【摘要】：在當(dāng)前經(jīng)濟(jì)全球化的背景下,各國(guó)經(jīng)濟(jì)往來(lái)日益密切,各產(chǎn)業(yè)間的合作與交流也逐步加深。農(nóng)業(yè)作為三大產(chǎn)業(yè)之一,也開(kāi)始走向國(guó)際化。越南是一個(gè)傳統(tǒng)的農(nóng)業(yè)國(guó)家,農(nóng)業(yè)是其國(guó)民經(jīng)濟(jì)發(fā)展的基礎(chǔ)。隨著越南農(nóng)業(yè)的發(fā)展,其農(nóng)業(yè)國(guó)際化程度也在不斷地加深。越南農(nóng)業(yè)的國(guó)際化進(jìn)程有其獨(dú)特性,越南農(nóng)業(yè)的國(guó)際化對(duì)周邊國(guó)家的農(nóng)業(yè)發(fā)展,甚至對(duì)全球的農(nóng)業(yè)經(jīng)濟(jì)發(fā)展都有很重要的影響。 本文以“農(nóng)業(yè)國(guó)際化”為研究視角,通過(guò)對(duì)越南農(nóng)業(yè)從建國(guó)后至今的發(fā)展情況進(jìn)行梳理,對(duì)越南農(nóng)業(yè)國(guó)際化的途徑和動(dòng)因進(jìn)行探討,總結(jié)越南農(nóng)業(yè)國(guó)際化發(fā)展所取得的成效,同時(shí)對(duì)越南農(nóng)業(yè)國(guó)際化發(fā)展的有利條件以及存在的問(wèn)題進(jìn)行討論,最后對(duì)越南今后農(nóng)業(yè)國(guó)際化發(fā)展的前景進(jìn)行展望。 越南進(jìn)行的農(nóng)業(yè)國(guó)際化的途徑主要依靠政府政策法規(guī)的規(guī)范和調(diào)整,加大農(nóng)產(chǎn)品出口貿(mào)易,積極吸引外商直接投資,采用農(nóng)產(chǎn)品國(guó)際標(biāo)準(zhǔn)等手段。越南農(nóng)業(yè)的國(guó)際化受到國(guó)際和國(guó)內(nèi)環(huán)境的共同作用。雖然近幾年越南農(nóng)業(yè)發(fā)展取得了一定的成效,但在一些方面仍然存在不少問(wèn)題,例如越南農(nóng)業(yè)在發(fā)展過(guò)程中顯現(xiàn)出的貿(mào)易結(jié)構(gòu)不合理、農(nóng)業(yè)配套設(shè)施和農(nóng)業(yè)技術(shù)落后、“綠色壁壘”、以及農(nóng)產(chǎn)品對(duì)外依存度過(guò)高等,這些問(wèn)題都是越南本國(guó)在實(shí)現(xiàn)農(nóng)業(yè)國(guó)際化的過(guò)程中需要解決的。面對(duì)越來(lái)越復(fù)雜的國(guó)際經(jīng)濟(jì)環(huán)境,越南積極調(diào)整農(nóng)業(yè)法律政策,擴(kuò)大與國(guó)際組織以及國(guó)家之間的農(nóng)業(yè)交流和往來(lái),重視科技在農(nóng)業(yè)中的應(yīng)用,調(diào)整國(guó)內(nèi)農(nóng)產(chǎn)品貿(mào)易結(jié)構(gòu)和流通環(huán)節(jié)的問(wèn)題,為越南今后農(nóng)業(yè)國(guó)際化的進(jìn)一步發(fā)展創(chuàng)造了有利環(huán)境。
[Abstract]:With the development of Vietnamese agriculture , the internationalization of agriculture is the foundation for the development of its national economy . With the development of Vietnamese agriculture , the internationalization of agriculture in Vietnam has been deepening . With the development of Vietnamese agriculture , the internationalization of Vietnamese agriculture has its unique characteristics , and the internationalization of Vietnamese agriculture has an important influence on the agricultural development of the surrounding countries and even global agricultural economic development . From the perspective of " internationalization of agriculture " , this paper discusses the ways and causes of the internationalization of Vietnam ' s agriculture by combing the development of Vietnamese agriculture from the post - construction period to the present day , and summarizes the achievements of the development of agricultural internationalization in Vietnam . At the same time , it discusses the advantages and problems existing in the international development of Vietnam ' s agriculture . Finally , the prospect of the future development of agricultural internationalization in Vietnam is forecasted . The agricultural internationalization of Vietnam is mainly dependent on the regulation and adjustment of government policies and regulations , the increase of export trade of agricultural products , the positive attraction of foreign direct investment and the adoption of international standards for agricultural products .
