【摘要】：民以食為天,糧食是保障人類生存和發(fā)展的基礎(chǔ),也是一國(guó)的戰(zhàn)略物資保障。新時(shí)期,糧食安全問(wèn)題不再以饑餓為主,更多的是體現(xiàn)在資源的低效率利用和資源分配的不均等方面。而目前由于經(jīng)濟(jì)全球化發(fā)展趨勢(shì)的增強(qiáng),一國(guó)的糧食安全問(wèn)題會(huì)波及到整個(gè)世界的經(jīng)濟(jì)穩(wěn)定,因此對(duì)于糧食安全保障資源國(guó)際配置的研究顯得意義重大。本課題以全球農(nóng)業(yè)配置理念為基礎(chǔ),從國(guó)際貿(mào)易和國(guó)際投資兩個(gè)方面對(duì)中國(guó)糧食安全保障資源的國(guó)際配置研究進(jìn)行了深度剖析。文章將中國(guó)糧食安全保障資源的國(guó)際配置作為一項(xiàng)重大的戰(zhàn)略,首先回顧了此項(xiàng)戰(zhàn)略實(shí)施的必要性和理論基礎(chǔ),從經(jīng)濟(jì)、政策以及國(guó)際市場(chǎng)的可供性等角度論述了方案的可行性,重點(diǎn)探討了目前兩種普遍的國(guó)際配置模式---國(guó)際貿(mào)易和國(guó)際投資,分析了兩者間的差異性和互補(bǔ)性,并對(duì)中國(guó)目前糧食安全保障資源國(guó)際配置的現(xiàn)狀進(jìn)行了具體分析,在對(duì)比國(guó)外實(shí)踐模式的基礎(chǔ)上,提出了中國(guó)糧食安全保障資源國(guó)際配置的戰(zhàn)略性措施,以期緩解我國(guó)目前的糧食安全問(wèn)題,保障我國(guó)未來(lái)糧食安全和農(nóng)業(yè)可持續(xù)發(fā)展。
[Abstract]:Hunger breeds discontentment, food security is the foundation of human survival and development, but also a country's strategic materials protection. During the new period, the problem of food security is no longer to hunger, more is reflected in the inefficiency of resources utilization and unequal allocation of resources. At present, due to the enhancement of the development trend of economic globalization, the problem of food security a country's economy will affect the stability of the whole world, so the research of the international allocation of resources to ensure food security is of great significance. This paper is based on the global distribution of agriculture from the concept of international trade and international investment in two aspects of international allocation of resources and food security China were the safety depth. Chinese international food security resource allocation as a major strategy, first reviews the necessity and theoretical basis, the implementation of this strategy from the economic, policy and The international market for other aspects of the feasibility of the project, mainly discusses the two kinds of common mode of international allocation of international trade and international investment, analyzes the difference and complementarity, and the current food security Chinese international allocation of resources is analyzed, based on comparison the foreign practice mode, put forward China food security strategic measures of international allocation of resources, in order to alleviate the problem of food security in our country at present, safeguard China's future food security and sustainable development of agriculture.
