【摘要】：自20世紀(jì)90年代以來(lái),我國(guó)以資源過(guò)度消耗和生態(tài)環(huán)境破壞為代價(jià),實(shí)現(xiàn)了經(jīng)濟(jì)和社會(huì)的快速發(fā)展,尤其是農(nóng)業(yè)的發(fā)展,但是隨之而來(lái)的資源短缺和環(huán)境污染問(wèn)題也成為了阻礙我國(guó)農(nóng)業(yè)經(jīng)濟(jì)前進(jìn)的一大難題,循環(huán)農(nóng)業(yè)的發(fā)展理念應(yīng)運(yùn)而生。在國(guó)家著重發(fā)展循環(huán)農(nóng)業(yè)的大背景下,吉林省作作為我國(guó)最主要的糧食生產(chǎn)基地之一,必須結(jié)合其傳統(tǒng)農(nóng)業(yè)優(yōu)勢(shì),探索適應(yīng)吉林省現(xiàn)狀的循環(huán)農(nóng)業(yè)發(fā)展模式,轉(zhuǎn)變粗放式的發(fā)展理念,引進(jìn)先進(jìn)技術(shù)和優(yōu)秀人才,推進(jìn)吉林省農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革,打造多元化的農(nóng)業(yè)生產(chǎn)結(jié)構(gòu),延長(zhǎng)農(nóng)業(yè)產(chǎn)業(yè)鏈條,增強(qiáng)農(nóng)業(yè)可持續(xù)發(fā)展能力,建設(shè)資源節(jié)約、清潔型新農(nóng)業(yè)生態(tài)系統(tǒng),確立發(fā)展循環(huán)農(nóng)業(yè)的新格局。本文主要研究包括以下幾個(gè)方面:首先界定了傳統(tǒng)農(nóng)業(yè)、現(xiàn)代農(nóng)業(yè)和循環(huán)農(nóng)業(yè)的概念,學(xué)習(xí)了循環(huán)經(jīng)濟(jì)理論、可持續(xù)發(fā)展理論和系統(tǒng)工程與整體效應(yīng)理論,為以后的研究奠定理論基礎(chǔ)。其次,依據(jù)循環(huán)經(jīng)濟(jì)的“3R”原理構(gòu)建循環(huán)農(nóng)業(yè)發(fā)展評(píng)價(jià)指標(biāo)體系,并結(jié)合大量數(shù)據(jù),利用因子分析法對(duì)吉林省循環(huán)農(nóng)業(yè)發(fā)展進(jìn)行評(píng)價(jià),探求吉林省在循環(huán)農(nóng)業(yè)發(fā)展過(guò)程中存在的問(wèn)題和成因,不斷尋求制約吉林省循環(huán)農(nóng)業(yè)發(fā)展的關(guān)鍵因素。最后,借鑒國(guó)外先進(jìn)循環(huán)農(nóng)業(yè)發(fā)展例子的經(jīng)驗(yàn)并結(jié)合實(shí)證分析結(jié)果,提出針對(duì)吉林省循環(huán)農(nóng)業(yè)發(fā)展制約因素的對(duì)策建議。主要包括:通過(guò)科學(xué)集約化生產(chǎn)、加強(qiáng)農(nóng)業(yè)生產(chǎn)過(guò)程的監(jiān)管、提高農(nóng)業(yè)生產(chǎn)中的科技含量等手段減少農(nóng)業(yè)資源投入,提高資源利用率;借助招商引資,扶持龍頭企業(yè)、發(fā)展特色農(nóng)業(yè),完善農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)發(fā)展;大力加強(qiáng)農(nóng)民文化素養(yǎng),通過(guò)簡(jiǎn)化循環(huán)農(nóng)業(yè)技術(shù)難度和宣傳環(huán)保理念等手段,培養(yǎng)農(nóng)民的環(huán)保意識(shí),實(shí)現(xiàn)農(nóng)業(yè)可持續(xù)發(fā)展。
[Abstract]:Since 1990s, China has realized the rapid development of economy and society, especially the development of agriculture, at the cost of excessive consumption of resources and destruction of ecological environment. However, the shortage of resources and environmental pollution has become a major problem that hinders the progress of agricultural economy in China. The concept of circular agriculture emerged as the times require, under the background of the national emphasis on the development of circular agriculture. Jilin Province as one of the most important grain production base in China, must combine its traditional agricultural advantages, explore the current situation of Jilin Province to explore the circulation of agricultural development model, to change the concept of extensive development. Introducing advanced technology and talents, promoting the structural reform of supply side of agriculture in Jilin Province, creating a diversified agricultural production structure, extending the agricultural industrial chain, strengthening the ability of sustainable agricultural development, and building resources for conservation. This paper mainly includes the following aspects: firstly, the concepts of traditional agriculture, modern agriculture and circular agriculture are defined. Studied the theory of circular economy, sustainable development theory, system engineering and global effect theory, for the future research laid a theoretical foundation. Secondly. According to the "3R" principle of circular economy, the evaluation index system of circular agriculture development is constructed, and the factor analysis method is used to evaluate the development of circular agriculture in Jilin province. To explore the problems and causes in the development of circular agriculture in Jilin Province, and to find out the key factors that restrict the development of circular agriculture in Jilin Province. Finally. Based on the experience of advanced circular agriculture development in foreign countries and the results of empirical analysis, this paper puts forward some countermeasures and suggestions for restricting factors of circular agriculture development in Jilin Province, including: scientific intensive production. Strengthen the supervision of agricultural production process, increase the scientific and technological content in agricultural production, reduce the input of agricultural resources, and improve the utilization rate of resources; With the aid of attracting investment, supporting leading enterprises, developing characteristic agriculture, perfecting agricultural industrial structure and promoting the development of agricultural economy; Through simplifying the difficulty of circular agriculture technology and propagating the idea of environmental protection, the farmers' consciousness of environmental protection should be cultivated to realize the sustainable development of agriculture.
