山西省耕地保護(hù)政策實(shí)施績(jī)效評(píng)價(jià)及其區(qū)域差異研究

【摘要】:耕地作為一種稀缺的資源,是我國(guó)糧食安全和社會(huì)穩(wěn)定發(fā)展的基礎(chǔ),因此我國(guó)將耕地保護(hù)作為一項(xiàng)基本國(guó)策。隨著工業(yè)化城鎮(zhèn)化步伐加快,我國(guó)對(duì)土地的需求越來(lái)越大,耕地保護(hù)面臨嚴(yán)峻的挑戰(zhàn)。山西省人均耕地?cái)?shù)量少,且耕地資源后備量不足,因此耕地保護(hù)政策實(shí)施的合理性與有效性直接關(guān)系到山西省糧食安全、生態(tài)安全和社會(huì)的穩(wěn)定發(fā)展。對(duì)耕地保護(hù)政策實(shí)施績(jī)效進(jìn)行評(píng)價(jià)可以判斷耕地保護(hù)政策是否合理有效,診斷出耕地保護(hù)政策實(shí)施過(guò)程中存在的問(wèn)題,并提出合理建議。本文首先對(duì)山西省耕地保護(hù)政策的基本情況進(jìn)行了介紹,將其演變過(guò)程分為四個(gè)階段,分別為耕保政策覺醒期、起步期、耕保政策體系初步構(gòu)建期和政策體系完善期,對(duì)每一階段耕地保護(hù)政策的特點(diǎn)進(jìn)行了分析。其次,運(yùn)用PSR模型構(gòu)建山西省耕地保護(hù)政策實(shí)施績(jī)效評(píng)價(jià)的綜合指標(biāo)體系,從“壓力、狀態(tài)、響應(yīng)”三方面選取了14個(gè)評(píng)價(jià)指標(biāo),并利用2000-2012年的數(shù)據(jù)從時(shí)間維度上對(duì)山西省耕地保護(hù)政策實(shí)施績(jī)效進(jìn)行評(píng)價(jià)。評(píng)價(jià)結(jié)果顯示山西省耕地保護(hù)政策實(shí)施績(jī)效得分從2000年的14.42逐步上升到2012年的56.20。表明山西省耕地保護(hù)政策實(shí)施績(jī)效顯著,即山西省耕地保護(hù)政策是有效的,起到了相應(yīng)的作用。耕地保護(hù)政策實(shí)施績(jī)效所受的壓力逐年遞增,同時(shí)政府對(duì)壓力的響應(yīng)措施也在逐年遞增,且政府對(duì)耕地保護(hù)政策實(shí)施績(jī)效的響應(yīng)大于耕地保護(hù)政策實(shí)施所受的壓力。再次,構(gòu)建了縣級(jí)層面上的耕地保護(hù)政策實(shí)施績(jī)效評(píng)價(jià)體系,以山西省115個(gè)縣級(jí)行政區(qū)為評(píng)價(jià)單元,從空間維度上對(duì)山西省2012年度的耕地保護(hù)政策實(shí)施績(jī)效進(jìn)行了評(píng)價(jià),并以評(píng)價(jià)結(jié)果為基礎(chǔ),對(duì)山西省耕地保護(hù)績(jī)效的空間分異特征及其空間自相關(guān)進(jìn)行了討論。結(jié)果顯示山西省耕地保護(hù)政策實(shí)施績(jī)效的高值呈點(diǎn)狀集中在山西南部地區(qū)和中部地區(qū)。而山西耕地保護(hù)績(jī)效值低的地區(qū)主要分布在山西北部。山西省耕地保護(hù)政策實(shí)施績(jī)效點(diǎn)密度的Moran指數(shù)I的檢驗(yàn)值為0.445,說(shuō)明山西省耕地保護(hù)政策實(shí)施績(jī)效點(diǎn)密度存在著較為顯著的空間自相關(guān)關(guān)系。發(fā)現(xiàn)影響山西省各縣級(jí)行政區(qū)耕地保護(hù)政策實(shí)施績(jī)效值的正向因素包括:對(duì)耕地保護(hù)政策和實(shí)施方案進(jìn)行了細(xì)化和創(chuàng)新、發(fā)揮土地規(guī)劃對(duì)耕地保護(hù)的作用、開展與高校和研究所在耕地保護(hù)方面的合作、注重土地開發(fā)復(fù)墾等土地整治工程,確保耕地占補(bǔ)平衡、注重開發(fā)園區(qū)建設(shè)管控、加強(qiáng)耕保工作的監(jiān)管力度和宣傳力度。負(fù)向因素包括:地理貧瘠、經(jīng)濟(jì)發(fā)展水平低、地質(zhì)災(zāi)害嚴(yán)重、耕保政策體系缺乏統(tǒng)一的組織規(guī)劃、采煤等第二產(chǎn)業(yè)破壞占用耕地、城市建設(shè)違法用地占用耕地。最后,從緩解耕地保護(hù)政策實(shí)施壓力、加強(qiáng)耕地保護(hù)政策實(shí)施狀態(tài)監(jiān)管、完善政策實(shí)施績(jī)效響應(yīng)機(jī)制以及雙管齊下加大耕地保護(hù)政策執(zhí)行力四方面給出了提高山西省耕地保護(hù)政策實(shí)施績(jī)效的建議。
[Abstract]:Cultivated land, as a scarce resource, is the basis of food security and social stability in China. Therefore, the protection of cultivated land is regarded as a basic national policy in China, and the pace of industrialization and urbanization accelerates. With the increasing demand for land in China, the protection of cultivated land is faced with severe challenges. The amount of cultivated land per capita in Shanxi Province is small, and the reserve amount of cultivated land resources is insufficient. Therefore, the rationality and effectiveness of the implementation of cultivated land protection policy is directly related to the food security in Shanxi Province. Ecological security and the stable development of society. The evaluation of the implementation performance of cultivated land protection policy can judge whether the cultivated land protection policy is reasonable and effective, and diagnose the problems existing in the implementation process of cultivated land protection policy. This paper first introduces the basic situation of cultivated land protection policy in Shanxi Province, and divides the evolution process into four stages, namely, the awakening period of tillage and protection policy and the initial stage. The initial construction period of the policy system of tillage and protection and the perfect period of the policy system are analyzed, and the characteristics of the cultivated land protection policy in each stage are analyzed. Secondly. PSR model is used to construct the comprehensive index system of the implementation performance evaluation of cultivated land protection policy in Shanxi Province, and 14 evaluation indexes are selected from the three aspects of "pressure, state and response". Using the data from 2000 to 2012, the paper evaluates the implementation performance of cultivated land protection policy in Shanxi province from time dimension. The result shows that the score of implementation performance of cultivated land protection policy in Shanxi province is 1. 