【摘要】：推進(jìn)中國農(nóng)業(yè)現(xiàn)代化進(jìn)程,發(fā)展農(nóng)業(yè)適度規(guī)模經(jīng)營,農(nóng)機(jī)合作社社會(huì)化服務(wù)發(fā)揮著重要作用。以長江中下游地區(qū)的農(nóng)機(jī)合作社和農(nóng)戶為研究對(duì)象,采用歸納法對(duì)農(nóng)機(jī)合作社社會(huì)化服務(wù)的基礎(chǔ)模式進(jìn)行分類,分析其特點(diǎn),探討農(nóng)機(jī)社會(huì)化服務(wù)模式的發(fā)展創(chuàng)新。結(jié)果表明,農(nóng)機(jī)合作社由單一的農(nóng)業(yè)社會(huì)化服務(wù)主體向土地經(jīng)營者和農(nóng)業(yè)服務(wù)者雙主體轉(zhuǎn)變,其業(yè)務(wù)也有多元化方向發(fā)展的趨勢(shì);從農(nóng)戶現(xiàn)狀和期望的土地經(jīng)營方式對(duì)比發(fā)現(xiàn),農(nóng)戶對(duì)土地經(jīng)營權(quán)的控制意愿弱化,絕對(duì)控制土地承包權(quán)和經(jīng)營權(quán)的農(nóng)戶由現(xiàn)狀的34.13%大幅下降至期望的13.77%,而采取全托管的農(nóng)戶由現(xiàn)狀的14.37%大幅上升至期望的27.54%,流轉(zhuǎn)土地放棄土地經(jīng)營權(quán)的農(nóng)戶由現(xiàn)狀的21.56%上升至期望的26.95%。研究表明,單純農(nóng)機(jī)作業(yè)將日漸式微,全托管和土地流轉(zhuǎn)等模式逐步得到農(nóng)戶認(rèn)同,有望快速發(fā)展,農(nóng)機(jī)合作社的經(jīng)營—服務(wù)雙主體特征將日益明顯。因此,建議政府對(duì)農(nóng)機(jī)合作社出現(xiàn)的雙主體化和業(yè)務(wù)多元化模式及時(shí)加以政策支持和引導(dǎo)規(guī)范。
[Abstract]:Agricultural machinery cooperatives and farmers in the middle and lower reaches of the Yangtze River play an important role in promoting the process of agricultural modernization and developing moderate scale management of agriculture. This paper classifies the basic mode of socialized service of agricultural machinery cooperative by inductive method, analyzes its characteristics, and probes into the development and innovation of socialized service mode of agricultural machinery. The cooperative of agricultural machinery has changed from a single agricultural socialized service subject to a dual main body of land operators and agricultural service providers, and its business has a trend of diversified development. From the comparison of the present situation and the expected land management mode of the farmers, it is found that the control will of the farmers to the land management right is weakened. Absolute control of land contract rights and management rights of farmers from the status quo of 34.13% down to the expected 13.77%. The number of farmers adopting full trusteeship rose from 14.37% to 27.54%. The farmers who gave up the right to land management increased from the current 21.56% to the expected 26.95. the study shows that the simple agricultural machinery operation will gradually decline. The mode of full trusteeship and land circulation is gradually recognized by farmers, and it is expected to develop rapidly. The characteristics of management and service of agricultural machinery cooperatives will become more and more obvious. It is suggested that the government should give policy support and guide and standardize the dual-subject and multi-business mode of agricultural machinery cooperatives in time.
