【摘要】：發(fā)展外海漁業(yè)是應(yīng)對近海漁業(yè)資源衰退的必然出路。為此,《國務(wù)院關(guān)于促進(jìn)海洋漁業(yè)持續(xù)健康發(fā)展的若干意見》(國發(fā)[2013]11)提出了“控制近海,拓展外海,發(fā)展遠(yuǎn)洋”的生產(chǎn)方針,在國家層面上將推進(jìn)外海漁業(yè)的發(fā)展明確地提上了日程。隨著黨的十八大“海洋強(qiáng)國”戰(zhàn)略的提出以及國務(wù)院批準(zhǔn)成立海南省三沙市,南海外海漁業(yè)資源的開發(fā)利用面臨著前所未有的良好發(fā)展機(jī)遇。然而,當(dāng)前南海外海漁業(yè)資源開發(fā)利用的境況是令人堪憂的。外海漁獲量比重過小、作業(yè)結(jié)構(gòu)不合理、開發(fā)主體“單打獨(dú)斗”的開發(fā)方式、開發(fā)利用的無序性和低效率以及涉外事件頻發(fā)等都為發(fā)展南海外海漁業(yè)蒙上了陰影。因而,拓展南海外海漁業(yè),促進(jìn)其開發(fā)利用的科學(xué)、合理、有序、有效運(yùn)行亟需機(jī)制構(gòu)建和政策研究方面的理論指導(dǎo)。本文在對南海外海漁業(yè)的相關(guān)概念進(jìn)行界定的前提下,以外部性理論、可持續(xù)發(fā)展理論、新制度經(jīng)濟(jì)學(xué)理論、治理理論、博弈論等為理論基礎(chǔ),闡述了南海外海漁業(yè)資源開發(fā)利用的現(xiàn)狀及存在的問題,并據(jù)此構(gòu)建了南海外海漁業(yè)資源開發(fā)利用的機(jī)制,提出了促進(jìn)南海外海漁業(yè)科學(xué)、有序發(fā)展的政策建議。全文共分為五大部分:第一部分是導(dǎo)論。介紹了文章的選題背景和意義、研究方法、研究技術(shù)路線、創(chuàng)新與不足之處以及國內(nèi)外關(guān)于本論題的研究進(jìn)展,并作出了相應(yīng)評析。第二部分是相關(guān)概念界定及研究的理論基礎(chǔ)。文章依次對近海、外海、近海漁業(yè)、遠(yuǎn)洋漁業(yè)、外海漁業(yè)、南海漁業(yè)區(qū)劃、南海外海漁業(yè)等概念進(jìn)行辨析,界定了本文的研究范圍。第三部分是開發(fā)利用現(xiàn)狀的闡述。采用文獻(xiàn)研究法、比較研究法、實(shí)證調(diào)查法等研究方法對南海外海漁業(yè)資源開發(fā)利用的現(xiàn)狀進(jìn)行研究,闡明了其存在著開發(fā)主體單一、作業(yè)結(jié)構(gòu)不合理、開發(fā)存在無序性及低效性、未形成有效的開發(fā)利用機(jī)制以及缺乏專門的政策支持等問題。第四部分是開發(fā)利用機(jī)制的構(gòu)建。基于前述內(nèi)容構(gòu)建了南海外海漁業(yè)資源開發(fā)利用的政府主導(dǎo)下的多元主體協(xié)調(diào)機(jī)制,對其基本框架、主導(dǎo)機(jī)制、輔助機(jī)制和參與機(jī)制進(jìn)行重塑或設(shè)計;基于區(qū)域劃分的角度,分別構(gòu)建了爭議區(qū)的開發(fā)利用機(jī)制和非爭議區(qū)的開發(fā)利用機(jī)制;從具體內(nèi)容出發(fā),構(gòu)建了南海外海漁業(yè)資源開發(fā)利用的資源調(diào)查機(jī)制和資源共享機(jī)制、海洋與漁業(yè)災(zāi)害應(yīng)對機(jī)制以及可持續(xù)開發(fā)利用的保護(hù)機(jī)制。最后,提出了推進(jìn)南海外海資源開發(fā)利用的科學(xué)可持續(xù)發(fā)展的政策建議。從戰(zhàn)略層面、基本層面、具體層面三個層面層層深入和細(xì)化,提出構(gòu)建以樹立可持續(xù)發(fā)展理念、建立合作開發(fā)模式為宏觀戰(zhàn)略指導(dǎo),以制定南海漁業(yè)資源開發(fā)行動計劃、完善各類漁業(yè)合作協(xié)議為中觀行動步驟,以改進(jìn)和完善漁業(yè)補(bǔ)貼政策、漁業(yè)保險政策、漁業(yè)科技政策、海洋漁業(yè)權(quán)益維護(hù)政策等微觀政策為主要框架的政策體系,推進(jìn)我國南海外海漁業(yè)資源開發(fā)利用的科學(xué)有序發(fā)展,力促我國建設(shè)21世紀(jì)海洋強(qiáng)國偉大戰(zhàn)略目標(biāo)的實(shí)現(xiàn)。

The fourth part is the mechanism of development.
