壽光市動(dòng)物源性食品安全監(jiān)管體系建設(shè)研究

【摘要】:我國在八十年代之前,受到國家調(diào)控經(jīng)濟(jì)制度等因素的影響,動(dòng)物源性食品安全問題并不十分突出,自改革開放以來,市場(chǎng)準(zhǔn)入門檻降低,畜牧業(yè)產(chǎn)業(yè)競(jìng)爭(zhēng)激烈,在高額利益的驅(qū)使下,一系列嚴(yán)重的食品安全問題頻發(fā)。我國相關(guān)政府部門近年來加大了對(duì)動(dòng)物源性食品安全監(jiān)管的關(guān)注,取得了顯著進(jìn)步。壽光市的畜牧業(yè)在全市GDP中的比重為20%,如何保證全市動(dòng)物源性食品安全就顯得尤為重要。對(duì)壽光市動(dòng)物源性食品安全監(jiān)管體系建設(shè)的研究不僅是對(duì)該地區(qū)尚未完善的體系進(jìn)行梳理與反思,同時(shí)也能對(duì)國內(nèi)畜牧業(yè)快速發(fā)展地區(qū)動(dòng)物源性食品安全監(jiān)管體系發(fā)展提供一定參考作用。第一章導(dǎo)論涉及的內(nèi)容主要是研究目的和選題意義以及國內(nèi)外關(guān)于動(dòng)物源性食品安全問題的研究,并對(duì)該論文的研究方法、思路、創(chuàng)新點(diǎn)進(jìn)行了闡述。第二章闡述了加強(qiáng)動(dòng)物源性食品安全監(jiān)管體系建設(shè)意義,在說明動(dòng)物源性食品安全定義的同時(shí)分析了影響動(dòng)物源性食品安全的因素以及動(dòng)物源性食品安全監(jiān)管的法律依據(jù)。第三章介紹了壽光市動(dòng)物源性食品安全監(jiān)管的現(xiàn)狀和存在的問題,分別從壽光市畜牧業(yè)發(fā)展現(xiàn)狀、動(dòng)物源性食品安全監(jiān)管模式、動(dòng)物源性食品安全監(jiān)管體系建設(shè)的現(xiàn)狀以及監(jiān)管體系存在的問題四個(gè)方面進(jìn)行詳細(xì)說明。第四章通過對(duì)養(yǎng)殖場(chǎng)和獸醫(yī)站的問卷調(diào)查,產(chǎn)生有效數(shù)據(jù),通過對(duì)數(shù)據(jù)的分析,為整個(gè)論文提供數(shù)據(jù)依據(jù)。第五章通過美國和歐盟動(dòng)物源性食品安全監(jiān)管體系的介紹和分析,得出對(duì)我國動(dòng)物源性食品安全監(jiān)管體系建設(shè)的啟示。第六章在探討壽光市動(dòng)物源性食品安全監(jiān)管體系建設(shè)的對(duì)策和建議,主要從完善法律法規(guī)、壯大畜牧獸醫(yī)隊(duì)伍及經(jīng)費(fèi)保障機(jī)制、建立科學(xué)高效的獸藥殘留檢測(cè)系統(tǒng)、提高全社會(huì)的動(dòng)物源性食品安全意識(shí)幾個(gè)角度來分析。
[Abstract]:Before 80s, under the influence of the national economic regulation and control system, the problem of animal origin food safety is not very prominent. Since the reform and opening up, the threshold of market access has been lowered. The competition of animal husbandry industry is fierce, driven by high profits, a series of serious food safety problems occur frequently. In recent years, the relevant government departments in China have increased their attention to animal origin food safety supervision. Remarkable progress has been made. The proportion of stockbreeding in Shouguang City in GDP is 20%. How to ensure the safety of animal-derived food in Shouguang City is particularly important. The study on the construction of animal food safety supervision system in Shouguang City is not only to comb and reflect on the imperfect system in this area. At the same time, it can also provide some reference for the development of animal origin food safety supervision system in the rapidly developing area of domestic animal husbandry. The study of food safety. And the research methods, ideas, innovation points of this paper are expounded. The second chapter expounds the significance of strengthening the animal origin food safety supervision system. The definition of animal origin food safety is explained and the factors influencing animal origin food safety and the legal basis of animal origin food safety supervision are analyzed. Chapter 3 introduces the regulation of animal origin food safety in Shouguang city. Current situation and existing problems. From the Shouguang animal husbandry development status quo, animal origin food safety supervision model. Animal origin food safety regulatory system construction of the current situation and regulatory system of four aspects of detailed explanation. 4th chapter through the breeding farm and veterinary station questionnaire to produce effective data. Through the analysis of the data, provide the data basis for the whole paper. 5th chapter through the introduction and analysis of the animal origin food safety regulatory system in the United States and the European Union. Chapter 6th discusses the countermeasures and suggestions of the construction of animal origin food safety supervision system in Shouguang City, mainly from perfecting the laws and regulations. Strengthen the animal husbandry and veterinary team and fund guarantee mechanism, establish a scientific and efficient veterinary drug residue detection system, improve the whole society of animal origin food safety awareness to analyze from several angles.
