【摘要】：隨著經(jīng)濟(jì)不斷發(fā)展,科技不斷進(jìn)步,人類已經(jīng)進(jìn)入了信息化的時代。中國作為一個農(nóng)業(yè)大國,農(nóng)業(yè)和農(nóng)村的發(fā)展相對城市卻落后很多,為此黨中央出臺了一系列政策加強(qiáng)農(nóng)業(yè)和農(nóng)業(yè)信息化建設(shè),早在2004年中央一號文件就要求“加強(qiáng)農(nóng)業(yè)信息化建設(shè)”[1],從2004年到2015年,連續(xù)11年的中央一號文件都對農(nóng)業(yè)和農(nóng)業(yè)信息化建設(shè)提出了新的發(fā)展要求。黨的十八大報告中全篇提到12次“信息化”、16次“科學(xué)發(fā)展觀”,闡述了科學(xué)發(fā)展觀的內(nèi)涵和歷史意義,強(qiáng)調(diào)要把“科學(xué)發(fā)展觀貫徹到我國現(xiàn)代化建設(shè)全過程”。因此,樹立科學(xué)發(fā)展觀以信息化促進(jìn)現(xiàn)代化、信息化農(nóng)業(yè)建設(shè),加快信息化基礎(chǔ)設(shè)施建設(shè),提高信息化服務(wù)能力,建立多元化信息化服務(wù)模式都是為把我國建設(shè)成為現(xiàn)代化農(nóng)業(yè)大國而做出的努力。論文分為四章:第一章,對農(nóng)業(yè)信息化的研究背景、研究意義、研究內(nèi)容和研究方法作了簡要的闡述,通過國內(nèi)外學(xué)者對農(nóng)業(yè)信息化建設(shè)的研究,明確了本文的研究思路。第二章,對科學(xué)發(fā)展觀與農(nóng)業(yè)信息化內(nèi)涵分別進(jìn)行了概述,分析了科學(xué)發(fā)展觀與農(nóng)業(yè)信息化建設(shè)的內(nèi)在聯(lián)系,科學(xué)發(fā)展觀是農(nóng)業(yè)信息化建設(shè)的根本指針,為農(nóng)業(yè)信息化的建設(shè)指明了發(fā)展方向,而農(nóng)業(yè)信息化建設(shè)則是貫徹落實科學(xué)發(fā)展觀的具體表現(xiàn)。第三章,提出在建設(shè)社會主義新農(nóng)業(yè)中信息化建設(shè)的必要性,并以安徽新農(nóng)業(yè)信息化建設(shè)為背景,闡述了發(fā)展安徽農(nóng)業(yè)信息化建設(shè)取得的成就,但發(fā)展的同時仍然存在不少問題。第四章,將科學(xué)發(fā)展觀作為理論依據(jù)來指導(dǎo)安徽農(nóng)業(yè)信息化建設(shè),論文提出了今后如何開展農(nóng)業(yè)信息化建設(shè):發(fā)揮各主體優(yōu)勢,統(tǒng)籌信息資源,最后走生態(tài)環(huán)境與農(nóng)業(yè)信息化建設(shè)協(xié)調(diào)可持續(xù)發(fā)展道路作為安徽推進(jìn)農(nóng)業(yè)信息化發(fā)展的對策。論文通過上述思考和建議,為安徽農(nóng)業(yè)信息化建設(shè)蓬勃健康的發(fā)展盡一份綿薄之力。
[Abstract]:With the continuous development of economy and the progress of science and technology, mankind has entered the information age. As a large agricultural country, the development of agriculture and rural areas is far behind the city. To this end, the CPC Central Committee has issued a series of policies to strengthen agriculture and agricultural informatization construction. As early as 2004, the first document of the CPC Central Committee called for "strengthening the Construction of Agricultural Informatization" [[1], from 2004 to 2015. For 11 consecutive years, the first document of the Central Committee has put forward new development requirements for agriculture and agricultural informatization construction. In the report of the 18 National Congress of the CPC, 12 "Informatization" and 16 "Scientific Outlook on Development" were mentioned. This paper expounds the connotation and historical significance of the scientific concept of development, and emphasizes the importance of carrying out the concept of scientific development to the whole process of the modernization construction of our country. Therefore, the establishment of the concept of scientific development promotes modernization and the construction of information-based agriculture by means of informatization. Speeding up the construction of information infrastructure, improving the capacity of information services, and establishing a diversified information service model are all efforts to build our country into a modern agricultural country. The paper is divided into four chapters: chapter one. The research background, research significance, research content and research methods of agricultural informatization are briefly described. Through the research on agricultural informatization construction at home and abroad, the research ideas of this paper are clarified. Chapter two. This paper summarizes the connotation of scientific development concept and agricultural informatization, and analyzes the internal relationship between scientific development concept and agricultural informatization construction, which is the fundamental guideline of agricultural informatization construction. Agricultural informatization construction is the concrete manifestation of carrying out the scientific development view. The third chapter puts forward the necessity of informatization construction in the construction of new socialist agriculture. With the background of new agricultural informatization construction in Anhui province, this paper expounds the achievements in the development of agricultural informatization construction in Anhui Province, but there are still many problems in the development. 4th chapter. Taking the scientific development view as the theoretical basis to guide the construction of agricultural informatization in Anhui, the paper puts forward how to carry out agricultural informatization construction in the future: to give play to the advantages of all main bodies and to coordinate the information resources. Finally, take the path of coordinated and sustainable development of ecological environment and agricultural information construction as the countermeasures to promote the development of agricultural informatization in Anhui. Anhui agricultural information construction vigorous and healthy development to do a modest force.
