【摘要】：從1978年改革開放以來,人們生活從基本溫飽到基本小康,而且小康的全面水平也從"建設(shè)"到"建成",我國(guó)社會(huì)發(fā)展速度越來越快。讓城鄉(xiāng)統(tǒng)籌發(fā)展,讓農(nóng)村人過上與城里人一樣的生活,是全面建成小康社會(huì)的一個(gè)重要標(biāo)志。特別是隨著美麗中國(guó)的提出,對(duì)如何推進(jìn)城鄉(xiāng)一體化,探索一條解決"三農(nóng)"問題的新路子,加快推進(jìn)新型城市化建設(shè)和城鄉(xiāng)統(tǒng)籌發(fā)展,展現(xiàn)了新的發(fā)展方向。本研究的目的是借鑒浙江安吉美麗鄉(xiāng)村模式、江蘇高淳模式、江西婺源中國(guó)最美鄉(xiāng)村,及韓國(guó)的"新村運(yùn)動(dòng)"、日本的"造村運(yùn)動(dòng)"等經(jīng)驗(yàn)和方法,根據(jù)溫州市美麗鄉(xiāng)村建設(shè)的基本現(xiàn)狀,對(duì)存在的問題進(jìn)行原因分析,提出對(duì)策建議,為進(jìn)一步加快促進(jìn)溫州市美麗鄉(xiāng)村建設(shè)提供理論和實(shí)踐基礎(chǔ)。本研究采用文獻(xiàn)研究法、數(shù)據(jù)收集法、個(gè)案研究法等各種方法,根據(jù)溫州市經(jīng)濟(jì)和社會(huì)發(fā)展現(xiàn)狀,從自然、經(jīng)濟(jì)、社會(huì)、人文等各個(gè)影響因素方面入手進(jìn)行分析,及當(dāng)前溫州市美麗鄉(xiāng)村建設(shè)存在的問題及原因分析,總結(jié)出溫州市美麗鄉(xiāng)村建設(shè)在長(zhǎng)遠(yuǎn)發(fā)展上,還需加強(qiáng)規(guī)劃、分類實(shí)施和資金的投入。本研究結(jié)合溫州市實(shí)際情況,提出了推進(jìn)溫州市美麗鄉(xiāng)村建設(shè)的基本原則和建議對(duì)策。在原則方面,要堅(jiān)持優(yōu)化結(jié)構(gòu),城鄉(xiāng)同步;堅(jiān)持生態(tài)保護(hù),發(fā)展綠色;堅(jiān)持全面推動(dòng),分類實(shí)施;堅(jiān)持人民主體,同心協(xié)力。在促進(jìn)建設(shè)的建議對(duì)策方面,要深挖內(nèi)涵,拓寬美麗鄉(xiāng)村建設(shè)新思路;要深入宣傳,提高全民參與美麗鄉(xiāng)村建設(shè)意識(shí);要因地制宜,重塑美麗鄉(xiāng)村建設(shè)規(guī)劃新貌;要注重結(jié)合,創(chuàng)新工作機(jī)制與建設(shè)管理并舉;要整合資源,加大財(cái)政投入和政策支持力度。
[Abstract]:Since 1978, people have lived from basic food and clothing to basic comfortable life, and the overall level of well-off society has also changed from "construction" to "completion". The speed of social development in our country is getting faster and faster, so that urban and rural areas can develop as a whole. It is an important symbol to make the rural people live the same life as the city people, especially with the proposal of beautiful China, how to promote the integration of urban and rural areas. Explore a new way to solve the "three rural" problems, accelerate the development of new urbanization and urban and rural development, showing a new direction of development. The purpose of this study is to learn from the beautiful rural model of Anji, Zhejiang. Jiangsu Gaochun model, Jiangxi Wuyuan China's most beautiful villages, South Korea's "New Village Movement", Japan's "Village Building Movement" and other experiences and methods, according to Wenzhou City's basic status quo of beautiful rural construction. The causes of the existing problems are analyzed, countermeasures and suggestions are put forward to further accelerate the construction of beautiful villages in Wenzhou to provide a theoretical and practical basis. This study adopts the method of literature research and data collection. Case study method and other methods, according to the economic and social development of Wenzhou City, from the natural, economic, social, humanities and other factors to begin with analysis. And the current Wenzhou beautiful rural construction problems and reasons analysis, summed up Wenzhou beautiful rural construction in the long-term development, still need to strengthen planning. According to the actual situation of Wenzhou, this study puts forward the basic principles and suggestions to promote the construction of beautiful villages in Wenzhou. In the aspect of principle, we should insist on optimizing the structure and synchronizing urban and rural areas; Insist on ecological protection and develop green; Adhere to the overall promotion, classified implementation; Adhere to the main body of the people, make concerted efforts. In promoting the construction of the proposed countermeasures, we should dig deeply into the connotation, broaden the new ideas for the construction of beautiful villages; Further propaganda should be carried out to raise the awareness of the whole people's participation in the construction of beautiful villages; We should take measures according to local conditions and reshape the new features of beautiful rural construction planning; We should pay attention to the combination and innovate the working mechanism and the construction management. To integrate resources, increase financial input and policy support.
