【摘要】：“三農(nóng)”政策提出,是國家對(duì)農(nóng)業(yè)發(fā)展、農(nóng)村建設(shè)、農(nóng)民增收的目標(biāo)要求。近年來,國家對(duì)農(nóng)業(yè)領(lǐng)域的投資力度日益加大,隨著現(xiàn)代社會(huì)的不斷發(fā)展、人民生活水平的不斷提高,社會(huì)公眾除了對(duì)物質(zhì)生活的一如既往的要求,精神生活越來越受到廣泛關(guān)注,最直接的反映就是對(duì)國家財(cái)政收支情況的透明化和公開化期待越來越高。自2003年開始,我國開始了新一輪的政府公共支出績(jī)效評(píng)價(jià)改革,經(jīng)過了10多年的不斷探索,改革取得了一定成績(jī),但是由于中國的基本國情比較復(fù)雜,績(jī)效改革的范圍始終受到約束,建立科學(xué)系統(tǒng)的財(cái)政支出績(jī)效評(píng)價(jià)體系的改革之路漫長(zhǎng)而曲折的。 績(jī)效評(píng)價(jià)改革是政府信息公開的最佳途徑,通過對(duì)財(cái)政支出的績(jī)效評(píng)價(jià),社會(huì)公眾可以從公開的績(jī)效評(píng)價(jià)結(jié)果中了解到項(xiàng)目執(zhí)行情況,即政府公共投資的綜合效益。農(nóng)業(yè)基本建設(shè)項(xiàng)目作為農(nóng)業(yè)發(fā)展的重要內(nèi)容之一,對(duì)其進(jìn)行績(jī)效評(píng)價(jià)有著重要的意義。本文通過對(duì)大量文獻(xiàn)資料的閱讀,學(xué)習(xí)國內(nèi)外先進(jìn)經(jīng)驗(yàn),掌握績(jī)效評(píng)價(jià)體系構(gòu)建的基礎(chǔ)理論、指標(biāo)選定、績(jī)效評(píng)價(jià)方法以及評(píng)價(jià)主體等系統(tǒng)內(nèi)容。然后從農(nóng)業(yè)基本建設(shè)項(xiàng)目的實(shí)際情況出發(fā),深入分析項(xiàng)目從立項(xiàng)、實(shí)施和后期各個(gè)階段所存在的問題,總結(jié)農(nóng)業(yè)基本建設(shè)項(xiàng)目的個(gè)性特點(diǎn),結(jié)合基本建設(shè)項(xiàng)目的共性特點(diǎn),從項(xiàng)目單位的業(yè)務(wù)、管理、財(cái)務(wù)方面制定績(jī)效指標(biāo),構(gòu)建了一套科學(xué)系統(tǒng)的適合我國農(nóng)業(yè)基本建設(shè)項(xiàng)目的績(jī)效評(píng)價(jià)體系。通過對(duì)實(shí)證分析論證,該指標(biāo)體系能系統(tǒng)、全面反映項(xiàng)目的執(zhí)行效果。本論文建議對(duì)績(jī)效評(píng)價(jià)結(jié)果實(shí)行公開,并進(jìn)行跟蹤管理,提高公眾參與度,加大政府信息透明度。建立項(xiàng)目績(jī)效評(píng)價(jià)跟蹤管理,對(duì)第一次評(píng)價(jià)中反饋的問題進(jìn)行跟蹤,并建議實(shí)行再評(píng)價(jià)制度。該績(jī)效評(píng)價(jià)體系旨在引起項(xiàng)目單位對(duì)項(xiàng)目前期工作的重要性認(rèn)識(shí),嚴(yán)格把控項(xiàng)目執(zhí)行過程,注重績(jī)效評(píng)價(jià)結(jié)果的運(yùn)用,以達(dá)到提高財(cái)政資金使用效益、推進(jìn)財(cái)政預(yù)算科學(xué)化精細(xì)化管理進(jìn)程、為農(nóng)業(yè)科研進(jìn)步提供基礎(chǔ)設(shè)施保證,積極推動(dòng)農(nóng)業(yè)更快發(fā)展的效果。 本章主要分為六個(gè)部分內(nèi)容,分別是導(dǎo)論、文件綜述、農(nóng)業(yè)基本建設(shè)項(xiàng)目基本情況、農(nóng)業(yè)基本建設(shè)項(xiàng)目績(jī)效評(píng)價(jià)體系構(gòu)建、績(jī)效評(píng)價(jià)體系在農(nóng)業(yè)基本建設(shè)項(xiàng)目中的實(shí)踐、結(jié)束語。
[Abstract]:The "three rural" policy, is the state of agricultural development, rural construction, farmers' income targets. In recent years, countries in the field of agricultural investment is increasing, with the continuous development of modern society, the continuous improvement of living standards, the public in addition to the material life of the spirit of life as in the past, more and more attention, the most direct reflection is transparent to the state revenue and expenditure and the public increasingly high expectations. Since 2003, China began the performance evaluation of public expenditure of a new round of reform, after 10 years of constant exploration, the reform has made some achievements, but because of the basic conditions of the Chinese more complex, the scope of performance reform has always been constrained, establish a scientific system of performance evaluation system of financial expenditure reform of the long and winding road.
The performance evaluation reform is the best way to open government information, the fiscal expenditure performance evaluation, performance evaluation results from the public can open to the implementation of the project, the comprehensive benefit of public investment. One of the agricultural capital construction projects as an important part of agricultural development, the performance evaluation is important meaning. Based on the reading of literature, the study of domestic and foreign advanced experience, grasp the basic theory, the establishment of the performance evaluation system index selection, performance evaluation, evaluation of the main system. Then starting from the actual situation of agricultural basic construction projects, in-depth analysis of the implementation of the existing project from the project, and later stage the problem, summarizes the characteristics of agricultural capital construction projects, combined with the common characteristics of the construction project, from project management of the business unit, The development of performance indicators of financial aspects, construct a scientific system of performance evaluation system for agricultural capital construction projects in China. By analyzing the empirical, the index system can reflect the overall system, the execution of the project. This thesis propose the performance evaluation results of open, and track management, improve public participation. To increase the transparency of government information. The establishment of project performance evaluation and tracking management, tracking feedback on the first assessment of the problem, and proposed a re evaluation system. The performance evaluation system to cause the project unit on the importance of the project preparatory work, strictly control the project implementation process, pay attention to the use of performance evaluation results, in order to improve the efficiency the use of fiscal funds, the budget to promote scientific and meticulous management process, providing infrastructure assurance for agricultural scientific research progress, and actively promote agriculture The effect of faster development.
This chapter is mainly divided into six parts. They are introduction, document review, basic situation of agricultural infrastructure projects, performance evaluation system of agricultural infrastructure projects, practice of performance evaluation system in agricultural infrastructure projects, concluding remarks.
