【摘要】：為貫徹落實2014年6月25日國務(wù)院第52次常務(wù)會議關(guān)于“今年增加地方儲備500億斤,并于今明兩年新增倉容1000億斤”的重大決策精神,必須加強對廣東省省級儲備糧的管理和宏觀調(diào)控力度,建立完善的糧食物流和儲備體系,拓展省內(nèi)外糧食流通渠道,提高廣東省糧食安全性和抗風(fēng)險能力,確保廣東省糧食總量平衡。新建倉容不僅可減緩該地區(qū)糧食倉容不足的壓力,平衡該地區(qū)糧食供需矛盾,而且可提高該地區(qū)糧食儲存和流通水平,適應(yīng)糧食流通發(fā)展的需求,充分發(fā)揮儲備糧對珠三角地區(qū)乃至廣東省糧食市場的宏觀調(diào)控能力,保障糧食的安全供應(yīng),促進當(dāng)?shù)亟?jīng)濟的發(fā)展�；洊|直屬庫擴建工程的建成不僅有利于省政府對糧食的宏觀調(diào)控、對穩(wěn)定市場糧價,保障社會供給將發(fā)揮重要的作用,而且對促進粵北地區(qū)的經(jīng)濟和社會發(fā)展有著十分重要的意義。該項目建設(shè)的目標(biāo)是初步形成產(chǎn)銷一體化、節(jié)鏈網(wǎng)絡(luò)化、骨干四散化、運作市場化的現(xiàn)代糧食物流體系,尤其是使廣東省沿海、沿江的骨干性糧食物流基本符合“四散化”的要求,通用型糧食集裝箱運輸在全國得到一定程度的率先發(fā)展。該項目既可以充分利用已建生產(chǎn)和生活輔助設(shè)施,節(jié)約項目投資,縮短建設(shè)工期;又有利于實行集約化、規(guī)�；芾�,降低運行成本,提高工作效率;該倉型集富氮氣調(diào)、低溫儲藏、智能控制、信息管理、光伏發(fā)電于一體的現(xiàn)代化糧庫。本課題以粵東直屬庫現(xiàn)有資源、擬建項目、預(yù)期目標(biāo)等為基礎(chǔ),開展該項目的技術(shù)、經(jīng)濟等各項指標(biāo)的分析研究,擬解決的關(guān)鍵問題是:(一)基于保障糧食流通安全,降低儲備糧物流成本的要求,通過分析論證,對廣東省建設(shè)粵東直屬庫擴建工程的必要給出明確評判。(二)對于粵東特有的地理位置,進行直屬庫擴建工程,其周邊地理環(huán)境、基礎(chǔ)條件、交通條件、物流情況等做出詳細(xì)可行性分析,提出完善及改進建議。(三)綜合各種工程方案,對比分析其技術(shù)、經(jīng)濟可行性,在保證稻谷、小麥安全儲存的情況下,給出方案建議。

The depot in the existing resources, the project, the expected target is based on the project of the research and analysis of the indicators of economic technology, the key to solve the problem is: (a) ensuring food safety based on the circulation of grain reserves, reduce logistics cost the requirements, through analysis and demonstration, to give necessary construction of Guangdong province Guangdong depot expansion project of the clear judgment.
