【摘要】：養(yǎng)老問(wèn)題是各地區(qū)、各國(guó)乃至全世界一直在關(guān)注的民生問(wèn)題之一。建立良好的農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度對(duì)于每個(gè)國(guó)家而言都是非常重要的,這不單單有利于提高農(nóng)村居民的養(yǎng)老保障水平,更重要的是有利于經(jīng)濟(jì)的發(fā)展和社會(huì)的穩(wěn)定。本文首先通過(guò)對(duì)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的相關(guān)概念及理論基礎(chǔ)進(jìn)行闡釋,說(shuō)明農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的含義及理論支撐;其次,結(jié)合我國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的發(fā)展歷程,從參保率、人均養(yǎng)老金、繳費(fèi)能力和社會(huì)保障水平等四個(gè)方面對(duì)我國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)現(xiàn)狀進(jìn)行描述。通過(guò)對(duì)我國(guó)東、中、西三大區(qū)域的泰爾指數(shù)的測(cè)定,說(shuō)明我國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的區(qū)域間和區(qū)域內(nèi)的差異情況,指出農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的制度設(shè)計(jì)差異是形成我國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)保障水平區(qū)域差異的主要原因,同時(shí)經(jīng)濟(jì)發(fā)展水平,財(cái)政支出能力,農(nóng)民收入差距以及人口老齡化程度等都是影響我國(guó)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)保障水平區(qū)域差異的重要因素。最后,從完善農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度,增加政府財(cái)政支出,降低老齡化率等方面提出進(jìn)一步縮小農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)保障水平區(qū)域差異的相關(guān)對(duì)策。
[Abstract]:Pension problem is one of the livelihood issues that all regions, countries and even the world have been concerned about. It is very important to establish a good rural social endowment insurance system for each country. This is not only conducive to improving the level of old-age security for rural residents. More importantly, it is beneficial to the development of economy and the stability of society. Firstly, this paper explains the concept and theoretical basis of rural social old-age insurance, and explains the meaning and theoretical support of rural social old-age insurance. Secondly, combined with the development of rural social endowment insurance, from the participation rate, per capita pension. This paper describes the current situation of rural social endowment insurance in China from four aspects, such as the ability to pay and the level of social security. Through the measurement of Taier index in the three regions of east, middle and west of our country. This paper explains the regional and intra-regional differences of rural social old-age insurance in China, and points out that the differences in system design of rural social old-age insurance are the main reasons for the regional differences in the level of rural social old-age insurance in China. At the same time, the level of economic development, the ability of fiscal expenditure, the income gap of farmers and the degree of population aging are all the important factors that affect the regional differences in the level of rural social old-age insurance. From the aspects of perfecting the rural social old-age insurance system, increasing the government financial expenditure, reducing the aging rate and so on, this paper puts forward some relevant countermeasures to further reduce the regional differences of the rural social old-age insurance security level.
