【摘要】：伴隨著捕撈技術的發(fā)展和現(xiàn)代化大型捕撈船的裝備的使用,加之漁民無組織的過度捕撈,導致廣東省漁業(yè)資源枯竭,對其自身的環(huán)境承載能力不能滿足,嚴重的挑戰(zhàn)著廣東省海洋可持續(xù)發(fā)展。對于海洋捕撈業(yè)缺乏完善的監(jiān)督和評估體系。為了解決理論和實際問題之間的的紐帶,本文試圖構(gòu)建廣東省海洋捕撈業(yè)可持續(xù)發(fā)展指標體系,彌補這一點的空白[1]。從而為政府提供政策性建議。本文決定從以下幾個方面著手,來滿足上面提到的目的:一是為了對廣東省海洋捕撈業(yè)可持續(xù)發(fā)展起到啟示作用,本文梳理相關可持續(xù)發(fā)展的相關理論以及國外漁業(yè)發(fā)達國家的可持續(xù)發(fā)展的經(jīng)驗。二是通過數(shù)據(jù)收集,客觀準確的對近些年的廣東省海洋捕撈業(yè)發(fā)展狀況進行分析,為指標體系的建立提供數(shù)據(jù)支撐。三是通過建立模型分析,對廣東海洋捕撈業(yè)涉及的社會、經(jīng)濟、資源和管理對于海洋捕撈業(yè)可持續(xù)發(fā)展的影響作用,從而為其提供相關的政策建議。本文內(nèi)容有六個章節(jié):第一章,緒論部分主要研究了課題的背景情況,科研目標,以及涉及的相關理論概念基礎。本文的研究創(chuàng)新點以及研究的不足之處也有大概的描述。第二章,為了課題的研究做理論支撐,本文對海洋捕撈業(yè)的相關理論和概念也有一些詳細介紹。對于海洋捕撈業(yè)可持續(xù)發(fā)展理論的所具有的一些特征,本文結(jié)合了公共池塘和公地悲劇理論。第三章,通過數(shù)據(jù)收集,橫向分析廣東省與其他沿海省份的數(shù)據(jù)和廣東省自身捕撈業(yè)發(fā)展的數(shù)據(jù),描述廣東省海洋捕撈業(yè)可持續(xù)發(fā)展的困境以及問題。第四、五章,明確海洋捕撈業(yè)可持續(xù)發(fā)展由漁業(yè)經(jīng)濟子系統(tǒng),社會子系統(tǒng),生態(tài)環(huán)境子系統(tǒng)和漁業(yè)資源管理子系統(tǒng),這四個子系統(tǒng)構(gòu)成組成。借鑒了糧農(nóng)組織和澳大利亞的捕撈業(yè)可持續(xù)發(fā)展指標,該系統(tǒng)才得以建立。從而實現(xiàn)與國際評價體系的接軌[2]。第六章,通過整理漁業(yè)發(fā)達海洋國家治理漁業(yè)發(fā)展的經(jīng)驗,從而啟示廣東省如何走海洋捕撈業(yè)可持續(xù)發(fā)展道路。第七章,向廣東省海洋捕撈業(yè)可持續(xù)發(fā)展提供具有建設性的政策建議,是根據(jù)數(shù)據(jù)分析和模型分析。本文創(chuàng)新之處在于以下幾點:一是研究了海洋捕撈業(yè)可持續(xù)發(fā)展的理論基礎和國際上相關國家和組織對海洋捕撈業(yè)可持續(xù)發(fā)展指標體系的探索。二是為了實現(xiàn)從理論探索向?qū)嵺`努力的進步,是因為海洋捕撈業(yè)可持續(xù)發(fā)展指標體系研究屬于國際海洋研究前沿領域[3]。三是本課題具有很強的政策意義,為廣東省海洋漁業(yè)管理提供可行性方案。本課題也有的不足之處。一是研究的時效性,國際社會研究發(fā)展同樣迅速,在寫作過程中未必能做到全面分析。二是數(shù)據(jù)的局限性,對于相關數(shù)據(jù)的獲得和途徑受到較大的約束。三是模型的有限性,僅僅只能通過對數(shù)據(jù)的分析實現(xiàn)一種描述和解釋。
[Abstract]:Along with the development of fishing technology and the use of equipment of modern large fishing vessels, coupled with unorganized fishing by fishermen, the fishery resources in Guangdong Province are exhausted and their environmental carrying capacity can not be satisfied. It is a serious challenge to the sustainable development of the ocean in Guangdong Province. There is no perfect monitoring and evaluation system for the marine fishing industry. In order to solve the theoretical and practical problems between the link. This paper tries to construct the sustainable development index system of Guangdong marine fishing industry, and make up the blank of this point. [1. To provide policy advice for the government. This paper decides to start from the following aspects to meet the above mentioned purposes: first, to give enlightenment to the sustainable development of Guangdong marine fishing industry. This paper combs the relevant theories of sustainable development and the experience of foreign developed countries in fisheries sustainable development. The second is through data collection. Objective and accurate analysis of the development of Guangdong marine fishing industry in recent years to provide data support for the establishment of the index system. Third, through the establishment of model analysis, the Guangdong marine fishing industry involved in social, economic. The impact of resources and management on the sustainable development of marine fishing industry, so as to provide relevant policy recommendations. This paper has six chapters: chapter one, the introduction mainly studies the background of the subject. Research objectives, and the related theoretical conceptual basis. The innovation of this paper and the deficiencies of the study also have a general description. Chapter two, to do theoretical support for the subject of research. In this paper, the relevant theories and concepts of marine fishing are also introduced in detail. For the sustainable development of marine fishing, this paper combines the theory of public ponds and common land tragedy. Chapter three. Through data collection, horizontal analysis of Guangdong Province and other coastal provinces and Guangdong Province's own fishing industry development data, describes the Guangdong Province marine fishing industry sustainable development dilemma and problems. 4th, five chapters. It is clear that the sustainable development of marine fishing industry consists of fishery economic subsystem, social subsystem, ecological environment subsystem and fishery resource management subsystem. Thus, the system can be integrated with the international evaluation system. [Chapter 6th, through collating the experience of fisheries development in developed marine countries, enlightens Guangdong Province how to take the sustainable development of marine fishing industry. 7th chapter. To provide constructive policy advice for the sustainable development of marine fishing industry in Guangdong Province. It is based on data analysis and model analysis. The innovation of this paper lies in the following points:. The first is to study the theoretical basis of the sustainable development of marine fishing industry and international countries and organizations to explore the sustainable development of marine fishing index system, the second is to achieve the progress from theoretical exploration to practical efforts. Because the research on the index system of sustainable development of marine fishing industry belongs to the frontier field of international marine research. [3.
