【摘要】：近年來,中國各地開發(fā)區(qū)建設(shè)進(jìn)程不斷推進(jìn),大量城市周邊農(nóng)村土地被征用。目前,我國征地拆遷和相應(yīng)保障制度并不完善,在解決被征地農(nóng)民的所有方案中,就業(yè)問題是解決被征地農(nóng)民生活保障和未來生活發(fā)展的根本途徑,是解決被征地農(nóng)民生存和長遠(yuǎn)生計(jì)的核心。而解決就業(yè)的關(guān)鍵在于就業(yè)培訓(xùn),一個(gè)科學(xué)、可行的就業(yè)培訓(xùn)政策是被征地農(nóng)民再就業(yè)的重要保障。本文以安徽省淮北市經(jīng)濟(jì)開發(fā)區(qū)新區(qū)(以下簡稱為淮北經(jīng)開新區(qū))近四年來被征地農(nóng)民就業(yè)培訓(xùn)實(shí)踐為基礎(chǔ),結(jié)合國內(nèi)外被征地農(nóng)民就業(yè)培訓(xùn)工作所取得的先進(jìn)經(jīng)驗(yàn)及教訓(xùn)總結(jié),通過實(shí)地調(diào)查、統(tǒng)計(jì)分析等手段,深入研究了淮北經(jīng)開新區(qū)被征地農(nóng)民就業(yè)培訓(xùn)政策中的就業(yè)促進(jìn)措施、自主創(chuàng)業(yè)鼓勵措施、職業(yè)技能培訓(xùn)措施3方面的內(nèi)容,并結(jié)合在研究中發(fā)現(xiàn)的問題,提出相應(yīng)對策和建議。論文共分為7個(gè)章節(jié):第1章、第2章對本文的研究背景、研究內(nèi)容、研究方法、研究現(xiàn)狀等問題做了陳述,并對被征地農(nóng)民的定義、勞動力就業(yè)、公共政策等相關(guān)概念和理論進(jìn)行了闡述,作為文章研究的基礎(chǔ);第3章淮北經(jīng)開新區(qū)被征地農(nóng)民就業(yè)培訓(xùn)政策概述,對該區(qū)被征地農(nóng)民就業(yè)政策的提出背景、意義和目標(biāo)以及政策的具體內(nèi)容進(jìn)行了詳細(xì)闡述;第4章、第5章、第6章則就淮北經(jīng)開新區(qū)被征地農(nóng)民就業(yè)培訓(xùn)政策中的就業(yè)促進(jìn)措施、自主創(chuàng)業(yè)鼓勵措施、職業(yè)技能培訓(xùn)措施3方面措施實(shí)施的效果、存在的問題進(jìn)行了詳細(xì)分析,并針對所發(fā)現(xiàn)的問題提出了相應(yīng)的對策建議;第7章結(jié)論與展望。通過本文的研究進(jìn)一步認(rèn)清了淮北經(jīng)開新區(qū)被征地農(nóng)民就業(yè)培訓(xùn)政策的成效、問題,并制定了相應(yīng)的應(yīng)對措施,對于淮北經(jīng)開新區(qū)建設(shè)具有一定的現(xiàn)實(shí)意義,將為日后解決全國范圍內(nèi)同等類型的經(jīng)濟(jì)開發(fā)區(qū)新區(qū)被征地農(nóng)民的就業(yè)問題提供一些借鑒和參考。
[Abstract]:In recent years, the construction process of development zones in various parts of China has been pushed forward, a large number of rural land around the city has been expropriated. At present, the land requisition and removal and the corresponding security system are not perfect in our country, in all the plans to solve the problem of land-expropriated farmers. The employment problem is the basic way to solve the life security and the future life development of the peasants who have been expropriated, is the core to solve the farmers' survival and long-term livelihood, and the key to solve the employment lies in the employment training, a science. Feasible employment training policy is an important guarantee for land requisition farmers re-employment. This paper takes Huaibei Economic Development Zone, Anhui Province (hereinafter referred to as Huaibei Jingkai District). In the last four years, it is based on the employment training practice of land-expropriated farmers. Combined with the advanced experience and lessons learned from the employment training of land-expropriated farmers at home and abroad, through field investigation, statistical analysis and other means. In this paper, the employment promotion measures, self-employment incentive measures and vocational skills training measures in the employment training policy of land-expropriated farmers in Jingkai New District of Huaibei are deeply studied, and the problems found in the study are combined. The paper is divided into seven chapters: chapter 1, chapter 2, the research background, research content, research methods, research status and other issues, and the definition of land-expropriated farmers. Labor employment, public policy and other related concepts and theories are elaborated, as the basis of the article; Chapter 3 summarizes the policy of employment training for peasants who have been expropriated in Huaibei Jingkai District, and expounds the background, significance and goal of the policy in detail. Chapter 4, chapter 5 and chapter 6 are about the effect of employment promotion measures, self-employment encouragement measures and vocational skills training measures in the employment training policy of land-expropriated farmers in Huaibei Jingkai District. The existing problems are analyzed in detail, and the corresponding countermeasures and suggestions are put forward. Chapter 7 conclusions and prospects. Through the study of this paper, we have further recognized the effectiveness and problems of the policy of employment training for peasants who have been requisitioned land in the Jingkai District of Huaibei, and have formulated corresponding countermeasures. It has certain practical significance for the construction of Huaibei Jingkai New area, which will provide some reference and reference for solving the employment problem of the peasants who have been expropriated in the same type of economic development zone in the whole country in the future.
