【摘要】：本文通過對(duì)四川省資產(chǎn)扶貧模式的觀察和研究,認(rèn)為資產(chǎn)扶貧模式是精準(zhǔn)扶貧的有效載體,資產(chǎn)收益扶貧通過對(duì)地區(qū)致貧原因的精準(zhǔn)瞄準(zhǔn)實(shí)現(xiàn)了對(duì)貧困群體的精準(zhǔn)幫扶。同時(shí),提高了財(cái)政資金的使用效率、促進(jìn)了地區(qū)的整體發(fā)展。通過資產(chǎn)收益扶貧模式的實(shí)施,參與試點(diǎn)的貧困農(nóng)戶獲得了穩(wěn)定增收的渠道、貧困地區(qū)自我發(fā)展能力增強(qiáng)、財(cái)政資金使用效率提高、農(nóng)村社區(qū)建設(shè)得以推進(jìn),實(shí)現(xiàn)了貧困與非貧困群體、社會(huì)組織和政府的多方共贏。
[Abstract]:Through the observation and research on the model of asset poverty alleviation in Sichuan province, the author thinks that the model of asset poverty alleviation is an effective carrier of precision poverty alleviation. Asset income poverty alleviation through the precise targeting of the causes of poverty in the region to achieve the precise help to poor groups. At the same time, improve the efficiency of the use of financial funds. Promote the overall development of the region. Through the implementation of the poverty alleviation model of asset income, the poor farmers involved in the pilot get a stable income increase channels, self-development capacity of poor areas enhanced, financial funds use efficiency improved. The construction of rural communities has been promoted to achieve a win-win situation between poor and non-poor groups, social organizations and the government.
