【摘要】：土地是人類(lèi)賴(lài)以生存的最基本的自然資源，是農(nóng)業(yè)最根本的生產(chǎn)資料，是農(nóng)民生存之本，生計(jì)之源。農(nóng)村土地制度完善與否，，土地流轉(zhuǎn)機(jī)制是否適應(yīng)現(xiàn)代經(jīng)濟(jì)的市場(chǎng)化發(fā)展，將對(duì)國(guó)民經(jīng)濟(jì)的發(fā)展產(chǎn)生深遠(yuǎn)影響。改革開(kāi)放以來(lái)，隨著農(nóng)村經(jīng)濟(jì)的持續(xù)發(fā)展，農(nóng)業(yè)現(xiàn)代化的快速推進(jìn)，對(duì)土地資源進(jìn)行重新配置就顯得尤為必要。建全農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)體制，完善農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)市場(chǎng)，是當(dāng)前農(nóng)業(yè)和農(nóng)村發(fā)展中的重要環(huán)節(jié)。吉林省作為我國(guó)重要的商品糧基地和農(nóng)業(yè)大省，采取了一系列措施用以推進(jìn)農(nóng)村土地經(jīng)營(yíng)權(quán)的健康快速流轉(zhuǎn)。然而，由于農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)本身所具有的特殊性和復(fù)雜性，所受到的影響因素也就特別多，致使吉林省農(nóng)村土地流轉(zhuǎn)發(fā)展緩慢。因此，對(duì)吉林省農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)的現(xiàn)狀、問(wèn)題及影響因素進(jìn)行分析研究，有針對(duì)性地采取措施促進(jìn)吉林省農(nóng)村土地流轉(zhuǎn)的高效發(fā)展，實(shí)現(xiàn)農(nóng)業(yè)的產(chǎn)業(yè)化和規(guī)模化經(jīng)營(yíng)，這對(duì)解決“三農(nóng)”問(wèn)題，加快社會(huì)主義新農(nóng)村建設(shè)來(lái)說(shuō)顯得格外重要。 本文以促進(jìn)吉林省農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)的健康快速發(fā)展為目的，以吉林省農(nóng)村土地流轉(zhuǎn)的現(xiàn)狀、存在的問(wèn)題為基礎(chǔ)，對(duì)以下內(nèi)容進(jìn)行了重點(diǎn)研究： 1．采用博弈論的方法對(duì)土地流轉(zhuǎn)雙方的決策行為進(jìn)行分析，各參與主體都是以自己的利益最大化作為決策行為的依據(jù)。通過(guò)對(duì)流轉(zhuǎn)雙方的博弈關(guān)系的分析和對(duì)利益影響因素的探討，發(fā)現(xiàn)土地的重要性系數(shù)是決定流轉(zhuǎn)雙方行為決策的最主要因素。 2．政府在農(nóng)村土地流轉(zhuǎn)中作為監(jiān)管者，對(duì)流轉(zhuǎn)雙方的行為進(jìn)行監(jiān)督和管理。通過(guò)博弈模型的建立，分析政府和流轉(zhuǎn)雙方之間的博弈關(guān)系和決策行為的影響因素，發(fā)現(xiàn)通過(guò)降低操作成本、披露信息和加大處罰等手段可以增強(qiáng)對(duì)流轉(zhuǎn)雙方的監(jiān)管效果。 3．影響農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)的因素有很多，從中選取四個(gè)主要因素，采用多元回歸模型進(jìn)行分析。通過(guò)分析發(fā)現(xiàn)農(nóng)村剩余勞動(dòng)力轉(zhuǎn)移水平是農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)的最直接影響因素，而社會(huì)保障水平是最根本的影響因素。 4．結(jié)合全文研究，提出促進(jìn)吉林省農(nóng)村土地經(jīng)營(yíng)權(quán)流轉(zhuǎn)快速健康發(fā)展的政策建議。地方政府應(yīng)從土地流轉(zhuǎn)市場(chǎng)的內(nèi)部機(jī)制建設(shè)和外部環(huán)境改善上入手，通過(guò)建立完善農(nóng)村社會(huì)保障體系、加快農(nóng)村剩余勞動(dòng)力轉(zhuǎn)移、規(guī)范政府行為、完善配套機(jī)制等途徑來(lái)促進(jìn)農(nóng)村土地經(jīng)營(yíng)權(quán)的流轉(zhuǎn)。 總之，當(dāng)前吉林省需要加快農(nóng)村土地經(jīng)營(yíng)權(quán)的流轉(zhuǎn)，各地方政府應(yīng)對(duì)土地流轉(zhuǎn)的發(fā)展現(xiàn)狀進(jìn)行深入調(diào)查分析，對(duì)出現(xiàn)的問(wèn)題進(jìn)行合理解決，堅(jiān)持依法、自愿、有償?shù)脑瓌t，穩(wěn)步推進(jìn)吉林省農(nóng)村土地經(jīng)營(yíng)權(quán)的發(fā)展，充分發(fā)揮農(nóng)村土地流轉(zhuǎn)對(duì)吉林省新農(nóng)村建設(shè)的積極作用。
[Abstract]:Land is the most basic natural resources for human survival, is the most fundamental means of production in agriculture, is the survival of farmers, the source of livelihood. Rural land system is perfect or not. Whether the land transfer mechanism adapts to the market-oriented development of modern economy will have a far-reaching impact on the development of national economy. Since the reform and opening up, with the sustainable development of rural economy, the rapid advancement of agricultural modernization. It is particularly necessary to reconfigure the land resources. Build the whole rural land management rights transfer system, improve the rural land management rights circulation market. Jilin Province, as an important commodity grain base and a large agricultural province in China, has taken a series of measures to promote the healthy and rapid circulation of rural land management rights. Because of the particularity