【摘要】：大連市從2009年開始實施全域城市化。為此,大連市政府決定在太平灣地區(qū)成立太平灣港,希望通過港口發(fā)展帶動太平灣區(qū)域經(jīng)濟(jì)社會發(fā)展,進(jìn)而實現(xiàn)太平灣地區(qū)城市化。太平灣港口開發(fā)建設(shè)需要征用土地,導(dǎo)致了太平灣地區(qū)農(nóng)民失去土地。隨著太平灣港口的持續(xù)開發(fā)與建設(shè),太平灣地區(qū)失地農(nóng)民數(shù)量越來越多。太平灣地區(qū)農(nóng)民失地問題日益成為影響太平灣地區(qū)社會和諧發(fā)展的關(guān)鍵因素。因此,研究太平灣地區(qū)農(nóng)民失地問題,對于保護(hù)失地農(nóng)民權(quán)益,維護(hù)太平灣地區(qū)和諧穩(wěn)定具有重大意義。本研究運用比較歸納法、問卷調(diào)查法、專家訪談、文獻(xiàn)研究等方法,按照“太平灣農(nóng)民失地問題的主要表現(xiàn)及原因分析→農(nóng)民失地問題解決方案設(shè)計→農(nóng)民失地問題解決對策”的基本思路,首先對太平灣地區(qū)農(nóng)民失地問題的主要表現(xiàn)及產(chǎn)生原因進(jìn)行了分析,研究認(rèn)為,太平灣地區(qū)農(nóng)民失地問題的主要表現(xiàn)包括太平灣地區(qū)失地農(nóng)民對征地行為不滿、對征地缺乏有效監(jiān)督、農(nóng)民失去土地后難以維持生計,其產(chǎn)生的原因主要有太平灣地區(qū)土地征用制度不完善,征地監(jiān)管機(jī)制不完善,對失地農(nóng)民安置方式缺乏可持續(xù)性,社會保障制不健全；然后,依據(jù)太平灣地區(qū)農(nóng)民失地問題的主要表現(xiàn)及原因分析,結(jié)合馬克思主義城市化理論、土地產(chǎn)權(quán)理論、邊緣化理論和社會排斥理論,借鑒國內(nèi)外典型經(jīng)驗,從征地制度、失地農(nóng)民的安置方式、土地征用的監(jiān)督以及失地農(nóng)民的社會保障等四個方面提出了太平灣地區(qū)農(nóng)民失地問題的解決方案；最后,結(jié)合太平灣農(nóng)民失地問題產(chǎn)生的原因,依據(jù)上述解決方案,設(shè)計出解決太平灣地區(qū)農(nóng)民失地問題的基本對策,包括完善太平灣地區(qū)征地制度、強(qiáng)化太平灣地區(qū)征地監(jiān)督機(jī)制、創(chuàng)新太平灣地區(qū)失地農(nóng)民補(bǔ)償安置方式、為太平灣失地農(nóng)民建立一套完善的社會保障。本文針對太平灣地區(qū)農(nóng)民失地問題的主要表現(xiàn)及原因分析,從理論與實踐研究相結(jié)合視角提出了太平灣地區(qū)農(nóng)民失地問題的解決方案,進(jìn)而設(shè)計出解決太平灣地區(qū)農(nóng)民失地問題的基本對策,為太平灣地方政府解決太平灣農(nóng)民失地問題提供了理論指導(dǎo)和實踐依據(jù)。
[Abstract]:Dalian city began to implement regional urbanization in 2009. Therefore, Dalian government decided to set up Taiping Bay Port in Taiping Bay area, hoping to promote the economic and social development of Taiping Bay region through port development. In order to realize the urbanization of Taiping Bay area, the development and construction of Taiping Bay port needs to expropriate land, which leads to the loss of land for farmers in Taiping Bay area. With the continuous development and construction of Taiping Bay port. There are more and more land-lost farmers in Taiping Bay area. The problem of farmers losing land in Taiping Bay area is becoming the key factor to affect the harmonious development of society in Taiping Bay area. Therefore, the paper studies the problem of farmers losing land in Taiping Bay area. It is of great significance to protect the rights and interests of landless farmers and to maintain harmony and stability in Taiping Bay. This study uses the methods of comparative induction, questionnaire survey, expert interviews, literature research and so on. Analysis on the main manifestation and causes of Farmers' Land loss in Taiping Bay. 鈫扴olution Design of Farmer's Land loss problem. 鈫扚irst of all, the paper analyzes the main performance and causes of farmers' land loss in Taiping Bay area. The main manifestation of farmers' land loss in Taiping Bay area includes dissatisfaction with land expropriation, lack of effective supervision on land expropriation, and difficulty for farmers to maintain their livelihood after losing their land. The main reasons are that the land requisition system in Taiping Bay area is not perfect, the supervision mechanism of land requisition is not perfect, the resettlement mode of landless farmers is not sustainable, and the social security system is not perfect. Then, according to the main performance and reason analysis of farmers' land loss in Taiping Bay, combining with Marxism urbanization theory, land property right theory, marginalization theory and social exclusion theory, the paper draws on the typical experience at home and abroad. From four aspects of land expropriation system, land loss farmers' resettlement mode, land expropriation supervision and land loss farmers' social security, the paper puts forward a solution to the problem of farmers' land loss in Taiping Bay area. Finally, combined with the causes of the problem of farmers lost land in Taiping Bay, according to the above solutions, designed the basic countermeasures to solve the problem, including improving the system of land expropriation in Taiping Bay. Strengthen the land requisition supervision mechanism in Taiping Bay area, and innovate the compensation and resettlement method of land-lost farmers in Taiping Bay area. In order to establish a set of perfect social security for the land-lost farmers in Taiping Bay, this paper analyzes the main manifestations and causes of farmers' land loss in Taiping Bay. From the perspective of theoretical and practical research, this paper puts forward a solution to the problem of farmers' land loss in Taiping Bay area, and then designs the basic countermeasures to solve the problem of farmers' land loss in Taiping Bay area. It provides theoretical guidance and practical basis for the local government to solve the problem of farmers' land loss in Taiping Bay.
