【摘要】：質(zhì)量認(rèn)證對(duì)農(nóng)產(chǎn)品具有一定的安全保障能力,而建立可追溯系統(tǒng)被認(rèn)為是解決食品安全問(wèn)題的有效手段,全球主要農(nóng)業(yè)發(fā)達(dá)地區(qū)都在積極建設(shè)。結(jié)合質(zhì)量認(rèn)證來(lái)構(gòu)建農(nóng)產(chǎn)品可追溯體系能夠更好的保障食品質(zhì)量、提升消費(fèi)者信心和實(shí)現(xiàn)食品安全事故的責(zé)任追究,本文為此進(jìn)行了積極探索,首先對(duì)國(guó)內(nèi)外農(nóng)產(chǎn)品質(zhì)量可追溯系統(tǒng)研究進(jìn)行綜述,引入消費(fèi)者需求分析,論證系統(tǒng)構(gòu)建的必要性并提供一些指導(dǎo),分析我國(guó)當(dāng)前農(nóng)產(chǎn)品認(rèn)證、可追溯技術(shù)的發(fā)展,選擇適合的認(rèn)證及技術(shù),對(duì)系統(tǒng)進(jìn)行總體設(shè)計(jì),并給出追溯流程的示例。全文主要研究結(jié)果如下：1、經(jīng)過(guò)十多年的研究與應(yīng)用,我國(guó)農(nóng)產(chǎn)品質(zhì)量可追溯系統(tǒng)的發(fā)展,無(wú)論是在關(guān)鍵環(huán)節(jié)還是農(nóng)產(chǎn)品的應(yīng)用中都取得了很大的進(jìn)步。但是可追溯體系目前發(fā)揮的實(shí)際效用有限,還存在著一些問(wèn)題,可追溯仍然缺乏認(rèn)知,優(yōu)質(zhì)優(yōu)價(jià)的市場(chǎng)還未形成�？勺匪蒹w系需要更多的結(jié)合第三方認(rèn)證,如GAP認(rèn)證、食品安全管理體系認(rèn)證,保證可追溯信息的真實(shí)性。2、問(wèn)卷調(diào)查結(jié)果顯示：購(gòu)買農(nóng)產(chǎn)品時(shí)主要是依據(jù)自己的感官判斷,最關(guān)心的是農(nóng)產(chǎn)品的安全,并不會(huì)優(yōu)先考慮價(jià)格因素。是否已造成客觀傷害對(duì)消費(fèi)者的維權(quán)行為有較大影響�！叭贰钡恼J(rèn)知度較高,其他認(rèn)證的認(rèn)知度則有待提高。對(duì)認(rèn)證的質(zhì)量保障程度缺乏信心、價(jià)格因素是影響消費(fèi)者購(gòu)買認(rèn)證農(nóng)產(chǎn)品的兩個(gè)重要因素。蔬菜、糧油及水果的可追溯也被認(rèn)為是有必要的。因此,結(jié)合質(zhì)量認(rèn)證構(gòu)建農(nóng)產(chǎn)品可追溯系統(tǒng)是有必要的。3、根據(jù)各認(rèn)證有效證書(shū)數(shù)量的統(tǒng)計(jì),我國(guó)當(dāng)前的食品農(nóng)產(chǎn)品質(zhì)量認(rèn)證中,既有無(wú)公害農(nóng)產(chǎn)品、綠色食品、有機(jī)產(chǎn)品這樣的產(chǎn)品認(rèn)證,也有更加適用于加工企業(yè)的HACCP認(rèn)證及IS022000體系認(rèn)證、更加適用于初級(jí)產(chǎn)品的GAP認(rèn)證。GAP認(rèn)證目前還在起步階段,但發(fā)展勢(shì)頭較好。而農(nóng)產(chǎn)品質(zhì)量可追溯涉及到的技術(shù),除了物聯(lián)網(wǎng)、云計(jì)算等新興的技術(shù)外,其他技術(shù)都已有了較長(zhǎng)時(shí)間的研究和應(yīng)用,雖然較之先進(jìn)國(guó)家還有一定距離,但是相對(duì)已經(jīng)成熟。因此,結(jié)合質(zhì)量認(rèn)證構(gòu)建農(nóng)產(chǎn)品可追溯系統(tǒng)的可行性己具備。4、分析了果蔬產(chǎn)品執(zhí)行新版GAP標(biāo)準(zhǔn)要求時(shí)所有模塊的1級(jí)控制點(diǎn),提出建立企業(yè)內(nèi)部文件、具體農(nóng)作物的種植技術(shù)規(guī)程。將溯源信息劃分為場(chǎng)地溯源信息、產(chǎn)品溯源信息,采用GS1體系的EAN/UCC-128編碼,并嘗試結(jié)合GAP注冊(cè)號(hào)來(lái)進(jìn)行追溯碼編碼研究,并給出產(chǎn)品溯源編碼示例。選擇QR碼作為溯源信息主要載體,設(shè)計(jì)并制作成追溯標(biāo)簽示例。
[Abstract]:Quality certification has a certain ability to guarantee the safety of agricultural products, and the establishment of traceability system is considered to be an effective means to solve food safety problems. The major agricultural developed regions in the world are actively building. Combined with quality certification to build a traceability system of agricultural products can better ensure the quality of food, enhance consumer confidence and achieve accountability for food safety accidents. This article has carried on the active exploration, first carries on the summary to the domestic and foreign agricultural product quality traceability system research, introduces the consumer demand analysis, demonstrates the necessity of the system construction and provides some guidance. This paper analyzes the development of current agricultural product certification and traceability technology in China, selects the appropriate certification and technology, designs the system as a whole, and gives an example of traceability flow. The main research results are as follows: 