【摘要】：科學(xué)劃定城鎮(zhèn)空間和農(nóng)業(yè)生產(chǎn)空間的空間開發(fā)管制邊界,是兼顧城市發(fā)展與糧食安全的重要舉措。該文以鷹潭市中心城區(qū)為例,借助GIS平臺(tái)進(jìn)行建設(shè)開發(fā)適宜性評(píng)價(jià)和耕地綜合質(zhì)量評(píng)價(jià)�；�2個(gè)評(píng)價(jià)結(jié)果開展城鎮(zhèn)空間和農(nóng)業(yè)生產(chǎn)空間協(xié)調(diào)優(yōu)化布局研究。通過(guò)城市發(fā)展方向預(yù)測(cè)、新增建設(shè)用地規(guī)模、基本農(nóng)田保護(hù)面積和耕地國(guó)家利用等四方面修正,形成城市開發(fā)邊界和基本農(nóng)田保護(hù)紅線初步方案。根據(jù)空間矛盾協(xié)調(diào)原則做出空間決策,優(yōu)化協(xié)調(diào)城鎮(zhèn)空間和農(nóng)業(yè)生產(chǎn)空間布局。研究結(jié)果為:中心城區(qū)建設(shè)開發(fā)適宜性分值由高到低呈現(xiàn)出以中心城區(qū)中心為圓心的"圈層"式的空間分布,中心城區(qū)耕地綜合質(zhì)量高的耕地主要分布在西部和東部;綜合建設(shè)用地重心移動(dòng)分析、凸殼原理分析城市擴(kuò)張模式、基礎(chǔ)設(shè)施與產(chǎn)業(yè)布局分析得出中心城區(qū)北部的夏埠鄉(xiāng)、志光鎮(zhèn)和鴻塘鎮(zhèn)是中心城區(qū)未來(lái)發(fā)展的重點(diǎn)方向;引入耕地國(guó)家利用等指標(biāo),將基本農(nóng)田保護(hù)紅線方案劃分為可調(diào)區(qū)和不可調(diào)區(qū),城市開發(fā)邊界方案與耕地保護(hù)紅線方案不可調(diào)區(qū)布局沖突的空間決策為調(diào)整城市開發(fā)邊界,優(yōu)先保障耕地。城市開發(fā)邊界方案與耕地保護(hù)紅線方案可調(diào)區(qū)布局沖突的空間決策為調(diào)整耕地保護(hù)紅線,優(yōu)先保障城市發(fā)展。
[Abstract]:Science designated urban space and agricultural production spatial development control boundary, is an important measure for both city development and food security. This paper takes Yingtan city as an example, the construction and development of suitability evaluation of cultivated land comprehensive quality evaluation based on GIS platform. The 2 evaluation results in urban space and space layout optimization of agricultural production based on the coordination of city development direction. Through the forecast, the scale of new construction land, basic farmland protection area of cultivated land and four countries use correction scheme and basic farmland protection in city development. Hong Xianchu step boundary make spatial decision according to the space coordinate principles, coordination and optimization of urban space and spatial layout of agricultural production. The results are as follows: Center Urban Construction Development Suitability scores from high to low, showing a city in the center the center of the "circle" of the spatial distribution of Comprehensive quality of cultivated land of high heart is mainly distributed in the western and eastern city; by analyzing the movement of the center of gravity of comprehensive construction, principle analysis of Convex Hull City expansion model, analysis of city center in northern summer Buxiang infrastructure and industrial layout, and Chi Guang Zhen Hong Tang town is the focus of the future direction of development of the city center area of cultivated land; introduction the state indexes such as basic farmland protection red scheme is divided into adjustable area and adjustable area, spatial decision scheme and the red line of cultivated land protection scheme of city development boundary can not be adjusted to adjust the layout of the district conflict City Development boundary, give priority to the protection of cultivated land. The spatial decision scheme and the protection of arable land red line City Development Zone adjustable boundary scheme the layout of conflict to adjust the red line of cultivated land protection, give priority to the development of the city.