and complexity of the transfer of rural land management right, there are many influencing factors, which causes the development of rural land circulation in Jilin Province to be slow. The current situation, problems and influencing factors of rural land management right circulation in Jilin Province are analyzed and studied, and measures are taken to promote the efficient development of rural land circulation in Jilin Province. It is very important to realize the industrialization and large-scale management of agriculture, which is very important to solve the problem of "agriculture, countryside and farmers" and to speed up the construction of new socialist countryside. In order to promote the healthy and rapid development of rural land management right circulation in Jilin Province, this paper focuses on the following contents, based on the current situation and existing problems of rural land circulation in Jilin Province: 1. Using game theory to analyze the decision-making behavior of both sides of land circulation. Each participant takes the maximization of their own interests as the basis for decision-making. Through the analysis of the game relationship between the two parties and the discussion of the factors affecting the interests. It is found that the coefficient of importance of land is the most important factor to decide the behavior of both sides. 2. The government acts as the supervisor in the rural land circulation, and supervises and manages the behavior of both sides of the circulation. By analyzing the game relationship between the government and the circulation and the influencing factors of the decision-making behavior, it is found that the regulatory effect of the two parties can be enhanced by reducing the operation cost, disclosing information and increasing punishment. 3. There are many factors that affect the circulation of rural land management right, from which four main factors are selected. It is found that the transfer level of rural surplus labor force is the most direct influence factor of the circulation of rural land management right, and the social security level is the most fundamental factor through the analysis of multivariate regression model. 4. Combined with the full text research, the paper puts forward the policy suggestions to promote the rapid and healthy development of the rural land management right circulation in Jilin Province. The local government should start with the construction of the internal mechanism of the land transfer market and the improvement of the external environment. By establishing and perfecting the rural social security system, speeding up the transfer of rural surplus labor force, standardizing the government behavior and perfecting the supporting mechanism, the circulation of the management right of rural land can be promoted. In short, Jilin Province needs to speed up the transfer of rural land management rights, local governments should conduct in-depth investigation and analysis of the development of land circulation, to solve the problems reasonably, adhere to the law, voluntary. On the principle of compensation, we should steadily promote the development of rural land management right in Jilin Province, and give full play to the positive role of rural land circulation in the construction of new rural areas in Jilin Province.
