,嚴(yán)重阻礙了甘肅農(nóng)業(yè)發(fā)展。因此,如何合理配置甘肅農(nóng)業(yè)信息資源、提高其配置效率,是促進(jìn)甘肅農(nóng)業(yè)發(fā)展、加速甘肅農(nóng)業(yè)信息化建設(shè)的核心問題,也是暢通甘肅農(nóng)業(yè)部門與國民經(jīng)濟(jì)各個部門信息交流、促進(jìn)甘肅農(nóng)業(yè)現(xiàn)代化、提高甘肅農(nóng)業(yè)核心競爭力的根本所在。本文以加快甘肅農(nóng)業(yè)信息化進(jìn)程、促進(jìn)甘肅經(jīng)濟(jì)發(fā)展為指導(dǎo)思想,以評價甘肅農(nóng)業(yè)信息資源配置效率為主線,通過借鑒信息資源配置理論、公共物品理論等,運(yùn)用層次分析法評析目前甘肅農(nóng)業(yè)信息資源配置效率,并得出以下兩點(diǎn)結(jié)論。一是從指標(biāo)分析可以看出,甘肅農(nóng)業(yè)部門重視農(nóng)業(yè)信息資源建設(shè),構(gòu)建了以政府指導(dǎo)為主、科研機(jī)構(gòu)為輔的農(nóng)業(yè)教育體系；在數(shù)據(jù)資源采集與利用方面,采取政府主導(dǎo)建設(shè)為主,搭建起以圖書館數(shù)據(jù)庫為中心節(jié)點(diǎn)、輻射甘肅信息市場的采集點(diǎn),為進(jìn)一步提高農(nóng)業(yè)信息資源配置效率打下堅(jiān)實(shí)的網(wǎng)絡(luò)基礎(chǔ)。二是從指標(biāo)處理結(jié)果可以看出,農(nóng)業(yè)信息資源的開發(fā)目前是甘肅農(nóng)業(yè)信息資源建設(shè)的重點(diǎn),甘肅的農(nóng)業(yè)信息資源建設(shè)還停留在初級階段。提高甘肅農(nóng)業(yè)信息資源配置效率應(yīng)該以三個目標(biāo)為導(dǎo)向：以農(nóng)業(yè)信息服務(wù)站和網(wǎng)絡(luò)為平臺,促進(jìn)農(nóng)業(yè)信息資源開發(fā)；以互聯(lián)網(wǎng)的普及和涉農(nóng)網(wǎng)站的使用為出發(fā)點(diǎn)和落腳點(diǎn),提高農(nóng)業(yè)信息資源利用；以勞動力文化程度和農(nóng)村家庭經(jīng)濟(jì)收入的提高為重點(diǎn),推動農(nóng)業(yè)信息資源管理機(jī)制形成。
[Abstract]:In recent years, with the continuous deepening of information construction in China, information resources have become the primary resources and the first driving force of social and economic development. The level of its development and utilization has become an important indicator to measure the level of informatization of industry and region in China. The issue of "agriculture, rural areas and farmers" is related to the healthy, stable and coordinated development of social economy at present. As a big agricultural province in Northwest China, there are many problems in agricultural development, especially the allocation of information resources. Therefore, how to allocate agricultural information resources rationally and improve its allocation efficiency is the core problem to promote the agricultural development of Gansu and accelerate the construction of agricultural information in Gansu. It is also the fundamental to smooth the information exchange between the agricultural sector of Gansu and various departments of the national economy, to promote the modernization of agriculture in Gansu, and to improve the core competitiveness of agriculture in Gansu. This paper aims to speed up the process of agricultural informatization in Gansu. To promote the economic development of Gansu as the guiding ideology, to evaluate the efficiency of agricultural information resources allocation in Gansu as the main line, through the use of information resources allocation theory, public goods theory and so on. Using Analytic hierarchy process to evaluate the efficiency of agricultural information resources allocation in Gansu, and draw the following two conclusions: first, from the analysis of indicators, we can see that the agricultural sector in Gansu attaches importance to the construction of agricultural information resources. The agricultural education system, which is mainly guided by the government and supplemented by scientific research institutions, is constructed. In the aspect of data resource collection and utilization, the government-led construction is adopted, and the central node is the library database, which radiates the collection point of Gansu information market. In order to further improve the efficiency of agricultural information resources allocation lay a solid network foundation. Second, from the results of index processing, we can see that the development of agricultural information resources is the focus of Gansu agricultural information resources construction. The construction of agricultural information resources in Gansu is still in the primary stage. To improve the efficiency of agricultural information resources allocation in Gansu should be guided by three objectives: agricultural information service station and network as the platform. Promoting the development of agricultural information resources; With the popularization of the Internet and the use of agriculture-related websites as the starting point and the foothold, improve the utilization of agricultural information resources; To promote the formation of agricultural information resource management mechanism, the emphasis is on the education level of labor force and the increase of rural household economic income.
