【摘要】：農(nóng)民工,作為我國(guó)經(jīng)濟(jì)建設(shè)中出現(xiàn)的特殊群體,他們來(lái)自于農(nóng)村,服務(wù)于城市,為我國(guó)的經(jīng)濟(jì)建設(shè)發(fā)揮了巨大的貢獻(xiàn)。長(zhǎng)久以來(lái),由于我國(guó)社會(huì)保障制度建設(shè)的不健全,農(nóng)民工群體一直處在社會(huì)保障體系所覆蓋的邊緣地帶,他們常常無(wú)法獲得應(yīng)有的基本保障以致面對(duì)巨大的社會(huì)風(fēng)險(xiǎn)。本文所要研究的農(nóng)民工醫(yī)療保險(xiǎn)便攜性問(wèn)題正是在這種背景下產(chǎn)生的,在一個(gè)沒(méi)有便攜性的醫(yī)療保險(xiǎn)制度下,農(nóng)民工的醫(yī)療保障將會(huì)隨著就業(yè)流動(dòng)而徹底喪失,所以,如何確保農(nóng)民工能夠在保證就業(yè)流動(dòng)性的同時(shí)獲得與城市居民平等的醫(yī)療保險(xiǎn)待遇,是目前我國(guó)社會(huì)保障領(lǐng)域應(yīng)該予以重視并亟待解決的問(wèn)題。本文從農(nóng)民工醫(yī)療保險(xiǎn)制度的歷史變遷出發(fā),結(jié)合農(nóng)民工醫(yī)療保險(xiǎn)的現(xiàn)狀問(wèn)題,逐步展開(kāi)對(duì)農(nóng)民工醫(yī)療保險(xiǎn)便攜性問(wèn)題的討論。本文的主體部分從參保模式、轉(zhuǎn)移接續(xù)的類型、制度框架三個(gè)層面展開(kāi),通過(guò)比較研究的方式探討了不同影響因素下農(nóng)民工醫(yī)療保險(xiǎn)的便攜性狀況,并運(yùn)用主觀和客觀兩種評(píng)價(jià)標(biāo)準(zhǔn)對(duì)農(nóng)民工醫(yī)療保險(xiǎn)便攜性進(jìn)行評(píng)判,找出現(xiàn)行醫(yī)療保險(xiǎn)轉(zhuǎn)移接續(xù)中存在的問(wèn)題以及阻礙便攜性的因素,最終提出有針對(duì)性的改進(jìn)措施和優(yōu)化方案。
[Abstract]:Migrant workers, as a special group in the economic construction of our country, come from the countryside, serve the city, and play a great contribution to the economic construction of our country for a long time. Because of the unsound construction of social security system in China, migrant workers have been in the social security system covered by the marginal zone. They often can not get the basic protection and face huge social risks. The portable problem of migrant workers' medical insurance is produced in this background. In a non-portable medical insurance system, migrant workers' medical security will be completely lost with the flow of employment, so. How to ensure that migrant workers can obtain equal medical insurance treatment with urban residents while ensuring employment mobility. It is a problem that should be paid attention to and solved urgently in the field of social security in our country at present. This article starts from the historical change of the medical insurance system of migrant workers and combines the current situation of the medical insurance of migrant workers. The main part of this paper starts from three levels: the mode of participating insurance, the type of transfer and the institutional framework. Through the way of comparative study, this paper discusses the status of portability of migrant workers' medical insurance under different influence factors, and evaluates the portability of migrant workers' medical insurance by using subjective and objective evaluation criteria. Find out the problems existing in the transfer of current medical insurance and the factors that hinder portability, and finally put forward targeted improvement measures and optimization schemes.