5% in 2000. 4.42 gradually rose to 56.20 in 2012, indicating that Shanxi Province cultivated land protection policy implementation performance is remarkable. That is, the cultivated land protection policy in Shanxi Province is effective and has played a corresponding role. The pressure on the implementation performance of the cultivated land protection policy is increasing year by year, and the government response measures to the pressure are also increasing year by year. And the response of the government to the implementation performance of cultivated land protection policy is greater than the pressure of the implementation of cultivated land protection policy. Thirdly, the implementation performance evaluation system of cultivated land protection policy at the county level is constructed. Taking 115 county administrative regions of Shanxi Province as the evaluation unit, this paper evaluates the implementation performance of cultivated land protection policy in Shanxi Province in 2012 from the spatial dimension, and based on the evaluation results. The spatial differentiation characteristics and spatial autocorrelation of cultivated land conservation performance in Shanxi Province are discussed. The results show that the high value of the implementation performance of cultivated land protection policy in Shanxi Province is concentrated in the southern and central regions of Shanxi Province. The area with low performance value of cultivated land protection in the west is mainly distributed in the northern part of Shanxi Province. The test value of Moran index I of the implementation performance point density of cultivated land protection policy in Shanxi Province is 0.445. The results show that there is a significant spatial autocorrelation relationship between the implementation performance point density of cultivated land protection policy in Shanxi Province, and the positive factors affecting the implementation performance of cultivated land protection policy in the county administrative regions of Shanxi Province include:. The cultivated land protection policy and implementation plan were refined and innovated. Give full play to the role of land planning in the protection of cultivated land, carry out cooperation with colleges and universities and research institutes in cultivated land protection, pay attention to land renovation projects such as land development and reclamation, and ensure the balance between the occupation and compensation of cultivated land. The negative factors include: poor geography, low level of economic development and serious geological hazards. The policy system of tillage and protection lacks unified organization and planning, the second industries such as coal mining destroy and occupy cultivated land, and the illegal land of urban construction occupies cultivated land. Finally, the implementation pressure of cultivated land protection policy is alleviated. Four suggestions are put forward to improve the implementation performance of cultivated land protection policy in Shanxi Province, such as strengthening the implementation state supervision of cultivated land protection policy, perfecting the response mechanism of policy implementation performance and strengthening the implementation ability of cultivated land protection policy in both directions.
