【摘要】：為貫徹落實(shí)2014年6月25日國(guó)務(wù)院第52次常務(wù)會(huì)議關(guān)于“今年增加地方儲(chǔ)備500億斤,并于今明兩年新增倉(cāng)容1000億斤”的重大決策精神,必須加強(qiáng)對(duì)廣東省省級(jí)儲(chǔ)備糧的管理和宏觀調(diào)控力度,建立完善的糧食物流和儲(chǔ)備體系,拓展省內(nèi)外糧食流通渠道,提高廣東省糧食安全性和抗風(fēng)險(xiǎn)能力,確保廣東省糧食總量平衡。新建倉(cāng)容不僅可減緩該地區(qū)糧食倉(cāng)容不足的壓力,平衡該地區(qū)糧食供需矛盾,而且可提高該地區(qū)糧食儲(chǔ)存和流通水平,適應(yīng)糧食流通發(fā)展的需求,充分發(fā)揮儲(chǔ)備糧對(duì)珠三角地區(qū)乃至廣東省糧食市場(chǎng)的宏觀調(diào)控能力,保障糧食的安全供應(yīng),促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展�；洊|直屬庫(kù)擴(kuò)建工程的建成不僅有利于省政府對(duì)糧食的宏觀調(diào)控、對(duì)穩(wěn)定市場(chǎng)糧價(jià),保障社會(huì)供給將發(fā)揮重要的作用,而且對(duì)促進(jìn)粵北地區(qū)的經(jīng)濟(jì)和社會(huì)發(fā)展有著十分重要的意義。該項(xiàng)目建設(shè)的目標(biāo)是初步形成產(chǎn)銷一體化、節(jié)鏈網(wǎng)絡(luò)化、骨干四散化、運(yùn)作市場(chǎng)化的現(xiàn)代糧食物流體系,尤其是使廣東省沿海、沿江的骨干性糧食物流基本符合“四散化”的要求,通用型糧食集裝箱運(yùn)輸在全國(guó)得到一定程度的率先發(fā)展。該項(xiàng)目既可以充分利用已建生產(chǎn)和生活輔助設(shè)施,節(jié)約項(xiàng)目投資,縮短建設(shè)工期;又有利于實(shí)行集約化、規(guī)�；芾�,降低運(yùn)行成本,提高工作效率;該倉(cāng)型集富氮?dú)庹{(diào)、低溫儲(chǔ)藏、智能控制、信息管理、光伏發(fā)電于一體的現(xiàn)代化糧庫(kù)。本課題以粵東直屬庫(kù)現(xiàn)有資源、擬建項(xiàng)目、預(yù)期目標(biāo)等為基礎(chǔ),開(kāi)展該項(xiàng)目的技術(shù)、經(jīng)濟(jì)等各項(xiàng)指標(biāo)的分析研究,擬解決的關(guān)鍵問(wèn)題是:(一)基于保障糧食流通安全,降低儲(chǔ)備糧物流成本的要求,通過(guò)分析論證,對(duì)廣東省建設(shè)粵東直屬庫(kù)擴(kuò)建工程的必要給出明確評(píng)判。(二)對(duì)于粵東特有的地理位置,進(jìn)行直屬庫(kù)擴(kuò)建工程,其周邊地理環(huán)境、基礎(chǔ)條件、交通條件、物流情況等做出詳細(xì)可行性分析,提出完善及改進(jìn)建議。(三)綜合各種工程方案,對(duì)比分析其技術(shù)、經(jīng)濟(jì)可行性,在保證稻谷、小麥安全儲(chǔ)存的情況下,給出方案建議。

The new storage capacity not only can reduce the pressure of the grain storage area, the area balance of grain supply and demand contradiction, but also improve the area of grain storage and circulation level, adapt to the development needs of the grain circulation, give full play to the macro-control ability of grain reserves the grain market in Pearl River Delta region and Guangdong Province, to ensure the safety of food supply, promote local economic development. The project can make full use of the existing production and ancillary facilities, save the project investment. To shorten the construction period; it is conducive to the implementation of intensive, large-scale management, reduce operating costs, improve work efficiency; this type of warehouse in nitrogen rich gas, low temperature storage, intelligent control, information The management of photovoltaic power generation in one of the modern grain depot. The depot in the existing resources, the project, the expected target is based on the project of the research and analysis of the indicators of economic technology, the key to solve the problem is: (a) ensuring food safety based on the circulation of grain reserves, reduce logistics cost the requirements, through analysis and demonstration, to give necessary construction of Guangdong province Guangdong depot expansion project of the clear judgment.
