【摘要】：河北省隸屬黃河流域棉區(qū),是我國主產(chǎn)棉省之一。河北省棉花產(chǎn)量占全國棉花總產(chǎn)量的1/6左右,棉花紡織量占全國棉紡織量的1/4。棉花產(chǎn)業(yè)是河北省經(jīng)濟發(fā)展的重要保障和支柱產(chǎn)業(yè),對河北省農(nóng)村經(jīng)濟發(fā)展促進農(nóng)民增收起著重要的作用。但是,隨著城鎮(zhèn)化發(fā)展進度的加快,河北省棉花種植面積開始呈現(xiàn)出持續(xù)波動和減少的趨勢,農(nóng)民植棉風險增加,棉農(nóng)植棉積極性受到嚴重影響。盡管河北棉紡織企業(yè)對原棉的需求量大,但原棉供給得不到保障。棉紡企業(yè)加大對原棉的依賴,以便其能獲得充足的原料來保障生產(chǎn)。這些問題的出現(xiàn)在很大程度上制約了河北省棉花產(chǎn)業(yè)的發(fā)展與競爭力的提高�；诖�,文章對河北省棉花產(chǎn)業(yè)的發(fā)展現(xiàn)狀,利用SCP與SWOT理論對河北省的棉花產(chǎn)業(yè)進行分析,提出河北省棉花產(chǎn)業(yè)發(fā)展的戰(zhàn)略對策。首先,基于SCP(structure-conduct-performance)范式對河北省棉花產(chǎn)業(yè)的市場結(jié)構(gòu)、市場行為與市場績效進行分析。發(fā)現(xiàn)河北省棉花產(chǎn)業(yè)市場集中度高,棉花種植業(yè)、棉紡織企業(yè)的集中度則相對較低。在棉花質(zhì)量方面,河北省棉花質(zhì)量高于全國平均水平,但與新疆棉花相比,優(yōu)勢不再明顯。棉花種植業(yè)市場準入壁壘小,棉紡織企業(yè)主要受資金、資源、品牌等因素的影響市場準入壁壘高。在市場交易過程中,河北省棉農(nóng)與棉紡織企業(yè)只能被動的接受市場價格,在價格方面缺少話語權(quán)與定價權(quán)。在棉花產(chǎn)業(yè)的市場績效方面,河北省棉花總產(chǎn)量、播種面積呈現(xiàn)下降趨勢。棉花種植成本受服務(wù)費用、機械化程度、人工成本和土地費用等因素的影響不斷上漲,棉農(nóng)的收益得不到有效的保障,植棉積極性不斷降低。其次,基于SWOT理論分析河北省棉花產(chǎn)業(yè)在發(fā)展過程中的優(yōu)勢、劣勢以及發(fā)展過程中的機遇和挑戰(zhàn)。發(fā)現(xiàn)河北省的自然條件有利于棉花的種植,且植棉歷史悠久,棉農(nóng)的植棉經(jīng)驗豐富,棉紡織企業(yè)對棉花的需求量大。但與其他植棉大省相比,河北省棉農(nóng)的科技水平與素質(zhì)相對較低、棉紡織企業(yè)尚未形成規(guī)模,抵御風險的能力差。最后,論文從六個方面對河北省棉花產(chǎn)業(yè)發(fā)展戰(zhàn)略提出對策建議。第一,實現(xiàn)棉花生產(chǎn)環(huán)節(jié)的輕簡栽培,降低棉花生產(chǎn)人工成本;第二,加快濱海鹽堿旱地開發(fā),實現(xiàn)棉花生產(chǎn)戰(zhàn)略東移;第三,加大棉花補貼標準,合理制定棉花收購價格;第四,創(chuàng)新經(jīng)營體制,推進棉花產(chǎn)業(yè)化經(jīng)營:第五,積極利用WTO規(guī)則,保護棉花產(chǎn)業(yè)發(fā)展;第六建立完善的棉花市場信息服務(wù)體系。
[Abstract]:Hebei Province is one of the main cotton producing provinces in China, and the cotton output of Hebei Province accounts for about 1/6 of the total cotton output in China. Cotton textile volume accounts for 1 / 4 of the national cotton textile volume. Cotton industry is an important guarantee and pillar industry for the economic development of Hebei Province, which plays an important role in promoting the rural economic development of Hebei Province to increase farmers' income. With the rapid development of urbanization, cotton planting area in Hebei Province began to show a continuous fluctuation and decrease trend, farmers increased the risk of cotton planting. Cotton farmers' enthusiasm for cotton planting is seriously affected. Although Hebei cotton textile enterprises have a large demand for raw cotton, raw cotton supply is not guaranteed. Cotton spinning enterprises increase their dependence on raw cotton. In order to obtain sufficient raw materials to ensure production. These problems to a large extent restrict the development and competitiveness of cotton industry in Hebei Province. Based on this. This paper analyzes the cotton industry in Hebei province by using SCP and SWOT theory, and puts forward the strategic countermeasures of cotton industry development in Hebei province. Based on SCPstructure-conduct-performance paradigm, the market structure of cotton industry in Hebei Province is discussed. Market behavior and market performance were analyzed. It was found that the market concentration of cotton industry in Hebei Province is high, the concentration of cotton planting and cotton textile enterprises is relatively low, and the cotton quality is relatively low. The quality of cotton in Hebei Province is higher than the national average level, but compared with Xinjiang cotton, the superiority is no longer obvious. The market access barriers of cotton planting industry are small, cotton textile enterprises mainly receive funds and resources. In the process of market transaction, cotton farmers and cotton textile enterprises in Hebei Province can only passively accept the market price. In terms of price lack of voice and pricing power. In the cotton industry market performance, the total yield of cotton in Hebei Province, sowing area showed a downward trend. Cotton planting costs by service costs, degree of mechanization. The influence of factors such as labor cost and land cost is rising, the income of cotton farmers can not be effectively guaranteed, and the enthusiasm of cotton planting is decreasing. Secondly. Based on the SWOT theory, this paper analyzes the advantages, disadvantages, opportunities and challenges in the development of cotton industry in Hebei Province. It is found that the natural conditions of Hebei Province are conducive to cotton cultivation, and cotton planting has a long history. Cotton farmers have rich experience in cotton planting, and cotton textile enterprises have a large demand for cotton. But compared with other provinces, cotton farmers in Hebei Province have relatively low scientific and technological level and quality, cotton textile enterprises have not yet formed a scale. Finally, the paper puts forward countermeasures and suggestions on the development strategy of cotton industry in Hebei Province from six aspects. First, the light cultivation of cotton production link is realized, and the labor cost of cotton production is reduced. Second, accelerate the development of coastal saline-alkali dryland and realize the eastward shift of cotton production strategy; Third, increase the standard of cotton subsidies, reasonable formulation of cotton purchase prices; 4th, innovation management system, promote cotton industrialization management: 5th, actively use the WTO rules to protect the development of cotton industry; Establish perfect cotton market information service system in 6th.
