基于DEA的甘肅省農(nóng)業(yè)投入產(chǎn)出效率研究

【摘要】:本文根據(jù)科學(xué)性、可比性、代表性及數(shù)據(jù)的易獲得性等指標(biāo)體系的選擇原則,在參考國內(nèi)外學(xué)者研究的基礎(chǔ)上,綜合考慮了2001~2013年甘肅省農(nóng)業(yè)投入及農(nóng)業(yè)產(chǎn)出的實(shí)際情況,選取了7個(gè)農(nóng)業(yè)投入指標(biāo)、3個(gè)農(nóng)業(yè)產(chǎn)出指標(biāo)。投入指標(biāo)為農(nóng)作物總播種面積、農(nóng)業(yè)有效灌溉面積、農(nóng)林牧漁業(yè)從業(yè)人員、財(cái)政支農(nóng)、農(nóng)業(yè)機(jī)械總動力、農(nóng)村用電量、農(nóng)用化肥施用量,產(chǎn)出指標(biāo)為糧食作物總產(chǎn)量、農(nóng)林牧漁總產(chǎn)值、農(nóng)林牧漁增加值。然后運(yùn)用數(shù)據(jù)包絡(luò)分析(data envelopment analysis,DEA)方法評價(jià)甘肅省2001~2013年(“十五”、“十一五”、“十二五”)農(nóng)業(yè)投入產(chǎn)出的效率,旨在能為甘肅省“十二五”、“十三五”期間農(nóng)業(yè)的穩(wěn)定健康發(fā)展提供一些科學(xué)的建議。結(jié)果表明:2001年、2002年、2003年、2005年、2007年、2008年、2012年、2013年這8年甘肅省農(nóng)業(yè)投入產(chǎn)出效率相對有效,資源得到充分利用,投入產(chǎn)出配置效率達(dá)到最優(yōu);而2004年、2006年、2009年、2010年和2011年這5年為非DEA有效,資源沒有達(dá)到最優(yōu)配置,存在一定程度的浪費(fèi),但是非DEA有效年份的效率都在0.9以上。因此總體而言,甘肅省農(nóng)業(yè)投入產(chǎn)出的效率向著積極的方向發(fā)展;但是非DEA有效的年份占總年份的38.46%,比例比較大,說明甘肅省農(nóng)業(yè)投入產(chǎn)出存在一定程度的不合理,問題比較嚴(yán)重,尤其是勞動力、資金和技術(shù)的投入冗余,致使農(nóng)業(yè)投入產(chǎn)出效率的低下;而土地、勞動力、資金及技術(shù)的投入冗余和產(chǎn)出不足,可以通過DEA投影分析來改進(jìn),從而實(shí)現(xiàn)資源的最優(yōu)配置。
[Abstract]:Based on the principles of scientific, comparable, representative and data availability, this paper makes reference to the research of domestic and foreign scholars. Considering the actual situation of agricultural input and agricultural output in Gansu province from 2001 to 2013, 7 agricultural input indexes and 3 agricultural output indexes are selected. The input index is the total planting area of crops. Agricultural effective irrigation area, agriculture, forestry, animal husbandry and fishery practitioners, financial support for agriculture, total power of agricultural machinery, rural electricity consumption, the amount of agricultural fertilizer, output indicators are the total yield of food crops, total output value of agriculture, forestry, animal husbandry and fishery. The value added of agriculture, forestry, animal husbandry and fishery was added. Then data envelopment analysis was analyzed by data envelopment analysis. Dea was used to evaluate the agricultural input-output efficiency of Gansu Province from 2001 to 2013 ("15", "11th Five-Year Plan", "12th Five-Year Plan"), in order to be the 12th Five-Year Plan of Gansu Province. The steady and healthy development of agriculture during the 13th Five-Year Plan period provides some scientific advice. In 2012 and 2013, the agricultural input-output efficiency of Gansu Province was relatively effective, the resources were fully utilized, and the input-output allocation efficiency reached the optimum. On 2004, 2006, 2009, 2009 and #date-these five years are non-#en0# effective, and the resources are not optimal allocation, there is a certain degree of waste. But the efficiency of non-effective years of DEA is more than 0. 9. Therefore, the efficiency of input and output of agriculture in Gansu Province is developing in a positive direction. But the non-effective year of DEA accounted for 38.46 percent of the total year, indicating that there is a certain degree of unreasonable agricultural input and output in Gansu Province, especially the labor force. The redundancy of input of capital and technology causes the input-output efficiency of agriculture to be low; The input redundancy and output of land, labor, capital and technology can be improved by DEA projection analysis to achieve the optimal allocation of resources.
