【摘要】：農(nóng)機購置補貼政策對我國農(nóng)業(yè)機械化的發(fā)展有著重要的推動和導向作用,其政策的效果值得特別關注。基于農(nóng)機作業(yè)服務供給者的視角,構建了大型農(nóng)機需求的理論模型,運用雙對數(shù)模型和13個糧食主產(chǎn)省的面板數(shù)據(jù),分析農(nóng)機購置補貼政策的效果,探討大型農(nóng)機需求的影響因素。結果表明,農(nóng)機購置補貼政策顯著提高了農(nóng)機作業(yè)服務供給者對大型農(nóng)機的需求;然而,對大型農(nóng)機需求的促進作用最為強烈的是農(nóng)機作業(yè)收入,這與農(nóng)機作業(yè)服務供給者追求收益最大化的目標相吻合;農(nóng)機價格和農(nóng)民購買農(nóng)機的個人投入并沒有顯著影響大型農(nóng)機需求。此外,大型農(nóng)機的需求在不同區(qū)域之間存在差異,華北、華中、華東、東北對大型農(nóng)機需求都顯著高于西南地區(qū)�；谂囵B(yǎng)農(nóng)機作業(yè)服務供給主體、促進農(nóng)機作業(yè)服務供給的目的,提出:一是農(nóng)機購置補貼向農(nóng)機服務供給主體傾斜,更加注重向大型農(nóng)機調(diào)整,同時要注意中央補貼和地方補貼的聯(lián)合配套使用;二是提供農(nóng)機作業(yè)補貼及相關優(yōu)惠政策。
[Abstract]:The purchase subsidy policy of agricultural machinery plays an important role in promoting and guiding the development of agricultural mechanization in China, the effect of which deserves special attention. The theoretical model of large-scale agricultural machinery demand is constructed, and the effect of purchase subsidy policy of agricultural machinery is analyzed by using double logarithmic model and panel data of 13 major grain production provinces. The results show that the influence factors of large-scale agricultural machinery demand are discussed. The purchase subsidy policy of agricultural machinery has significantly increased the demand of service providers for agricultural machinery to large agricultural machinery; However, the promotion of large-scale agricultural machinery demand is the most powerful agricultural machinery income, which is consistent with the goal of maximizing the income of agricultural machinery service providers. The price of agricultural machinery and the individual input of farmers to purchase agricultural machinery did not significantly affect the demand for large-scale agricultural machinery. In addition, the demand for large agricultural machinery varied among different regions, North, Central and East China. The demand for large-scale agricultural machinery in Northeast China is significantly higher than that in Southwest China. First, the purchase subsidy of agricultural machinery should be inclined to the main body of agricultural machinery service supply, pay more attention to the adjustment to large-scale agricultural machinery, and pay attention to the combined use of central subsidy and local subsidy at the same time; The second is to provide agricultural machinery subsidies and related preferential policies.
