【摘要】：隨著精準(zhǔn)扶貧工作進(jìn)入攻堅(jiān)期,我國(guó)貧困人口脫貧進(jìn)程不斷加快,相對(duì)靜態(tài)的扶貧管理方式已難以滿足當(dāng)前貧困退出工作需要。對(duì)湖北省徐家村的田野調(diào)查顯示:貧困戶與普通農(nóng)戶對(duì)于扶貧動(dòng)態(tài)管理和貧困退出的意見(jiàn)和態(tài)度既存在相似性,也存在差異性,貧困戶希望動(dòng)態(tài)管理能夠更加全面,普通農(nóng)戶則希望貧困進(jìn)出通道更加暢通。扶貧動(dòng)態(tài)管理和貧困退出機(jī)制不夠健全,如進(jìn)出機(jī)制不夠靈活、動(dòng)態(tài)監(jiān)測(cè)指標(biāo)單一等問(wèn)題是貧困戶和普通農(nóng)戶的共識(shí);貧困戶認(rèn)為動(dòng)態(tài)監(jiān)測(cè)不全面,導(dǎo)致自身部分貧困問(wèn)題得不到及時(shí)幫扶;普通農(nóng)戶認(rèn)為貧困進(jìn)出機(jī)制不靈活,一旦成為貧困戶便可以長(zhǎng)期占有扶貧資源,新的貧困群體則難以介入。為化解社會(huì)矛盾,促進(jìn)全面建成小康社會(huì),不但要強(qiáng)化扶貧動(dòng)態(tài)管理,并逐步構(gòu)建科學(xué)規(guī)范、公平高效的貧困退出機(jī)制;還應(yīng)堅(jiān)持正向激勵(lì),強(qiáng)化問(wèn)責(zé)督導(dǎo),讓貧困退出經(jīng)得起社會(huì)和時(shí)間的檢驗(yàn)。
[Abstract]:With the precision of poverty relief work into a critical period, the process of poverty alleviation of the poor population in China has been accelerated. The relatively static management of poverty alleviation has been difficult to meet the needs of the current poverty relief work. A field survey of Xujia Village in Hubei Province shows that:. The opinions and attitudes of poor households and ordinary farmers on poverty alleviation dynamic management and poverty withdrawal are similar. There are differences, poor households want to dynamic management can be more comprehensive, ordinary farmers want to poor access to more unimpeded. Poverty alleviation dynamic management and poverty withdrawal mechanism is not perfect, such as access mechanism is not flexible enough. The single dynamic monitoring index is the consensus of poor households and ordinary farmers. Poor households believe that dynamic monitoring is not comprehensive, leading to their own poverty problems can not be timely help; Ordinary peasant households think that the mechanism of poverty entry and exit is inflexible, once they become poor households, they can possess poverty alleviation resources for a long time, but it is difficult for the new poor groups to intervene in order to resolve the social contradictions and promote the building of a well-off society in an all-round way. Not only to strengthen the dynamic management of poverty alleviation, but also to gradually build a scientific and standardized, fair and efficient poverty withdrawal mechanism; We should also insist on positive incentives, strengthen accountability supervision, and let poverty exit to stand the test of society and time.