1. After more than ten years of research and application, the quality of agricultural products in China can be traced back to the development of the system. Great progress has been made in both the key links and the application of agricultural products. However, the actual effectiveness of traceability system is limited, there are still some problems, traceability is still lack of cognition. The market for high quality and high prices has not yet been formed. Traceability systems require more combined third-party certification, such as GAP certification, food safety management system certification, and assurance of authenticity of traceability information. The results of the questionnaire survey show that: the purchase of agricultural products is mainly based on their own sensory judgment, the most concerned about the safety of agricultural products. Will not give priority to the price factor. Whether has caused the objective harm to the consumer's rights protection behavior has the bigger influence. "three goods" the recognition degree is higher. The recognition of other certification needs to be improved. Lack of confidence in the quality assurance of certification, price is the two important factors that affect consumers to buy certified agricultural products. The traceability of grain, oil and fruit is also considered necessary. Therefore, it is necessary to build a traceability system of agricultural products based on quality certification, according to the number of certified valid certificates statistics. In the current quality certification of food products in China, there are pollution-free agricultural products, green food, organic products such as product certification. There are also more suitable for processing enterprises HACCP certification and IS022000 system certification, more suitable for primary products of GAP certification. Gap certification is still in its infancy. But the development momentum is good. And the agricultural product quality can be traced to the technology, in addition to the Internet of things, cloud computing and other emerging technologies, other technologies have been studied and applied for a long time. Although there is still a certain distance compared with advanced countries, it is relatively mature. Therefore, the feasibility of constructing traceability system of agricultural products based on quality certification has become 4. 4. This paper analyzes the level 1 control points of all modules in the implementation of the new GAP standard for fruit and vegetable products, and puts forward the establishment of internal documents of the enterprise and the technical specifications for the planting of specific crops. The traceability information is divided into site traceability information. Based on the traceability information of the product, the EAN/UCC-128 code of GS1 system is adopted, and the research of traceability code coding based on GAP registration number is attempted. The QR code is selected as the main carrier of traceability information, and an example of traceability label is designed and made.
